Its network problem.. not rom problem.. if you want you can install any app which clears cache.. if you feel clearing cache is helping..
But I think its actually reboot is helping you.. not clearing cache.. so I recommend you to use flight mode option in settings-->network connections first option..
Just on it and then off it.. it will work.. that's how I solve my net problems..

Thanx for giving rply
I will use these method and i will say the result

Could this be caused by changing the transitions. Setting. In developer options because when I try to change it back to default.settings crashes
Please help
Please provide more information on what rom you're using, what os version you are on, and under what conditions it is crashing.
With the information you have provided:
Try going to settings>apps>play store
Then delete data and cache.
Now try opening the play store.
Cheers!

ICS official German. Rom
Chrome beta is also not working.
Can't clear cache as that is not showing.
Also some apps when I click on them they say app isn't installed
if the apps are not downloading then go into manage apps>all apps and clear all the data of all apps who have google in their name and also clear the data of play store

I've just read that even wiping cache can cause superbrick under ics, so safest method would be to install Speedmod kernel, then wipe cache and dalvik.
You won't lose anything but it may take longer to reboot as it rebuilds the cache, this is normal.

I had a problem downloading apps over 3g..
Error message after every attempt. The answer was to create a new apn in the access point names menu for some reason the over the air provisioning created a wap apn instead of a regular internet one.....if that helps anyone.

Sorry then, I'm unsure how to help. One thing I've read is that someone's exchange account settings were causing conflict, and installing a third party email app somehow corrected Google play sync. Don't know if that fits.

Hi I had a similar problem with using Google play store a couple of days ago.
Got error message [DF-BPA-09] everytime I tried to download, purchase or uninstall apps. Its a know issue at Google.
Try this:
Go to settings-applications-all.
Then scroll down to Google Services Framework and clear data.
Re boot phone.
Hope this helps.

Its your data connection - try using wifi or exit the playstore and reload it (keep pushing back till it closes) or turn your data off and on again
other than that nothing you can do

If the problem still persists, try flashing gapps again . Just google for the gapps for gb and you will get a flashable one.

you can
try wiping data of the playstore
restart phone
clear delvik cache in cwm
flash gapps (requires data wipe)
flash stock rom via odin

It happens to me too... I usually cancel download and again try... If it doesn't work the third time ... Then i press download and restart my mobile... On completion of boot it usually starts downloading......
One more possibility is when play store is updating in background..(rare but still it does happen)
Solution
If you are facing network error while downloading an application, just switch to airplane mode and again get back to the same mode.
Also as you are using a custom ROM, there might be some issues with it. You can reflash gapps(google apps) and try to download again. If you still can't get access, flash stock ROM via Odin.
