How can I save soundcloud tracks that the author doesn't people to save? I don't want to burn my data listening to it off WiFi.

No so you can't download songs that are paid.(I assume that they're paid otherwise the uploader wouldn't disable downloads.)

Yes, a vague question. If you're meaning the Google Experience Launcher, yes you can. You can even do it without root. If rooted, install CM 11- comes with the N5 launcher.
