I know I'm not the only one with the problem of the laggy app drawer. When you first open it, it's perfectly smooth. Then, if you leave it alone for a second and use it again, it's extremely slow. It happens on any Acer-based rom, including unrooted stock.
Well, here's an interesting fact: This only happens with a static wallpaper. The issue goes away with a live wallpaper.
Why is this happening? Is it a problem with the launcher or the rom?

Wow, that is interesting.
I have noticed that some people experience this issue, and some of them don't. My app drawer does get slow and laggy, but its more just a bit choppy than anything else. It doesn't really bother me so I never worried about it too much.
To be honest, I hadn't noticed that either. However, based on your description, it sounds like the live wallpaper prevents the cpu governor from underclocking (by virtue of the fact that it's more cpu-intensive, thus requiring the cpu to operate at a higher clock), thus preventing initial lag. Just hazarding a guess, though.
finally a thread about this. Here's what I know. I don't think its the CPU scaling because I've tried to fix this. It still happens even when I force it to 1.4 ghz+ the only rom without this problem is virtuous xoom. And it doenst seem to be the launcher. I've tried swapping them around
stock rooted 3.2 and cant make it happan, using reg walpapper. Did not see on previous versions.
I have seen this on other 3.2 tablets... I assume its a gpu thing or just a bug in 3.2

looks like it is hc 3.2 issue - i wasn't experiencing this on hc 3.1 roms
i was trying as well find out the reason...
only thing what i found out - when the lag is there - killing any of running apss will kill the lag for some seconds as well and the app drawer become smooth again.
tested with quick system info pro.
Its the otherway round for me.......the app drawer lags a lot when i use live wallpaper and lags a little less when i use a static wallpaper....i think it depends on the kind of (live or static) wallpaper used on the device.....

It just always lags for me, but as I said earlier, it isn't enough to piss me off or anything. It's only a slight lag.
Everytime I see lag I just tell myself ics will be open source and one of our fine devs will make this awesome

I dont have a app drawer that lags but out of curiosity would someone with a laggy app drawer plug in a mouse to their unit and scroll the app drawer using that mouse. See if it makes a difference.

Could you explain app draw lag for me please?
Today I got my N4. I installed exactly the same apps like on my GNex (same settings for the apps via Titanium Backup). I also configured the system (I hope) exactly the same. Both run Android 4.2.1.
Now it seems, that live wallpapers stutter about every seconds on the N4, where they play smoothly on the GNex. For example the 3D christmas countdown free.
Ran AnTuTu benchmark and the N4 beat the GNex by far.
Any ideas?

No, stock. The effect is only a little bit, very short stuttering.
It happens more like every 5 seconds or so.

You said the issues started after you restored your apps, so there has to be an app causing the lag.
No, restoring was the first thing I did, otherwise I would not have had that wallpaper.
My phone seems overall kind of laggy. I'm on stock 4.2.1 with stock kernel. Just started noticing the lag today. Minimal but annoying and seems to exist on almost all the kernels I have tried.

It's cheap and dirty, but I always set animations to half speed (.5x) and use Nova launcher with the animations cranked to fast. That makes me feel all warm inside.
My advice would be to root and flash a custom ROM such as Parandroid.

How exactly are you defining 'lag' though? I'm on a rooted stock ROM and stock kernel with no issues whatsoever, speed is much faster than any phone I've used before.
I have tonnes of apps installed on the stock ROM. Runs okay at the moment, beautifully smooth
there is definitely lag on the touch gestures. i see it and it's been commented-on in reviews.
eg. when you gesture to scroll or pinch expand there is a momentary delay (fraction of a second) before anything happens. just long enough to be annoying. it's not instant.

That's because of the poor touch screen sensitivity of the phone.

That's not lag, that's just the lack of sensitivity in the touch screen. It's hardware related but if you look at this video from oode (definitely subscribe to him for quality tech videos) it appears that this issue isn't there in Firefox for some reason. As of now I don't know of any solution as such.

Just the occasional freeze for a second on opening the keyboard or apps, seems slower than last week when I got it.

Ever since it was introduced no phone has been able to quickly swipe through it without lag. I thought that the galaxy S3 had lag in the drawer because of lack of ram but its shocking to see that even the nexus 4 widget drawer has lag if you swipe very fast.
Whats most puzzling is that the widget drawer is only showing static widgets so I dont understand why it is so demanding. Seems like its not handled properly in the framework or something.
Top it that with live wallpaper
It's totally fine on mine and a lot of others phones. The reason the S3 lags is cause of the touchwiz skin weighing it down. Touchwiz sucks. That's why nexus-es with stock roms FTW!

Try to swipe through the widgets as fast as you can and you will see lag for sure....
i'm using nova launcher with vertical drawer. scrolls fast with no lag or stuttering for me.
just switched it to horizontal and it's fine also. mind you, it stops at each page so i'm not sure if that might be what you're mistaking for lag.

I don't get why people purposely try to lag down their phone by doing something they would never do in daily use (opening and closing as many apps as possible as fast as they can, swiping around as fast as humanly possible, etc) and then complain about lag? Just use the phone then see if it lags

@OP, I see what you mean and I experience the same thing but only if I actually try to make it lag. It's probably due to some sort of lack of optimisation, but tbh I just sorted out my homescreen once and don't really go back and reorganise it so I don't see any issues. I know that you're not complaining but just asking about it, so I thought I'd confirm that I have the same experience.

For some reason the widget drawer is much faster with vertical scrolling.
Nova launcher just delays the animation in the widget drawer if it can't show it fast enough but on stock launcher it will actually cause a stutter. The developer of nova launcher is an absolute genius.
I still don't see a technical reason why a nexus 4 can't just blaze through the widget drawer.
The guy talking about the xperia Z launcher well its handled very differently and mind you more efficiently in Sony launcher.

Actually this isn't true for this case. When I want to select a widget that's at the end of the drawer then I would swipe as fast as I can to get to it. Infinite scrolling causes even more performance issues with the widget drawer mind you so that's not a better option in this scenario.

It does lag, it's true.
I run stock now but have tried all different roms and kernel combinations. And then all different governor/scheduler combinations. Swiping quickly through widgets always produces lag after a few pages. Even using nova/apex.
It doesn't bother me anymore (used to when I was a crack flasher), but it's undeniable.
Just install a different launcher like Nova lag free.

Logically this is a non issue for me. Mine lags (4.2.2) but I'd never noticed it because that's not the way I use the phone.

Ok, so my phone is normal. I thought it was my phone. I see the hesitations and stutter only in widget draw running completely stock.
It doesn't bother me that much, but I am curious to know why that is only in widget section.
I can't reproduce this lag in my widget drawer. Using a CM based rom (modaco cm kang r9) with Trebuchet. Just saw a slight lag / stutter with Buzz launcher but I can't see it with Nova

I'm experiencing this too. Thought i was the only one!
It happens occasionally on mine though when i swipe real fast. Sometimes it lags terribly, like, i could see the pages stutter and struggle to load the widgets. And sometimes it's just super smooth.
Don't know for sure, but maybe it has something to do with some of the apps installed. Because the lag always happens on the exact same pages i swipe through. Mine is on the first 3 to be exact. And that's where all of my google widgets are placed, strangely.
Maybe it's just an issue with my device though. Running rooted stock 4.2.2 btw.

Works perfectly fine here also with CM + Nova + Franco kernel.
No lag at all.
I think its not right to criticize any android app for having scroll lag because as it turns out pretty much all apps have scroll lag so not all devs can be clueless eh?
The bigger matter is when is this ever being addressed? Jelly bean has taken care of many performance issues but this one matter remains. Seems like Google's "war" on lag hasn't been completely successful yet.
On iOS and windows phone its pretty difficult to get scroll lag even if you try hard for it so obviously android is doing something wrong that can be fixed I believe.

I only have scroll lag on a few apps on my Nexus 4... All other apps are fine. My tablet on the other hand...
My n4 perform amazingly, the n7 on the other hand, not so much. It could be some apps. Or it could be this companion core on the n7, using that one slow core for small tasks really kills it for me

Sorry but your device does not cut it for a smooth performance nowadays.
It's like saying why Windows 8 is slow in my Pentium 4 and 256MB ram.
It is smooth in well made apps in my Nexus 4. Some crappy ones stutter for time to time but it's very minimal.

Stutter when trying to scroll very quickly inside an app like a list. It might sometimes be smooth but not always.
Examples are whatsapp, viber, facebook, xda, google currents etc. Use the same app on iOS or WP8 and they wont break a sweat. You might think that its not really a big deal until you see those apps on other platforms.

I am not sure about wp or iOS. For my Nexus 4, it does lag with scrolling. Twitter application lags a bit when scrolling very fast and then slowing down. Facebook application definitely lag! Instagram do jerk a bit when the scrolling speed is slowing down. Same goes to the 9gag application. Maybe people just have low expectations or just don't like to hear bad things about their device. It is a problem in Android and it is good to be identified and Google can improve it.

Coming from both iOS and WP, scroll lag was almost nonexistent. Although my 3GS was a little laggy with iOS 6 on it, still not as bad as my N4 in apps.
The only place where scroll lag does not appear is the settings app

the only app that will lag on all android phones, no matter what you do is facebook , and we all know why. As for others, force gpu rendering in developer options and you will see that whatsapp and xda app have no scroll lag. this is basically the first thing i do when i get a new device, not sure why it's not a default standard in android.

For a test set your phone in performance governor mode for five minutes and test all those jerky scrolling apps.
