I was having this question and HTC support answers to this in a very cryptic manner so I don't get a real picture. I assume that people here, especially those who live outside UK could help.
You see, when you login to https://www.htcsense.com/ for the first time, you are required to select your country. As you see, for Europe, only the following countries are listed:
•Danmark
•Deutschland
•España
•France
•Italia
•Magyarország
•Nederland
•Polska
•Sverige
•United Kingdom
•Česká republika
•Россия и СНГ
Now, I live in Cyprus and as you see, not even Greece is listed.
I don't really know what all the services there are about but from past experienses, like the Apple store, I understand that many online features could be related to the country, so if my country is not listed there, that feature will be unavailable.
HTC support, informed me that I should buy from local store instead of abroad and now my question is the following:
If I buy locally, it will be about 600 Euros but if I buy from UK shop or eBay, it will be about 100 less. So, if I do buy from UK, will I lose any online functionality from htcsense? in other words, is the phone IMEI or SN locked to a country and can only register there?

After a few days, my friend is travelling to USA and I want after him to buy me Nexus 4. How does it work? He have to order the phone via the internet and deliver it to some mailing address? Or is it possible to withdraw phone personally?

But the specific issue would be: Will I get the Android updates in India, if I'm using a N4 bought from UK?
PS: I believe there won't be any radio issues because they are anyway selling same N4's worldwide! Please confirm, someone?

Yes you should get the updates and your calling / internet should work with your Indian service provider frequency too.

That's not true, there is no such thing as a "UK Account" all Google Accounts are international. My dad bought a One X in India with a Google Account he made there, and he brought it back to Australia, and it's fine. Jellybean Update, the lot. However, there are a bunch of Indian apps, like Bollywood Music Streaming, and AirIndia, that are still on the phone. But besides, that it's great.

hi. the only way i see it is buying it off amazon or ebay and then using a freighter forwarder to deliver the package to you in china. if you dont know what package/freighter forwarders are, then basically they are courier companies like USPS,etc who give you a virtual mailbox/address in US,UK, etc and then you put in that address in amazon/ebay. once your package is received at that address they will ship it to you. i live in Dubai and used the same process because it was not available here also.
