Whenever I open the Play Store it automatically shows me the apps, nothing more. I can't see anything more on the play store except apps. I'm wondering if this is normal or not, and if its not, how can I fix it? This is the only thing I can see.

Have you tried clearing the data as well? It may be to do with you being in Puerto Rico, they may not have pushed the update there yet.
I did, I don't think it has anything to do with my location everyone else already has the Play store updated.

yes you can download the update manually ...
go to settings > apps and clear data for google services framework as well as force quit. Then try to update. That should work

Yeah, I did that exact prices with my nex 7 right when the update came out. This works perfectly.

Try my method and get the 4.3 OTA now.. Works on Nexus 4, 7, 10 and Galaxy Nexus

I tried this several times, but still update is not appearing on my nexus 4. Please suggest if there is anyother way wherein i can get OTA update.

That's because Google made it obsolete. That method is long gone.

Possibly trying uninstalling and reinstalling the app or even just force stop/disable and reenable Google play services/store?
This is irrelevant, but I've seen stuff like this before in clients like origin where someone is downloading an update. The server/client gets confused and they end up at like 125%.

Yes, it can be, so long as you're sideloading an appropriately signed APK (I'd suggest Android Police; they have a running list of them).

I hate to say this, but what exactly was the point of either of these posts? Neither answered the question (which takes about two seconds), and "sucks" is a huge matter of personal preference. Maybe OP happens to really like the new variants; either way, if Op wants to upgrade, that's their call.

Nothing in your post says what rom you use, let alone how you installed google apps. So it really depends. For example if you installed Slimbean + SlimGapps for example, your play store among other apps from that package will not update because they are modified from the official source, so there is that factor to consider.
I'm at a loss for this and cannot get around it. I am unable to open the play store after the recent OTA update. Any ideas on a remedy? I've searched the forum and can't seem to find anyone else having this issue xD

Do you have Google Services Framework installed and enabled?
Try deleting your Google account and then re add it.

under "my apps" yes. But I understand that "my apps" and "my orders" are two different things. "my orders" suppose to show all the apps that i downloaded since day one.

Not really. It's supposed to show orders you did. That sounds more like paid apps to me.

meaning that page only shows apps that I purchased and not include free apps that I downloaded? If that is the case do u know where I can view a list of all my previously downloaded apps? I'm trying to find an app I downloaded last time but I can't remember the name, thats why I need like a history or something. Plus I swear last few months I came across a list of all my downloaded app, which include free apps, it was over 180 something

Hit my apps when you're installed apps show swipe right and it should show every app you have installed as long as its still available on play. Sometimes it doesn't show for a while after updating or flashing a new rom . If it still isn't showing after 24 hours I would wipe play data in settings and sign in again and wait if it still doesn't show you could try some of the market fixer apks. Or report it to Google. There should be showing.

problem is previously i removed some apps before from that list by clicking the "x" on the top right. this is what I did http://hackerspace.lifehacker.com/clean-up-your-google-play-my-apps-list-1440210617 so now the apps are gone.

You cleared your history and now you want to find something that was supposed to be there.... Then you're outta luck. You're going to have to find that app by hand now.
