You mean unlocking bootloader code?If so, this is still not known.

yes, fastboot is not available con commercial phones.

How do I restore stock system so that I can accept an OTA?
Copy the system.emmc.win from your TWRP backup folder to the folder containing fastboot on your PC (or any folder, if fastboot is in your PATH). Make sure your Android SDK platform-tools are up to date!!
Reboot the device into Download mode (adb reboot download) and connect to PC.
Fastboot flash the backup file* (fastboot flash system system.emmc.win).
Fastboot flash stock recovery (fastboot flash recovery recovery_signed.img)
Reboot to system, install OTA.

The S-OFF is permament right? If i'm making any updates to the ROM it won't change it to S-ON?

Hey guys i need some advice/help.
I returned my phone because of some screen issues and when it came back i noticed something strange, before returning my phone i already had unlocked my bootloader so i wanted to check if this still was the case. So i booted in to the bootloader screen and noticed the the device status had changed to an engineering device (see picture).
So now the questions what can i do with a engineering device or what does it mean, is my bootloader still unlocked or do i need to unlock it again or will unlocking it again remove the engineering status.

I wouldn't do that. This might change the status from Engineering to Unlocked and he might never be able to change it back to Engineering again.
I think this is a status that is reserved for servicing the phone and allows engineers to do all sorts of things to the phone, even more than what can be done when Unlocked.
I hope some dev can shed some light on this.

No need to unlock it again.. Just flashed a custom recovery with success..

What's the problem? Op said he was able to flash recovery.
Guessing when they were working on it they forgot to relock it for customer status. Someone might pay you good money for that device.

The bootloader does get updated. But you can unlock any bootloader, and updating it doesn't lock it again. Take a look at my guide:

Nope, nothing like that to worry about. The locked/unlocked status won't stop it from booting.

There is, theorically. Sziraqui was talking about it in his unofficial bootloader unlocking method.
And Xniperf, there is a theory that ASUS tracks if device was unlocked by serial number, so, unless you haven't used an app from ASUS, relocking your bootloader won't help you to recover your warranty.

tried his work but stucked at boot logo. also tried flashing it with stock recovery but gives a bootloop. Thanks anyway.

Uh, yes, and I found out by the worst way possible. Since everyone was saying that re-locking the bootloader was impossible, I had the great idea to go to fastboot and type in "fastboot oem lock".
What happened you ask? The bootloader was locked... I had some trouble unlocking it again.

Yes the right way is flashing stock ROM from adb and with this type that command "fastboot oem lock"
What would be the reason that I cannot unlock the bootloader? Motorola website says it cannot be obtained
The amazon version (the one with ads) has a non-unlockable bootloader.

Then I'm not sure, maybe it was previously unlocked? I'm just guessing here, could just as well be an error on Motorola's side.

Maybe when I hook to PC, I will run a command to check if it's already unlocked. Isn't it fastboot get oem data?
