My bad
I would suggest you go ask in the International S4 board. They would be more likely to have it.
If you're rooted, just move languages.xml from /system/csc and you'll enable all languages.

This goes in Q&A, yes you can relock. The factory images in the Android site provides the files to relock and go back to stock.

Try moving your time forward a few hours or something. Just turn off auto update time.
Before you do that, can you get me a Dropbox link for your core.odex file located in /system/framework first? Just use es file to copy to your sd card and upload. You'd help me a bunch. My update fails because somehow that file was changed.

Try again. Go to settings applications. All tab. Find at&t software update. Clear cache. Then try pushing the update again.

I was doing some searching and found the thread posted below. I was wondering if it would also apply to our device. I'm using a rooted phone with MF3, so I can't preform a nandroid backup and obviously don't want to brick my phone. Thanks in advance!

Probably, but you should freeze them first, not delete them. That way if something doesn't work you can just unfreeze it.
