First, flash the 4.4.4 factory image using fastboot. Second, do a factory reset in the stock recovery. Then boot your device. Problem solved.

[Q] Nexus 7 won't reboot for update after wiping cache partition

Nexus 7 2012, a little over a year old.
16 GB Wifi Only.
Android 4.4.2 stock ROM
Twerp Recovery
Rooted
I've been trying to update from 4.4.2 to 4.4.3, so that I could get to 4.4.4 and get it ready for Android L, but I've been having some issues.
First, the updates would give me errors, and make me redownload them, just to give me the error again. To fix that, I wiped the cache partition and now it won't redownload the update, and when I try rebooting to install it, it just won't reboot. Very annoying issue this has been.
Just use fastboot to flash the latest factory image found here
https://developers.google.com/android/nexus/images
You will need to reroot when done
Wugfresh tool kit can help.
