Can someone explain on a technical level the process a modern smartphone goes through to establish the APN for a particular SIM? Does the SIM contain any information about the APN itself? I would prefer not to prejudice the explanation beyond those questions.

AFAIK, vendors include a database of service providers and their associated APNs in the firmware. Once service provider is identified based on SIM (IMSI) and country/network code (MCC/MNC), connection parameters are configured based on the contents of the database.

I have a question regarding how the network provider is displayed.
I have seen several Hermes with different ROMs at work. On some, the long (or full) name of the network carrier is displayed while on others it is abbreviated although the same SIM card is used. Is there a registry entry or something that can tweak this?

Is it possible to get all the cellid of a place for the all the network available.
Example when I try to do a network search from my mobile, it shows me all the Service provider available.
Question: Will it be possible to get all the cellid of provides at any point ?
I am looking at changing profile etc based on cell id (not of my provider but other when my cellid is not available ).
Also Note: Phone is not in roaming so I cannot register to any other provider.
Any ideas !!

just a quick question really to see if anyone on here can help. I have a STD O2 data only SIM does it make any difference to speed and/or connectivity if we use different username and passwords?
I'm told to use mobile web and password but web/web seems to give me far better connection.
Is this just me!?

Theoretically it shouldn't but...
An APN is the software "front-end" of an hardware physical equipment called a GGSN. The GGSN is the Gateway (that's what the first "G" stands for) between you (your carrier network) and the other networks (Internet to be simple). One GGSN contains a few APN but an APN is located on one and only one GGSN...
The GGSN acts like a kind of firewall (filter users or special traffics or the access to some websites) and sometimes shapes your web page to adapt it to your screen.
So for all these reasons, when you change your APN your web experience can drastically change (speed and aspect of internet pages eg.) On the other hand I'm not aware of different behaviour of the same APN with different credentials (username/password) but it's totally possible. To be really confirmed with different speedtest.net...
I use bypass instead of mobileweb and images are clearer in Opera, nearly Wifi clear.
So that answers the question : the same APN reacts differently with different accounts (and compress differently the pictures)...

Here in France, operators are not working it the same way as far as I know (I don't even put password in my APN config...)
I have an HD2 (australian -Telstra NextG) 1.72.841.0 WWE Rom.
Works fine with the Telstra Sim and Data access is fine.
I'm setting up with an alternate sim - "Roaming Sim" (Sim with UK based number and data) so I can ease the roaming costs when I travel outside Australia.
New Sim works fine on voice calls, but there is a block when I try to access data.

Settings -> All Settings -> Connections -> Connections -> Advanced -> Select Networks -> Edit (if you already have the details) or New (if you don't) for the data connection for the SIM. Make sure that all the settings are correct for the new SIM (you can easily find them with a search of the internet).

The sim is marketed under the name "Roaming Sim" - for international travel - I believe it is an Irish based company, but the number is +44 prefix so a UK based number.
Their help desk was not very helpful "there is money in your account so things should work properly" and "no-one here has a HTC HD2, so we don't know what to suggest".

Thanks for the trail of where to change the settings - I've set the sim up as per their meager info and I've checked their web site for any info on the problem I'm having - nothing specific to assist there.
On a web search I found mention of a similar error message related to PCs and it was pointing to Proxy setting issues, but there are no Proxy Setting in Cellular Line (GPRS) setup (in setting up the APN for this sim).
I've also done a google of the exact error message in quotes and come up with no listings, hence me coming to the gurus at xda.

No I've checked that with supplier and Data is enabled with the sim.
I've contacted the Australian supplier of the sim and I'm waiting on their tech guru to phone me to try and work through the problem. I'll post if/when I get some resolution.
But don't let that stop you guys from having a go - so far the sim supplier's technical assistance has been very pleasant, but less than actually helpful at resolving the problem.

ok made sure you got the correct internet settings in the phone?
Thanks for the assistance - I have discovered the problem - it was me (obviously).
When I set up the New Network Settings I did not select Proxy settings and therefore did not check "This network connects to the internet".
If you do this (as above) then save - you can't come back to fix the error because you are not offered the Proxy Settings tab if the box wasn't checked on setup.
I've now set up a New network setting, (with Proxy- This network - checked) and I can now access data and URLs.

I know I'm breaking the cardinal rule of posting in the wrong forum but many of you have been such a great help with my Note 3 and are knowledgeable on Samsung products in general, I thought I would cross post. With the Note 3, you can access the "Regional Carrier" settings using the following code:
*#272*[IMEI]# (that is *#272*(your IMEI number)#)
When this menu is accessed, it shows all the carriers (using 3 letter code) which the phone can be set to. Assuming your device is unlocked and the inserted SIM is from the carrier you're switching to, upon reboot, the phone is provisioned for that specific carrier (APN settings, carrier specific apps, network settings etc...).
This is a great feature but I'm wondering how you access this menu on the Samsung Galaxy S4 device. The model I'm using is the M919V model from WIND Mobile (Canadian variant).
Any help would be appreciated. Thank you!

Unlike the Note 3, the CSC (Consumer Software Customization) otherwise known as the Regional Carrier menu is a hidden menu within the Samsung Device model lineup. This menu will show a listing of scripts in the phone, depicted by a 3 letter code and specific to the carriers which can be preloaded on your device. If your device is unlocked and you wish to use it with one of the specified carriers, you can insert your carrier specific SIM, access this menu and "INSTALL" the specific configured script for that carrier. The question is always asked... "What is the benefit?".
Answer: With smartphones, they are mini computers and not just your typical "telephone". As such, you have multiple settings which vary among carriers. As such, by configuring your device to be carrier specific, it will modify specific settings which are proprietary to that specific carrier. As an example, it will modify the APN details, update your network settings to reflect access to specific modems such as 3G, 4G, HSPA+ and LTE and will also brand the device with specific apps which have been preloaded and configured for that specific carrier such as a "My Account" app. These are just some of the things to name a few which implementation of the proper CSC settings will provide.
Samsung realized that tech savvy people have figured out how to access these menus and this has resulted in fixes implemented in OTA updates to hinder people from being able to do this. As such, you cannot use the typical dialpad entry to gain access to the menu but do have the ability through ROOTING your device. Unfortunately, a ROOT will most likely "void" your warranty so it's at the discretion of the "end user" whether or not the warranty is important.
