How can I save soundcloud tracks that the author doesn't people to save? I don't want to burn my data listening to it off WiFi.

No so you can't download songs that are paid.(I assume that they're paid otherwise the uploader wouldn't disable downloads.)

Thank you installed it via root explorer set the permissions restarted the phone run the app it force closes

Yes, a vague question. If you're meaning the Google Experience Launcher, yes you can. You can even do it without root. If rooted, install CM 11- comes with the N5 launcher.
