no. you can't install a custom rom or overclock on a unrooted phone.

Well, you can downgrade to 2.1 but you won't downgrade the hboot, so you won't be able to root neither or install another ROM. You will have stock 2.1 unrootable.
Be aware of that.
Essentially, you are now stuck with your official 2.2 update. There is nothing you can do now. (Except maybe find someone with an XTC Clip)
The title pretty much says it all. Once you downgrade to root can you reapply the 8.2.3.13 firmware?

Once you're rooted, you can flash any ROM that has root.
If you update using a non rooted ROM you will loose root.
At this point however if you downgrade to root, flash a 3.1 ROM instead of just going back to .13

Exactly. Latest version is 8.4.4.5. Try the new (today!) PRIME 1.4

Flash back to ICS Stock Bootloader. Remove Superuser. Run a stock kernel. Looks like a good plan to me. Or just run a stock ICS.

Nope.
It's easy to root and flash back stock rom. Just follow the guide and use Android ONE Toolkit to root and flash recovery.
