So I was stuck at "Obtaining IP Address" and "Authenticating..." since XXDLH4 and decided to check advanced settings.
Instead of automatic obtaining of IP address (DHCP) I checked Static.
Settings:
IP Address: Use free IP in your network. My computers use IP's until 192.168.1.20 so I used 192.168.1.21
Gateway: Use your "IPv4 Default Gateway" (check screenshot)
DNS 1 & 2: Use your DNS servers (check screenshot - "IPv4 DNS Servers")
After that I connected to WiFi successfully finally!
Click on your network icon in right bottom and find your network --> right click --> status (to see your settings in Windows 7)

i need this thing for wlan at college. I've managed to get a wlan connection now, but I can't load any page. The support page sais, I have to set an automatic proxy configuration URL like this:

it should not be required that you turn on proxy
it should just help you get pages faster if body else on the network already been there it's a cache really

On their help page they say:
"Due to massive abuse of our connection to the internet from the WLAN we have to enforce the use of a proxyserver for connections to the internet"
and (translated by me):
"...we must enforce the use of the cacheserver. Accessment to the internet is only possible with the cacheserver."
Doesn't that mean that I must use the cacheserver and the proxyconfiguration? Because, by now I can connect to the WLAN (so WEP-key and all the heck are correct), I get an IP, but I can't load any page nor receive my mails. With my WLAN at home that's all possible.

The Galaxy S has the ability to edit the Browser proxy settings. This is the first time I have seen these settings available on an Android device and it is great to see it
Currently they only effect the browser as far as I can tell but this is great news

But what if there is a network wide authentication? Where to enter the Proxy Authentication (username and password)?

I gave it a go at my university. You get asked for username and password once you open the web browser and try to access a website.
Doesn't seem to just affect the web browser. At my university you need to login to the proxy before it lets you access anything outside the university site, and after logging in I was able to download app updates and run a couple of IM apps.
Where is this? I can't find it on mine.

First go to Settings -> Wireless and Network -> Wi-Fi settings.
Then press Menu key and choose "Advanced".

When I start to connect, it shows Secured with WEP
I start to think that something weird, but never mind, put in the password
After putting the password, it becomes more weird... It shows"Remembered, secured with WPA/WPA2 PSK"
And the wifi always in connecting/disconnected message..

Try to delete all remembered networks or delete /data/misc/wifi/wpa_supplicant.conf, if that does not work try a full wipe.
If that does not work try to flash the attached no-n.zip below.

Some carrier services (for instance SMS, MMS, voicemail, etc) are intentionally not available over the Internet - the carrier has them firewalled off so that they are only reachable from addresses on their own network. That is only subscriber connections are allowed - e.g. from the Mobile data connection (3G/LTE/1xRTT/etc) on your device. So apps that connect to those services do so by explicitly making sure that the Mobile Data connection is up.
So I guess the answer is that (on a *stock* device) it is not unusual for the Mobile Data interface to occasionally come up while you already have a good WiFi connection established.
It *might* be unusual for them to be on all the time together though; but I suppose that could also be dependent on what market apps you have installed.
Also maybe check your Settings -> WiFi -> menu button -> Advanced -> Auto network switch setting? (If that were enabled and your WiFi connection is sporadic...)

but it should be a basis functionnality of the S5 (and thus from S2). I got it :
parameters > wifi access point and modem (in network connexion menu) [maybe under another name, as I'm translating from french] > enable "mobile access point".
To quickly enable this you can use the icon in the status bar and choose "wifi hotspot" :
