If I'm not mistaken, the N4 was never announced at google I/O. I remember the earliest video of the N4 was from TheVerge
I figured that's why I couldn't find it. Did it just pop up on the Google pay store?

From memory, I believe they had a big event (on a pier?) However, this was cancelled due to Hurricane Sandy. Rather than rescheduling it,they surprised everyone and just announced it - possibly along with 4.2 Jelly Bean.

Yes you are correct Google had a big event planned in New York for the launch and they canceled it because of Hurricane Sandy and just sent out a press releases about the Nexus 4 instead. Google doesn't typically show off phones at I/O, they used last years to introduce the Nexus 7.

How long did it take until they were readily available again? I couldn't get an order in for a nexus 4, which seems to be in the same type of situation, with orders delayed for a few weeks.

The Nexus was made by Asus. Then N4 is made by LG. Different companies, different factories,
and you can't extrapolate anything from the Asus experience. Google does not make these...
Might as well ask us how long before Sony gets the television in that you want.

I actually just got mine in August. I'd been wanting one, and for only seven dollars, I got a fresh one. Sold my Inspire to a work associate. Honestly, I like my Nexus more.

It isn't even rolling out for people with the nexus 4 yet and that is the device it is rumored to on when you buy a new one in brazil.

I'd still take that with a good dose of skepticism. Editing the build.prop to show a different version isn't especially challenging and the release alphanumeric that's made the round online is not consistent with what Google actually uses. Likewise, if you browse that site, they don't exactly have the best track record vetting rumors for accuracy.

If you scroll that screen down there's a "Windows RT" menu item with options for a new bootloader, download Win RT and "Apply for kit to add a Windows button and upgrade to 2GB (fits on pogo pins)
