Well first this requires a 'top tier' definition. Tier 1 would be the absolute best with your own cut-off point. Tier 2 and 3...so on. I assume the iphone4g belongs in the top tier.
List your first 1-3 tiers, and where would you place the Vibrant? I'm still learning more about various phones, but I'd throw a bone out there and say it belongs in tier2 or tier3.
Found this nifty site giving a review of the top10 phones. Here they list Vibrant as 10.

Letz not forget that iphone 16gb costs 400-500on craig and vibrant costs only 200-300 on craig..well at least in my area

def vibrant is top notch when it comes to hardware it runnning, not so for plastic parts is made out off so i would give it 85 out of 100 that makes it number ........ on the list
iphone is number 1, its a fact, you can't deny it. even if ur in love with android and wanna marry it. iphone has maintained its #1 because iOS is organized, much more than android. It sticked with 1 carrier till it got so popular everyone wanted it, now when switching to the 2nd best carrier (verizon) they will get even more sales. Galaxy S DOES come up in the top 5, but is NOT 1 nor 2.

I just recently bought a Skyrocket and being that it is SII based, it is a very nice phone. I am still being pulled into the Note though even with the SIII on the horizon. I am looking to hear from the guys who have a Galaxy Note what they think about it and after owning it for a while if they would keep it or trade for something smaller.
Just some FYI, I have been on android since the Aris, I have also owned the, Galaxy S, Thunderbolt, G2x, Moto Droid 2, Sensation, and xoom, all of which have been rooted and ROMed. I consider myself well educated and experienced in android phones.
I've had my note since November and can honestly say there's still not a phone on the horizon I'd trade in my NOTE for. Love it like a baby!

Same here...I bought my Note Back In November Last Year and there's no going back...waiting patiently to see what samsung does for version 2....heard rumors they want to make it a 6.5" screen...I say to keep it at 5.3 or 5.5 but bump the ram up to 2gb, use the tegra 3 quad core processor, 12mp with xeon flash back camera, 2mp front camera, official support for micro sd 64gb, two micro sd slots, dual sim slots, and a whole lotta other niceties to make this phone the king again...Ps I don't care if the price is set at 999 for all these features...Im buying...rofl...jk..seriously

i know the feeling that he has!
After watching that video I feel very much the same.
Not quite with a smartphone but I remember going from my 17" 1280x1024 LCD to a 24" 1920x1200 and it was WOW. After using the 24" and then looking at the 17" I just couldn't look at the smaller screen.
Even though I have not owned a smartphone other than the Note I can not see myself going to a smaller phone.
So my next phone will be another Note hopefully.
I really like it. But it really depends on the person.
So my recommendation is go to a store where they sell them and look at a demo or something.

I still have an SGS II and the wife loves hers. She doesn't want a Note. I love using the Note and I am still amazed at people's surprise when seeing the phone. They don't know what it is. Most people then want one.
I will be buying an International S3 when they start appearing used to see of the mid size screen between the s2 and note will be a good trade off, If so the SGS2 will go on Ebay and the Note will then be relegated to the back up position. If not the S3 will go back on Ebay and I keep the S2 until the Note II.
I don;t find the size prohibitive at all. I am used to using two hands on it and use it like a Notepad. Carrying it in my pockets is easy ( I would not want to put a case on it though).

Incredible 4G LTE is released today, and it looks like a good deal with the rebate. Of course, Galaxy S3 is much better in spec, such as high resolution display and faster processors. Anybody would be interested in Incredible 4G LTE, instead of Galaxy s3? I know it's a silly question, but some of you might received one already and not that satisfied as it costs, or some of you are just tired of waiting for s3.

i had the same question when upgrading
i used to have the droid incredible one and i had the same dilemma you did. I originally wanted to get the incredible 4g but then someone told me about the sgs3. I decided to go with the sgs 3 because the specs don't lie. I'm really glad i went with the sgs3 as its fast, smooth, touchwiz flows nice and its a great looking phone. Good for media, work and school.
I went to the Verizon store to check out the difference between both phones and the droid incredible 4g really disappointed me. Screen wasn't as responsive, sense 4.0 was as boring as sense 1.0 and the overall feel just didnt match up to the sgs3. A big disappointment since the incredible1 was at the top of its game when released. Realize that I'm a big fan of HTC products but it just didn't match up for me.

Errrmm..... Its kind of biased asking whether you should buy a Nexus or another phone on a nexus forum isnt it? But even so, the Nexus does win without question, the Galaxy Nexus had horrible specs that were a year old when it first came out, yet it was still considered high end and sold at the same price as phones like the S3 and i phone for a majority of its life span as stock Anrdroid is generally faster as its got less bloatware, it receives updates upto a year before other OEM's and its just looked BAD-ASS! Now consider that this time round, the Nexus 4 has the best specs on the market right now running stock Android. This thing is going to fly with everything you throw at it. HTC Sense is still unbelievably jerky and inconsistent even on a Quad-core phone, look at the original One X (which isnt exactly low on specs). Thats not even taking into account the pricing. I would have bought a Nexus 4 if it were sold at the same price as the One X+, I honestly dont think that there has been a more value for money phone than this in the last 5 years. The specs destroy all the current phones on the market, its one of the nicest phones ive ever seen, its going to get updated as soon as theyre released and its half the price of its competitors.

If brand new, both were exact same price, the One X+ is a cooler phone, root it, and install CM11 based off Android 4.2 next month.
But the One X+ is 50% more expensive, and there is no original development or CM10 ready yet for the X+
So the Nexus 4 wins, hands down.
Now in a month or so, when the One X+ is rooted, and running the new CM11, I would love to see a review comparing both phones.

Gets updates faster than any other phones
Do not have to immediatlely root it, 'cause it has the Android I want (the latest, stock based like CM)
Its price and specs are overwhelming
Just wondered about its - in comparison to the HOX+ [64GB] - low internal memory [16GB] and that you can't add a micro SD... Asked a friend who owns an Galaxy Nexus, which size its internal memory has - also 16GB. He has so much apps installed and he still has 13GB, really envious with my Wildfire S [150 MB intenal memory...]
EDIT: Found out the max of the internal memory in the Nexus-Serious was and is 16GB!

Great thread OP, I was in the same shoes you are in last night but after reading engadget's review of the One X+, the nexus 4 is a no brainer. The One x+ has great storage, a higher clocked CPU and a beautiful design, but apparently, battery life is still not as good as the best phone out there like the galaxy s3 (forget the note 2, it can't be touched) . It does perform better than the One X running ICS, but people have reported that the jelly bean One X flies. So I would buy a one x instead to save money cause battery life is not that much of an improvement. But One x vs nexus 4? Hands down the nexus 4, you won't have to fast boot space blah blah blah to flash a rom or a kernel.

Thanks for your very professional feedback! Don't know if you read my post two posts above. That were the reasons for my decision to buy a nexus 4.... but still have a bit time to think about it...
Knew about the great internal specs of the one x+. Nexus 4 can't touch it. But usually I do only use CyanogenMod.. If I'd own a nexus, it would not be necessary to install it for me - but 'cause of its advantages in comparison with the stock android I'll do.
Will also root it 'cause then I'll be able to move apps and data onto sd card!

Too much hate on the Samsungs. In my opinion get the Galaxy Note II or wait for the Note III. If not get the Galaxy SIV. The features included in it are amazing and also if they are all going AOSP then what does it matter. New TouchWiz is great. Also are you looking at the Samsung Galaxy SIV GTI9505 or GTI9500

What features? You mean gimmicks.. Most people who buy the S4 just want to showoff and don't really use their phones features.and how can you say touch wiz is great its froyo-ish and lags all the time with the S4 and eats up to much space on the S4 storage

Here's my super biased opinion.
HTC One (because i've tried one yesterday, pretty good quality and it flies!)
Sony Xperia Z (because I used to love sony. Tried the phone, not much of a difference compared to the N4)
LG Optimus G Pro (because well.. We're using LG now aren't we? Not sure how their non-aosp devices would stand tho.)
Samsung Galaxy S4 (because it lags like a grand mother and i hate samsung for adding galaxy to the galaxy nexus and for their ****ty build quality.)

Where is the BEST of all - NEXUS 4. Its not in your Top phones list.
Looking at the 4 phones they all are same BUT Nexus 4 stands out and unique with its own pros and cons.

Because I already have it. I've even rooted it with cm10 , xenonhd(currently) and paranoidandroid 3.15. Its kind of boring. Maybe because last year I used to switch from different tablets and such. Literally have had 9. Im just trying to find a phone that won't get boring. Its really difficult

Choose a phone based upon what you will use it for. Games, internet, movies, texting and calls? A smaller device might be suitable for you if you only plan on using it for texting/calls or a device like the s4 for movies/gaming.
The nexus 4 is a great device, decent screen size, amazing performance... even on stock.
your list doesn't even have nexus listed in it. I wonder why you posted this question here!
I'd say stick with the Nexus but if you're adamant about switching then
1. HTC One - unrivalled build quality, great performance, Sense is actually quite nice here, overall a great phone
2. GS4 - awful build quality and fugly TouchWiz but lots of development on XDA and outstanding hardware specs
3. Xperia Z - decent specs and great build quality/feel in hand (not to mention waterproof) but poor viewing angles on the display and if you're going to dish out money on a new phone you may as well get one with next-generation hardware rather than the XZ which is between the two generations
4. LGOG Pro - screen is too large IMO, cheap feel to the device and, being an LG, there's little chance of you getting updates and there's not too much development
