This could be caused by incorrect APN (Access Point Names) setting. Happened to me in the past.
These can be configured via Settings > Wireless & Networks > Mobile Networks > Access Point Names.
Google APN Settings for (Your Service Provider) and check to see if you have the right setup.
Do you use Google Voice? Google Voice has Sprint integration so if you selected that GV will intercept your incoming text messages

I tried pretty much all of the different options to set my CCF including using *004*1xxxx# and **004*1xxxx# format, using Google Voice app and no matter what I do, I can't set CCF. I've called AT&T and they don't see any problem. I have CCF enabled on 3 other phones on my account. GNex, ATRIX 2, and an iPhone. Can't do it on this phone . Any suggestions?

I've got this resolved. The problem was that AT&T had a different number in their system compared to what my phone was displaying in the CCF section. It wasn't pulling down the right number from their system. First they had to update their system to the same number as what was in my phone and then I was able to change it. Weird. But that's what was causing the problem. Hope this will help someone

This is useful if you have a weak LTE signal or just don't need it always on. I found this tutorial on a different website for another galaxy phone and it works on the Note 3.
1. Turn off your phone and take out your sim card.
2. Turn on your phone with no sim card and wait a minute or two for it to turn on and settle down.
3. Go to the dialer and dial *#2263#
You should see a menu with band selections. The current setting is "Automatic".
(You have to use the menu key to select your options by using "Key Input" to type the number you want)
If you switch to "GSM All", you will be EDGE (2G).
If you switch to "WCDMA All", you will be on HSPA+ (3G, though AT&T and others call it 4G).
4) Power off the phone again and put your sim card back. Upon reboot you should see your new setting in effect.

If your sim card is out when trying to access the menu it shouldn't say restricted.

Yeah that code doesn't work for me. It never worked for my note 2 or note 1 so I wouldn't recommend doing it.

Sorry about your luck with it, I've never had a problem using it to switch between lte, wcdma, or gsm on my s4 or this note 3. Weird...

Thank you inmotion! This code actually worked better for me on my Samsung Galaxy Note 3. I didn't even have to pull out my SIM card or reboot. Just dial in the code, go to Device Info and change the preferred radio network type. It changes the radio on the fly in real time, and can be seen at the top.
Since Android 4.3 and on the option to disable LTE/4G has been removed from all AT&T Android devices.

Actually it was before that. Could not do it on my note 1. Would always get RAT restricted. This was on at&t. Other networks were able to use those codes and make the switch.

1. Download the free Phone info app from the Google Play Store and install it
2. Choose the Phone Information tab and notice the "Set preferred network type" option at the bottom, marked with an arrow at the right of the drop-down menu
3. Tap on the preferred network listing currently in use, and choose the "CDMA auto (PRL)" option from the drop-down list
4. You should be now maintaining connection to only Verizon's 3G network, and whenever you need to use data, you can switch back to LTE for the duration of it
There are numerous other apps and widgets at the Play Store that claim to do the 2G/3G/4G switch, but many users on Verizon have confirmed the Phone info app to be the only method allowing them to reliably turn off the 4G LTE on their Samsung Galaxy S IIIs.

These issues apply to T-Mobile users installing the current build of 4.4 (and possibly other GSM carriers but I don't have an ATT SIM to test). Motorola is aware of the issue. I read these forums pretty thoroughly and I've been answering these questions all over so I figured I'd just put them all one place. Issues as follows:
- Devices with the LTE radio active cannot send SMS
- Devices with the LTE radio active cannot send MMS (Carrier/Settings dependent)
- Devices with the LTE radio active cannot make phone calls and instantly disconnects on call attempt.
Urban Legends:
- Stock tethering does not work - I have personally tested on TMO and know it does work. Yer doin' it wrong.
Fixes
Easiest fix for now if you're on a device running 4.4 and want to... you know... be able to use your phone... is to use phone information and switch the radio mode over to GSM Only (not the auto one). This fix is a little finicky because if the phone realizes it's not running in the mode selected on your mobile networks screen it will override and turn LTE back on if you haven't selected UMTS only.
Full steps are:
Mobile network settings - Change network mode to LTE/GSM/UMTS
Mobile network settings - Select network UMTS Only
Install app linked below
Open Phone Info and select GSM Only
Phone info apk for sideload - http://www.mediafire.com/download/284l17ry2ok1yuk/Phone_info_1.3.apk
I'll update this thread as I discover more issues or as people post issues that can be replicated below.

It was selecting GSM Only in Phone Info. Switched it to GSM auto (PRL) and I got HSPA+ back.
but Seriously dude. thanks for this info. I was tired of using my Moto G while my MAXX was just collecting Dust.

I'm on T-Mobile and live in an HSPA+ refarmed area (NYC), but there are places I go on a regular basis that aren't refarmed. I set it on "WCDMA preferred" and voila, I have both 2 & 3G connectivity, with preference given to 3G.

On 4.2.2 was working fine, the phone just switch from LTE to 3g itself when you need to make phone call. But I had problem on 4.2.2 that if I connect to WiFi then it'll take awhile to get the LTE back. Normally an hour after out of WiFi range

Maybe thats the problem I was having? I just ended up with a 4.2.2 phone after my 4.4 got destroyed. LTE wouldnt work for me but I was in the house after switching off wifi...hmmm
Arcanexvi what's the best APN to use for 4.2.2? And do I have to have phone info installed or can I uninstall it? Since I changed all the settings to get hspa+ I forgot what the default settings were. =\ whoops and thanks for all your help so far

You can uninstall it if you want. It's extremely small though so no reason to do so unless you just don't want to see the icon. Uninstalling will NOT reset your settings.

If its LTE/gsm/umts do I still use gsm only under select network?
And if I leave phone info installed do I have to change anything on there for LTE to work? Phone info seems to change the network selection in the app on its own so I just stopped messing with it. Thanks and sorry to be a pain

4.2.2 rarely get LTE data. Choose network mode as LTE/gsm/UMTS . select network as automatic. Don't use the phone info. If you already use the phone info app in this thread then use it again to switch back to LTE/gsm.. Or the option that has evething.
Remember to add APN fast.t-mobile.com
But as I mentioned, 4.2.2 has some problem with the radio , so it rarely pick up LTE

Just to add another data point, I have a Droid Mini on stock 4.2.2. I'm connecting to t-mobile with the listed apn info, global and auto. I have LTE the vast majority of the time.

I woke up this morning to my phone saying I need to sign into the network HOME. The phone shows 3G/H but cant connect to Google's services, apps cant get to data and when I try to go anywhere in the browser it redirects me to a T-Mobile web page saying I dont have a working data plan and to sign up for a data plan. I'm in Atlanta, GA.

I had the exact same issue a few days ago with net10. Support was not helpful. Finally purchased a new tmobile sim, and did the transfer existing service to new sim via the website. Had data back within a few minutes.

I use Platinum Tel which also borrows its service from T-mobile and I havent had data working for 2 days. I turn it on but nothing happens. I've asked them about it and I checked two different phones. I dont know whatsup.
I checked the APN settings and they were ok.
My APN settings never changed and they were never those settings. Let me reiterate, I am on STRAIGHT TALK and not T-Mobile directly.
Then have had me trying a dozen ones and nothing.
I'm having the same issue, and so are people on Facebook and the ST forums. Support is useless, but I finally got escalated high enough to make them put in a detailed ticket about the issue.
It's not just you, it's a lot of people, so I'm hoping it'll be fixed soonish.
Still broken, this is two days out now :/ If anyone has this fixed for themselves somehow, please post.

They sent me an AT&T SIM.
So I remember T-Mobile rolled out WiFi calling. I downloaded Google hangouts dialer and tried the calling feature.
First I connected through WiFi and ran the app and made a call to a ATT cell phone. And it worked. So then I turned off WiFi and turned on mobile data. Made another call to same ATT cell phone and boom! N7 T-Mobile walking talking phone.
I'm stock rooted, google hangouts dialer. I don't know if this works on ATT or Verizon because I stunt have a Sim. My call went over 'H'. I have no LTE connection in my room.
Anyone else want to confirm. But sweet

I thought it wasn't supposed to, because Google locked it down. You couldn't do this before. I don't believe this worked until volte started to roll out. And with Google integrating this into hangouts

It started working when the dialer came out. Doesn't have anything to do with the rollout of volte on some carriers.

The dialer included with hangouts is just a way to connect to gvoice with voip, which has been possible for years with 3rd party clients such as Grooveip
All it does is simplify the process of setting up, the concept is the same.
Literally any device that can connect to the internet can do hangout calls in the same manner, as there's no carriers involved at all. As far as they're concerned it's merely data.
What they did do was disable the method some clients, such as grooveip, used to connect to gvoice.
But there are multiple methods, existing solutions such as obitalk can still connect to gvoice via voip.
