Hi,
It is not allowed to post here in the languages other than English. So please first write in English then Turkish under it.
I support this topic since there is no actual global company in our counrty. For example Samsung Turkey is actually an independent Turkish company who has permissions to use Samsung's name and buys devices from Samsung. Just like a tech market whose name is very very similar to Samsung with its own after sale services.so they are not really related to Original Samsung. Fortunately it has an agreement with the real Samsung so if they really fail on providing services we can still write to Samsung and they can give warnings to Samsung Turkey.
But here is how it works in my country: first you go to the service with a broken phone and then they take it for repairing and tell you nothing unless you call and ask for a 100 times a day and get your phone aswered if you are lucky. According to the law they have only 20 work days to either repair or replace the device but they always tell you that law is not valid when the phone needs to be replaced even if you go there with a paper printed the law in your hands. Therefore they blame Samsung for holding them for waiting the new device and they add it could take a couple of months. So you find yourself either trying to find some high rank employee there to speed things up (because this is how things work in my country shame on us ) or threatining the guys by telling them you will be waiting just outside of the service senter where the street cameras are not present when their shift is over with a couple of guys with beysball bats..
One least used method is to use public press by writing to the right places, making complains to the right departments and gathering together with people who got this attitude from Samsung Turkey. Once we are crowded enough and it is about to come to the press then they start to remember they have to obey the law "suddenly"..
And I believe this topic could save us from using the first 2 methods.

and they change the imei to turkish one

First of all, I think you should just calm down. I have just kindly asked for a solution and you insult me. What a nice person you are, really... Even if it's not legal I'm sure it's not disallowed to post such things here, or most of the posts/programs I found here using google would have been deleted...

Quick Mod Note:
Just because something is illegal that doesn't mean you can't ask about it. Granted you probably won't get much legit help with it but asking the question is fair game.
There was a changer written by a member to help those who have "legit" use for such a tool. Of course the thread was allowed to live after much Moderator discussion about it but there were heavy warnings abotu the legality of doing such to your phone. Also note that this was back when the Wizard was king so I doubt it will work for newer devices.
Two Reasons for IMEI Change
1. You have a stolen phone
2. Your a terrorist

No, it's not a stolen phone neither I am a terrorist (what would a terrorist do with a changed IMEI?!? )... It's my father's old phone which he believed it got stolen, so he blocked the IMEI... now that ha has found it again (he left it in our house on the seaside, where I am writing from) he gave it to me because he bought a new one and he doesn't have the bill here, so he can't unlock the IMEI now. I can stil use it as a smartphone and I really like it, but I don't like taking 2 phones with me... so I wanted to fix it, at least temporary (we're going back home in August... -_-"). I don't want to do anything EXTREMELY illegal, just change the IMEI for a few months...
Some European countries (like Turkey) require you to pay import tax on phones purchased out of country before they can be activated. Basically instead of operating on a blacklist to block stolen phones your phone must be whitelisted to work. It gets whitelisted when sales tax (or import tax) is paid.
If you don't have an acceptable receipt (basically up to customs if they'll accept eBay/Paypal print-outs) then you can never get the device whitelisted as you can't pay the tax.
So is it completely legal? No.
Is it an understandable situation? Yes.
One of those gray areas where XDA-Devs thrives. No trying to steal but need to bend the rules a bit.

I'm in the same boat, though I need to change the IMEI on my Kaiser. iWizard doesn't even detect my phone.

you said it right man..I am from Turkey, live in US.. I have a ATT tilt..when I went there in March I registered my phone..but only every two years I can register one phone..so it means I gotta use this tilt over there for 2 years..but i change my phone every 6 months..so this is a grey area..it is a f'ed up rule we have there in Turkey...

Android Market not working on my device

Hey guys,
I've had my sgs2 for about a week now, and i have not yet been able to successfully open Android Market.
As soon as i press on the Market icon, a white page opens up that says "loading" and it stays like that for a while, then suddenly my screen goes back to the android home screen.
-Same result using 3G and WiFi
-Google account added to device (contacts synced successfully)
No idea how to solve this.
This is obviously a single case problem, but i would really appreciate any solutions from the bright minds that frequent this forum.

With an issue like that I would just try flashing a new ROM. I take it you are on stock and have already performed a factory reset? Another quick test would be to wipe the application cache from firstly the settings --- application menu and failing that just wiping the phone cache from recovery. If these steps don't work then reflash your ROM. It may also be worth trying another G account as means of ruling out any issues solely with your email address. Only worth doing if the problem persists though.
If you are not wanting to root you can just reflash official firmware but why not check out a custom ROM seeing as your hand is being forced! Head over to the Development Section and check out the guides for flashing with ODIN.

Before flashing a new ROM, try the following...
From the home screen, go to menu, settings, applications, manage applications and find the market in the list (look in the "all" tab, not the default "downloaded" tab).
In there, click "clear data" and (if not greyed out) click "clear cache".
Now try running the market app.
If that doesn't work, I'd recommend a hard reset before flashing a different ROM. You shouldn't just assume a software issue needs a new ROM. If everyone else using the same ROM has the same problem then fair enough, but I don't see hoards of xda members complaining about the market not working!

Factory reset did nothing but annoy me
I have a pretty big hunch this problem is due to me being currently located in Syria.
(screw you google )
I'm going to flash VillainROM and try the Market Enabler app.
Hopefully that will solve it and give me access to the Market.
Will post an update if things work out, if anyone really cares

I had a problem with my market as well.
Did some of the things suggested above - Cleared data and cache under Manage Apps, etc. Asked a colleague to check on their phone - no problem. Ensured my data connection was working, etc, etc but to no avail. In the end I tried Wifi and it worked straight away. Switched off wifi and tried again - it continued to work
Anyway, I'd say your problem is more political than technical ...
Just wanted to post an update:
Finally got Android Market to work! :-D
I had to bypass google's block on android users from Syria by using Market Enabler to spoof my gsm provider (requires root). And then i had to use a VPN service to mask my ip (subscription required).
Overall im very happy, it just sucks that some people have to go through all this just to experience a standard feature of an android device.
And who says google isnt into politics? ;-) (thanks for the sanctions a$$holes)

Sanctions on Syria are in part imposed by the US, so you called the US a$$holes, thus insulting me, and as an American you billed yourself an a$$hole too I guess.
I replied with "jihad" because I felt like countering a stupid ideologically charged and stereotypical message with another stereotyping message. I thought you would enjoy it.

Not all Americans (my self included) support these sanctions.

Despite my clarification, you still misunderstand.
When did i call 'your' country an a$$hole? Do you know how to differentiate between foreign policies and the rest of America? Your political stances are not shared by all americans. So please dont speak on behalf of all americans.

Hi, few days ago i've bought used galaxy s4..then after few days phone stopped to work. I've been in phone shop and service man told me its blacklisted. What can I do at this moment?? I've been on police station coz i've got all details of guy which has sold me phone...and they make me dizzy coz nobody wanted to help me!!! policemans told me they're not interested of that and now i may be in criminal offence coz i've got "lost/stolen" phone :-/ i have tried to contact with this guy, i have visited him a lot times but he's avoidin me! Unlocking it isn't illegal. Is common and it can be easily done without root. There are several guides on xda on how to do it. What it might let you do it use this phone on a different network than the one its blocked on. It basically lets you use another carrier's sim card. Might work. Might not.
In fact in the United States the Federal Trade Commission just made a statement that cell carriers need to start making unlocking phones easier or the carriers face federal regulations to force them to make it easier.
What is illegal is changing the blacklisted imei number to a good one. That is what can get you into trouble and what xda will have no part in the discussion of.

If the IMEI is blacklisted you have no comeback whatsoever. Most carriers don't want to know about it once it's been done. Your only recourse is with the seller.

Yup the whole point to the op was the phone was black listed and the op wanted to unlock the phone to use on the network which would require the imei changed which is illegal and is not permitted to discuss on here, it had nothing to do with rooting what so ever.

Discussions on changing IMEI are prohibited on XDA as these are illegal in several parts of the world. The only advice for the future that I can give to the OP is to buy phones with their bill/invoice and from trusted re-sellers.

The XDA Developers server is located in the United States and must adhere to United States law. In the United States and most other countries, changing the IMEI is illegal. Therefore, your only legal option is to spend the Lira and register the IMEI currently on the device.
