When making a TB backup the only files that appear in the titanium backup folder are .properties. How come it is not Tar.gz the apps?

I can't help you on this but I also experienced this. I made a batch backup and upgraded to 4.3 on pa. I tried to restore my backups but i found only properties extension files and no tar or gz. I thought I did something wrong or the process in upgrading (factory reset) caused this. I think factory reset deleted my backups. And I didn't copy my backups to my computer, since I haven't done a factory reset in a long time.

Try changing the backup folder location in your TB preferences to /storage/emulated/legacy or upgrade to the latest TB version.
I would like to install a rom with full wipe. I have a nandroid backup. My concern is can I really restore all my data including apps and game file via the nandroid back up?

You can use the nandroid if you want to switch back to your old Rom and you'll have everything as it was. If you want to restore your apps and game file on the newly flashed Rom, you should use Titanium backup. This way, all you need to do is to reinstall Titanium backup on your new Rom, set the path to the backup directory in preferences and restore your apps.
Just pay attention and don't restore the system files.

also i would suggest a separate backup tool for the SMS, if u want to keep them on the newly installed ROM
I have an App that creates a database file (*.db) and updates it every time there is a change in the App. I am looking for a backup program that will backup this database file on a regular basis. AFAIK, Titanium doesn't do this nor does some other Apps like MyBackup Pro, etc. Backing up to the cloud, i.e. Box / Dropbox would definitely be a plus.

Where would you put this database file? I suppose in your app data. In which which case titanium backup schedules do the job perfectly.

It is created in a separate folder on the storage section (sd mount).

Why this choice? If it's that important you shouldn't take the risk of users deleting that. Which they can when it's on SD. Also, it's kinda strange to install an app and then have them install another app to keep the data in sync. Can't your app for that by itself?

At the end of the day, I am simply looking for a program that will backup to the cloud a specific file and/or folder from the SD. I am NOT looking for critiques of how and why my program functions a certain way.

I've emailed Titanium Backup twice and they never respond, so I thought I'd try my luck here.
Is there a way to backup the custom filters created inside Titanium Backup?

The filters are saved in /data/data/com.keramidas.TitaniumBackup/databases/filters and custom so just backup those files
