[PROBLEM] Roaming Indicator Improperly and Permanently Activated - Windows Mobile

Greetings. I humbly submit the following problem to the high-IQ section of the forums.
A number of users are experiencing an issue where their roaming indicator is "stuck" always on despite being connected to their home carrier. The majority of these users are Bell and Telus users on the HSPA network which was unveiled in November 2009.
I searched around to a fairly high extent for the last month and I have found many people with the same problem, yet I can't find any resolution to this issue.
I'm personally experiencing this issue with my unlocked AT&T Fuze. Others are having the same issue with their unlocked Tilt 2s and Fuzes. Even odder, expanding beyond just Windows mobile, some android users are having the same issue. But ignoring the android users for the time being....
What conditions need to be met for a windows mobile phone to think that it is roaming?
I'm not even sure where the issue lays. Is it with the hardware/firmware? SIM card? Windows Mobile? Is it the rilphone.dll? The radio? some obscure registry entry? Maybe it's on the Bell network side? Some unholy combination of above factors?
When I put a Rogers SIM card into my Fuze it didn't show up as roaming, yet when I put a Bell SIM in, it showed up as roaming.
Bell has one official windows mobile phone in their HSPA lineup, the Samsung Omnia 2. When you take the same Bell SIM card out of the always roaming Fuze, and put it into the Omnia 2, it correctly shows NO roaming icon.
So what could the Omnia 2 have that fixes this roaming issue?
Any ideas where to start with this one?

Also, of course no one is actually being charged for their false roaming, the network sees the phone as it should and bills accordingly. Only the phone believes it is roaming. But many programs act differently when they detect that the phone is roaming, it's quite annoying.

Let me try to clarify the problem a bit.
These phones are being tested in Canada, well within the boundary of the Bell Mobility network.
Fuze
Situation 1 BAD
unlocked AT&T Fuze with Bell SIM card connected to the Bell Mobility network = Roaming.
Situation 2 GOOD
same unlocked AT&T Fuze with Rogers SIM card connected to the Rogers network = NOT Roaming.
Omnia II
Situation 3 GOOD
Bell branded Omnia II (Also Windows Mobile) with Bell SIM card connected to the Bell Mobility network = NOT Roaming.
Tilt 2
Situation 4 BAD
unlocked AT&T Tilt 2 with Bell SIM card connected to the Bell Mobility network = Roaming.
Situation 5 GOOD
same unlocked AT&T Tilt 2 with Rogers SIM card connected to the Rogers network = NOT Roaming.
Situations 1 and 4 can also be repeated with a Telus SIM card connected to the Telus network.

Could it be related to the fact that Bell and Telus share a Network?
My Bell MCCMNC is 302-610, while when I scan for networks it shows that I connect to the shared network 302-880. If it is the case, how does the OMNIA II overcome this?

If you do a registry search and look for "MCCMNC" you should find the first one that is empty. I was looking this when my ATT card was inserted and it said 310410. There was an entry below that said the same.
When I put my telus card in the MCCMNC field is blank, but the one below still said the 310410.

When I check the registry with my Bell SIM, the same entry is also blank:
HKEY_CURRENT_USER\ControlPanel\PhoneExtendFunction :MCCMNC
I tried to change value to 302880, but value was reset to 0 after soft-reset! of course roaming icon is still showing...
Any way to prevent the key from reverting?

Some people have claimed that flashing to certain stock ROMs will make the roaming indicator disappear - I tested this and found that while the Roaming icon does disappear, the phone still thinks it is roaming, so only the roaming icon is suppressed.
Any one have a suggestion of where to begin to tackle this one?

Well, I can't claim to know that much about roaming.
This is just a hunch, I have no evidence or tech reference to quote this from. I would personally suspect one of: (tower, phone radio, IMEI) / SIM combination.
I can think if "hunch" reasons for either of the above but I will not elaborate on them, as my technical knowledge of the exact workings are not enough to be useful. I know some Dutch users from a provider that was taken up by another provider are permanently roaming according to the device.
However, I am wondering about your statement "I tested this and found that while the Roaming icon does disappear, the phone still thinks it is roaming". How does this "still thinks it is roaming" show up? Do apps still think you are roaming?
If it is just the apps, it is probably possible to make this behaviour disappearing by patching the WM RIL layer. That's not an easy task, though.

What I mean by the statement is that in the notification bar at the top of the screen, there is no roaming icon, however, when I try to use an application, e.g. update the weather, the program will pop-up a warning that I am currently roaming.
Do you have any more information on patching the RIL?

In that case it could probably be solved by patching the RIL. This is off the top of my head though.
As for how to do so, write a proxy RIL that calls the actual RIL, hijack the callbacks, remove the roaming flag. Something like that

I have two Fuzes and I was testing something on the second one when something strange happened. Let me try and explain.
I did a "full backup" using SPB Backup on Fuze A. Took out SIM card and put it into Fuze B and restored backup using "ROM upgrade" mode.
To my surprise, after I rebooted the Fuze B, there was no data roaming icon in the notification bar. We've seen this happen before on some stock ROMs but on those stock ROMs the phone would still think it is roaming if you try to update the weather or use other programs.
So I tried to update the weather, and it did not warn me that I was roaming! I then updated twitter and again no roaming warning! The phone was actually not in a roaming state!
This is when I noticed there were some severe problems with windows:
First, I cannot access the dialer. No way to make a phone call out.
Second, when I receive a call, the phone rings, but there is no way to answer as nothing shows up on screen and the hardware answer button does not work.
Third, in phone options, there is no network selected. Also, no operator string on the sense main screen. Usually displays "3G Bell". Further, the signal meter in the top bar usually shows the bars with an "H" when the data connection is active. Now it only shows a "!" instead. Despite this, the data connection works fine and the phone is not in a roaming state.
I'm not sure what SPB is wrecking when I do the restore, but it's interesting to have a working data connection and not be roaming.

If only it were so simple
no one has found a solution for almost 2 years now. Most people have also moved onto new phones, so I don't think there will ever be a solution.

Roaming Symbol Problem

I just recently bought a Rogers HTC Magic, rooted the phone, and unlocked it. Everything seems to work completely fine. At the moment however, I seem to be having an issue with a Bell Mobility sim card. Bell's HSPA sim works fine, and I seem to be able to use voice and data ok, but the problem lies in that their seems to be a roaming symbol ("R") on my reception bar. Im using the phone in my local calling area which is somewhat misleading to me.
Im using MyHero 2.0.5 ROM at the moment. Does anyone know why this is happening? Thanks in advance!

I'm doing the same thing. I'm running cyanogens roms and I get the same thing. Best I can tell is that this is normal on the magic. Just be careful if you live near the border like I do.

Ya I also have this phone running on Bell, wish I could get rid of the roaming. It also asks if I want to connect once in a while too.
Shouldn't the romaing be dictated by the sim? I have a bell sim, on the bell network, why do I get the roaming icon? is there a way to change the phone so it doesn't think it's a rogers and not roaming or something?
Are you sure you have the Bell APN Settings and not the Rogers Settings in the phone?
Settings -> Wireless Control -> Mobile Network Settings -> Access Point Names
If it says Rogers you're Roaming on the Rogers Network.
I put in the bell APN. I don't think we can even roam on rogers network, wouldn't work. Either way, it's the Bell APN.
I don't have a clue as to the differences between Bell and Rogers sims... but I can tell you that my HTC Magic, on Rogers, with a Rogers sim (duh), running Amon_RA's most excellent RAv1.6.2H only shows roaming when actually roaming.
I was in the US yesterday and watched it flip from a Rogers tower to ATT. I was watching to make sure it was not using any data when roaming on a US network. The symbol, lockscreen info and the carrier listed in the status pulldown all were updated correctly.
It might have something to do with the ROM you are running. However I bet that given the phone came from Rogers, it has some carrier info buried somewhere that it is comparing to the carrier you are on (Bell) and triggering the roaming status.
If you disable data when roaming in the settings menu, what does it do? If it disables data, then the phone thinks it is roaming, which would support my carrier data mixup theory.
I will try a different rom on the phone. Unless someone knows for sure what I can do to fix this.
If you disable roaming there is no data, because once in a while it prompts to connect, if you say no, you get nothing. Sometimes my wife must accidentally hit no (its her phone, she probably says no cause shes not sure what it does). I just want to make it so she does not get the prompt ever (settings are all set).
I have a rogers HTC Magic (unlocked) I'm using a fido sim, it thinks its roaming as-well but I have only fido apn settings. It only roams with certain roms and radio's. I can use alot of roms eg. cyanogen,Hero HOFO 308,GYD 2.1.1 without roaming but when I update radio and flash cursorsense roms it thinks it is roaming. I have to enable data roaming in order to get a 3G signal. as a fido user I dial *#123# to see if I'm in my local zone zone. A fido tech rep told me that most unlocked phones indicate roaming because of the phones hardware programing. The hard programing of the phones checks the sim and sees that it is using a diff sim card and starts indicating roaming when in fact you are not. A rogers salesman also told me the same thing. He said as long as your carrier is displayed on your phone homescreen then you are good.
I have the AT&T Tilt, not running the AT&T ROM. I've tested a few different SIM cards on my phone and here's what I've found:
Rogers: Roaming works correctly. In Canada, no roaming indicator, in the USA, roaming is indicated correctly.
Telus & Bell (HSPA): Roaming indicator always on.
I've heard that this may be due to the SIM card listing more than one Mobile Network Code: 302361, 302653, 302657 (original Telus CDMA networks, not compatible with the phone or any kind of SIM-based network so it's uncertain why it would be on the SIM card), PLUS the HSPA network code 302880. It's possible that the phone is not reading that far into the list on the SIM and therefore does not know that 302880 is a home network.
Tilt 2 Roaming Triangle and telus
I'm on Telus and have a Tilt2. The original ROM that came with the unit didn't show the roaming triangle. I have attached some screen captures of the ROM. I've attached a copy of the registry (Remove the .cab it was the only way I could get it to upload).
I'm now running Jackos rom and it does show the roaming triangle.
Hopefully somebody can find where the settings are located and hopefully it's contained in the registry.
Have the same problem on the Stocks ROGERS 1.5 Rom. Sales associate said you should not get roaming charges since you aren't actually roaming and if you do, just contact your phone provider.

If you aren't outside of Canada and you get the roaming symbol; they can not charge you roaming fees.

The phone companies in Canada must be less uptight about unlocked/rooted phones
If you asked those questions to a t-mobile or at&t rep, they would straight up refuse to talk to you
American cell phone companies are still stuck in the "Ma Bell" mentality, where everything that touches their network must be under their control
anyone figure out a fix? I'm having these roaming issues as well on the bell network with unlocked at&t phone.

I searched around to a fairly moderate extent and I have found many people with the same problem, yet I can't find any resolution to this issue.

Someone told me they put a Rogers SIM into their Fuze and it didn't show up as roaming, yet when they put a Bell SIM in, it's back to roaming. So what's the difference between Bell and Rogers?

[Q] Limited Service, Emergency Calls Only - No Signal

Hello all!
I've made some searches, but I could not find a resolution to my problem (and very few people seem to have this problem!).
Sometimes, in Android only, my phone will drop signal to zero. This most often happens when coming out of sleep, but it happens sometimes when I'm just holding it, too.
I'm thinking that it most often happens when it switches from HSDPA to EDGE or from EDGE to HSDPA or when it gets a particularly strong cell signal (rarely, though; I'm on T-Mobile USA).
I've read about PPP drops, but I don't think this is the same--in my case, the signal just goes to nothing. It's like I'm in a basement. No voice calls, no SMSes.
Once, I was able to get to the choose-a-network-screen; there, I chose T-Mobile, and it told me that the SIM was not the correct one for the network. Other times, I've gotten to that screen and T-Mobile could be chosen. Another time, it'll give me an "error when searching for networks."
Does anyone have any suggestions for this?

Have you tried using secret setting to get onto phone options and change cdma preferred to gsm auto prl. I used to have this problem too. Dial *#*# 4636#*#* to get to those settings or download free app "secret phone setting" from market. Hope this helps.

Edit: My apologies; other solutions that have mentioned GSM seem to think that it keeps it at 2G. Looks like this might work, even for 3G! I'll keep y'all updated. Thanks again!

Did anyone here able to resolve the problem? I have exactly the same problem. I am on T-Mobile US (HTC sensation 4G), my phone has stopped picking up any signal. It always shows "limited service/no signal". T-Mobile customer center is saying that there is no issue of signal strength in my area. In the phone, under wireless and netwoks setting, I am unable to check "mobile network" option too. I did factory reset too but thats also not working. I have also contacted T-Mobile and tried using the settings they provided for APNs but that did not work too?
I tried searching at various places but no one seems to have faced this issue. Any help on this issue would be appreciated.

Limited Service, Emergency Calls Only - No Signal
Our HTC HD2 is showing Limited Service, Emergency calls only.
We are running Android From NAND by aMAGLDR V1. 11 build DEC 31 2010 Cotulla 2010. The Limited Service, Emergency calls only began today
at 9am and the issue hasn't been resolved.
Is there any step by step suggestions?
Changed secret settings WCDMA to
GSM auto (PRL) with no resolution.
Would a hard reboot resolve this issue? How is a step by step hard reboot performed on the HTC HD2?

First step tho I'm sure you tried this already would be to reseat the sim card, followed by testing the sim in another phone, then another sim in the hd2.

This solution was tried and hasn't resolved the issue.
UPDATED: aMAGLDR V1. 13 build FEB 1, 2011 Cotulla 2011. (Hasn't resolved issue)
i you can put another t-mob sim in phone,or if unlocked,any sim in and look in android settings,phone info,that the phone number is changing when sim changed,have had problem with 3uk sims and some other sims that the phone does not appear to notice that the sim/ number has changed ,some services will work,others wont..
ang get same prob hunting for providers failing.
perhaps android has a bug.
could be faulty antenna connector on phone.
could be worn/damaged sim or sim holder in phone.
could be t-mobs problem their end.

The HTC HD2 is new so have no idea if the issue is
any of the above you listed. T-Mobile has the best service plans
but the worst customer service.
We require a true unlimited plan because 90% of our calls are
to landlines.

7 NOV 2011 UPDATE ON LIMITED SERVICE, EMERGENCY CALLS ONLY!
Visited a T-MOBILE store and the SIM card was 2G and they upgraded
the SIM card. It resolved the issue.
We thank everyone who contributed to this issue.
T-MOBILE representative stated the HTC HD2 could never achieve
4G. Attempted to upgrade us to a Galaxy 4GS II. We will never
pay retail for a phone.

Network Mode
I had this issue as well on my HTC Sensation. What worked for me was to set Network Mode to "GSM Only" (Settings/Wireless & Networks/Mobile Networks/Network Mode).
It was weird, when I had 4 bars I could make/receive calls, but when reception was 2-3 bars it wouldn't. It has been less than 24 hrs so not completely sure the problem has gone away but worth a shot.

I had the same problem after upgrading my Moto Milestone 2 to 2.3.6 Vivo ROM. When I went to class at university I had "Emergency calls only" - not "limited service" or "no service". So I had receiption... Also I could select any other provider but not my own (T-Mobile Hungary). The same thing happened when I was at home, in the house. The strange thing was that I didn't have any problem at any other place. Also, when I locked my screen and didn't use the phone, I had bars and could receive calls&sms, but after waking up the phone, the bars went down to 0 and got the "Emergency calls only" message.
I Googled a bit and found an answer which was worth a try before asking for a new SIM card from my provider ('cause that was the only solution I found in every other forum).
So the things to do are:
dial *#*#4636#*#*
go to Phone information
Scroll down to "Set preferred network type"
Select "GSM auto (PRL)"
My default was "GSM only" and after setting to auto I had full bars.
One thing to note: I don't use 2G or 3G or 4G or any other G. I just use WiFi for browsing and other than that, GSM to receive calls and send SMS. If you need 3G I think you need to change to some other settings. But you should give it a try.

Emergency calls only; When Android pie sleeps
I notice several times since I loaded Android Pie on my Oneplus One that the system, to save battery, is shutting down apps, even system apps. One of these is the phone service causing my phone to read Emergency calls only. After picking it up, about 30 sec, it registers 3 bars as normal. I am concerned that I am missing calls and text messages because after it turns on I get text messages. So, what is going on here? Any Ideas?

Has anyone tried roaming with the DVP internationally yet? I'm currently in the Mexico City area and after arriving was surprised to find that I am completely unable to connect to any network (for voice specifically, I'm not attempting to data roam). Where I usually see the signal strength bars I instead see a "no" symbol and when I go to settings->cellular the active network simply says "no network found". The interesting thing about this is that when I attempt to locate a network from the network selection dropdown box I do see a few listed (Mx Telcel GSM, movistar) but when I select them the active network still says "no network found".
I considered that maybe this was a T-Mobile issue so I put my SIM into a Galaxy S and sure enough, it works. This has me worried that maybe this is another undocumented DVP issue, and I don't really see anything else in the settings that I can try. I know the DVP hasn't been around very long and I might be one of the first to take this out of the US but if anyone gets a chance to confirm or deny these findings that would help.

It sounds like you are trying to use a non-Tmobile SIM card. The Venue Pro is locked to T-Mobile USA. See discussion at this thread:

No, it's definitely a T-Mobile SIM. And as I said, it has no problem connecting to a network when used in another phone.

[Q] Nexus 4 data radio problem?

I'm a smartphone noob [though slightly above-average with technology in general] - the Nexus 4 is my first smartphone, and I've been lurking here for a week looking for all possible solutions for my problem and none have worked, so please bear with the longish post:
Nexus 4 16GB, bought from the US Play store - using it since Monday, Dec 10. I'm using it with a Straight Talk AT&T SIM, and I have *no cellular data* whatsoever. I have been using the phone for a week now, and I haven't been able to use the internet except on wifi. No 3G/EDGE/HSPA+ logos next to the signal bars - in fact the signal bars always grey when wifi is off. I have only seen the signal bars turn blue when the wifi is on, never on a cellular network.
APN settings have been verified, and tens (yes, TENS) of Straight Talk reps have said my account seems to be provisioned correctly and good to go. I have tried all the alternative APN settings suggested for Straight Talk on various forums, including the two-APN configuration for MMS and data, deleting the data proxy from the APN settings, reverting to the default APN settings on the SIM and even using the Straight Talk T-Mobile APN [though I know for sure mine is an AT&T SIM because T-Mo doesn't cover my workplace, where I have good signal strength].
My old device was an AT&T locked dumbphone, so I couldn't change the APN settings on it to use the data on StraightTalk, but when I put my Straight Talk SIM in, it shows the 3G logo next to the signal bars suggesting that my StraightTalk account is probably provisioned correctly for data.
Hard reset, repeated reboots and repeated toggling of data and airplane modes have all been tried, and nothing has changed the situation. I have perfect voice and text messaging connectivity and zero data.
As a smartphone noob - is there a separate radio in the phone for data connections, and is it possible that this radio alone is a lemon on my phone? I *do not* have access to another micro-SIM, unfortunately - CDMA is popular in my town and the only two of my friends who have phones with removable SIMs probably won't appreciate having their regular SIMs cut down to micro for me to test. Without being able to test it, I don't know if I should just RMA it either.
***UPDATE*** : FIXED
I got a T-Mobile SIM to test the phone, and data worked perfectly well on that, so I concluded it probably wasn't the phone. T-Mobile wasn't an option for me though, because they have crappy reception in most of my town.
Happened to travel to Boston, tried my StraightTalk SIM in a friend's phone there - data worked fine then. So now I didn't know if it was the phone or the SIM.
After three weeks of grief and fighting, I got StraightTalk to send me a replacement SIM, which fixed the issue immediately - I had full HSPA data connectivity within five minutes of dialing their number to have my SIM activated.

Have you enabled the 3G/mobile data switch built into android? Settings > Wireless & data > More > Mobile Networks > data Enabled Tick that if its unchecked, Im still waiting for mine but my HTC explorer running a vanila flavour of ICS has a similar settings menu, its somewhere along those lines bud, post back with results. As i said might be in a different location due to the differing OS versions

so try calling this number *#*#4636#*#* and going through each of those settings (apart from LTE of course) see if any of them give you a Data connection. constantly checking the data switch on the phone at all times though making sure its enabled If this offers no luck im out of ideas for you mate

So what are your APN setting? Can't really trust CSRs since they aren't using a Nexus 4 to test themselves.

I've attached screenshots with the current settings, which are the ones the CSRs recommended.
I have also tried
deleting the proxy+port
changing both proxies to addressort format
changing the APN type to "default,supl,mms".
editing the SIM's default APN values to these, instead of creating a new APN.
and various combinations of these. None of these have helped. (I reboot and wait 30-45 minutes after every change in these settings).
EDIT: addressort is address(colon)port. Forgot to disable smilies.
Try changing your MMS Proxy to 66.209.11.33 see if that helps. Its the only difference I can see.

Thank you, I've tried that too. Since my other phone (without the correct APN) still shows the 3G logo next to the signal bars and the Nexus 4 doesn't show any data speed indications, is it safe to assume the issue is with the device and not the network?

I think I have the same problem as the OP. In my case, the HSPA radio connects about 50% of the time after a reboot. In my case, I'm convinced that the loss of signal is attributed to failure to communicate with the SIM card.
For the OP: Are your signal bars grey? or is it just an outline of a triangle on its side? If it's just an outline, the phone sees the SIM card, but cant retrieve the necessary data. To confirm, install a SIM info app from the Play store and see if the app see all details of the sim card.
I have already replaced the sim card, assuming I had a defective SIM, but the new card has not resolved the issue.
At this point, I think I need to RMA my phone.

It looks like the SIM details are being seen - I have voice and texting capabilities, and my signal bars are present but grey. Sorry to hear about your phone - my data connection is out 100% of the time though.
I've ordered a T-Mobile SIM to check this out - this way I should be able to figure out whether it's the network or the SIM.
Update: I've tried a T-Mo SIM and it works perfectly. So it's not the device.
However T-Mo isn't actually a viable option for me because they have very limited coverage where I live. Straight Talk keep telling me their provisioning is okay - any way to check on this? What other issues could I possible have that might be causing this?

Are you sure you have AT&T 3G coverage near you? I looked on AT&T's map for my work place and it shows 3G coverage but the entire county only gets 2G EDGE. And EDGE is horribly slow, I can't download anything. Went to Wal-Mart there and went to the wireless store and they confirmed that there is no 3G coverage in the area except for Verizon (which I had before this phone). I have an app called Network Signal Info, it will tell you what type of data network you are connecting too even when on wifi. It tells me EDGE2 at work HSPA at home.

Edit: just wanted to add that I read somewhere in a thread here that the colors blue and gray only signify if you are connected to google services or not. Blue you're connected, gray you're not.

Dead sure - as I said in my original post, I put my SIM back in my old (locked) dumbphone and it shows the 3G logo - though I can't use data on that phone because I'm locked out of the APN settings. And colleagues at work with have HSPA+ on AT&T. I can't try their SIMs though, because they don't use micro-SIM.
As for signal bar colours - even if there is no Google connectivity, it should at least show me a 3G or H/H+ next to the signal bars, which doesn't happen - and I cannot access anything on the internet anyway. I tried actually accessing the internet via the browser and various apps, I'm not deciding my connectivity based on the bar colours.
ALSO: When I use *#*#4636#*#* to turn the radio off and then on again, "GPRS service" goes to "connecting" but eventually stops at "disconnected". And the "network type" in that menu says "HSPA", so it looks like the network is kicking me off though I can't for the life of me say why that's happening.

I'm constantly get this issue where the signal bar becomes just an outline every minute or so and I lose connection. When this is happening sms becomes erratic (I receive texts multiple times sometimes 20-30 minutes after it was first sent, texts are received in the wrong order, cannot send texts until i restart phone).
Possibly hardware issue?
I had the same problem... could connect to the wireless network only if wireless data was disabled or WIFI was on.
Ordered a replacement which came today, and all is good Seems to be a hardware issue.

I to am having the same problem connecting to data networks. I have had the nexus 4 for about 2 weeks and its been an amazing phone until this morning when I had no data connection in town and around town. My iPhone 4 has 3G connection in the same area, with the same sim card. Ive already looked around the net and found the post to reset the radio but nothing happened. After not having radio or data for about 2 hours my phone finally fixed its self. I have no clue why I lost data connection or how it fixed its self. I will stay posted to see what happens but maybe there is some bad hardware in the device that is just now starting to surface.???

My phone is able to make calls/text and etc with data off but when data is turned back on it screws around, doesnt connect to the internet, grey outline on service and etc. I'm thinking this is an hardware issue but how would I go and exchange this. One more thing, I bought this brand new from someone, does that matter?

If you want to RMA your phone, you can transfer the ownership by calling Google Play support. You will need the device IMEI and the email address of the original purchaser. Just tell them the phone was gifted to you. After the ownership is transferred, you can begin the RMA process.

Nexus 6P: Calling Issues — Cannot Make Calls, but Data/Texting Works (Verizon)

I recently upgraded my Huawei Nexus 6P to 6.0.1 (dirty-flash, sideloaded).
I had trouble getting LTE to work at first (turning on/off Airplane Mode makes LTE work). I kept trying to change Field Test settings to make LTE work.
However, when I factory reset it the phone won't make or receive phone calls.
It sticks on "dialing..." and it just won't work. However, data and messaging work just fine.
I forgot to back up my EFS partition so it's partially my fault.
My IMEI number and MEID show correctly, however on the My Verizon website it shows a different MEID that's nothing close to the original one. The last 2 digits were different. Neither the MEID or IMEI were changed during the upgrade process, so it should have worked fine.
I recently called Verizon Tech Support about this and they said they'd change the MEID within 72 hours to 4 days. (I called Friday evening)
They kept having issues with the server rejecting the MEID and I checked, it's not blacklisted. They told me about a "wrong form" being filled out and ran some tests and nothing worked.
The phone MEID and Field Test menus showed properly though, just calling any other number (even Verizon's activation number) won't work.
I kept factory resetting, even downgraded to 6.0 (clean flash with recovery/radios, unrooting and all that), and LTE worked better, but STILL no phone calls!
Whenever I try to activate it on the website, it keeps telling me to contact their number. I'm not sure if I'll need a new SIM card because I've tried another SIM card and will also not make calls.
I'm not sure if calling has to do with the MEID or IMEI or anything else.
Do you have any tips/suggestions to fix this annoying issue?

I've seen the issue going from Wireless to LTE and vice versa but I have no issue making or receiving calls. Texting and MMS work ok also. I went from 6.0 to 6.1 by doing a factory image flash. Now I'm Chroma and I'm curious if I would have this same issue on Stock so I will probably flash factory or a slim rom stock tonight. I'm on Verizon and had a nexus 6, I popped the sim in my 6p and it activated with no issue.

Same here, except I popped out the SIM from my iPhone 5S.
Ironically, when I put the same SIM back into the 5S, calling and voicemail, in addition to data worked, even though the device was recently deactivated from Verizon.
I'd say the issue probably comes up from a corrupted IMEI/MEID or other identifier. (Not completely sure about this though — the IMEI/MEID was the same between popping in the SIM for the first time and after resetting...)
Verizon detected my device as a Huawei 1511 phone and thinks it's an old Samsung feature phone when I run it through support/help pages.
I have the exact same problem with my phone and I don't know what to do.
update: I just flashed the efs backup file and it worked again.
I forgot to back up my EFS partition and I had 2 chances to do so...
My IMEI, MEID and SIM ID show perfectly in the About section, even when factory reset and bootloader locked, but calls still don't work, very odd.
I used Wugfresh and just about every IMEI recovery tool I could find (EFS Professional) but it keeps giving me errors such as "Access Denied..." with BusyBox installed.
Still no email or response from Verizon techs tonight, expecting one tomorrow.
If not, I'll have to RMA.
More specifically, I cannot find an EFS folder or a nv_data.bin file in any file explorer — Root Explorer, Solid Explorer, TWRP, etc.

It wasn't flashing or anything that ruined my phone... I recently called Verizon one night on my phone about LTE issues on 6.0.1 and after that, the calls just stopped.
In fact, the problem IS on their end.
They gave me a new SIM card and it didn't work. They realized the phone was new on the network and that would cause incompatibility issues.
Now I have to ship my phone to their IT department which takes about 2 weeks.
If that is your case:
Verizon guide to getting your calling back:
First, I'd try flashing an old EFS backup when your phone was working. If that doesn't work, call their support number (1-800-922-0204) and select the tech support option or say it if it asks.
Give them your SIM card number to try activating the phone. If that doesn't work, you can still send in your phone — just ask them and a phone kit will ship.
Sending it in to the IT department will take around 1-2 weeks, so you should definitely have a backup phone or communication device on hand (you can also just use Google Voice from a PC which is a great temporary solution).
I'll say, BIG props to Verizon for giving us very good support.

Once the SIM is active, cut it down to a nanoSIM and put it into the Nexus 6P.
It just works. All this about sending your new phone to them for two weeks is crazy.
I pulled the SIM from my LG G3 and cut it. Up and running in minutes.

Unfortunately, my other phone does not have a microSIM. NanoSIMs usually work with LTE connections.
Trimming a microSIM is dangerous and could actually damage your SIM card tray and your phone.
Thank you for the advice, but I should warn you taking that risk may actually damage or cause issues with the SIM card itself such as not being able to read its SIM card number.

After 5 days, 3 factory resets, and many flashes of the older radio, it has been SOLVED!!!!!
First, try disabling, reinstalling the factory version of Google Connectivity Services, then updating it in the Google Play Store.
Next, dial *#*#4636#*#* on your phone application to get to field test mode. This function will work no matter whether the phone is working or not — it's just an information screen.
Click the 3 dots and select "change radio band". Select Radio Band 6, NOT USA or Radio Band 7 — Verizon told me to try both of those and they are glitchy.

I have the same issue with model h1511 and i bought the phone from Ebay but im living in Qatar .. i dunno what to do .. LTE data connection working fine .. sending and receiving sms is working ok .. only I can't make or receive calls. i'm not sure to whom I should report this issue

Where was this thread yesterday when I needed it...lol I was messing with my radios and screwed my phone up. Please not this method may not work on a custom ROM I had to flash back to 6.0.0.

In the US, all carriers are supported for Nexus 6P use. Since you live in Qatar, you may have a different carrier.
Here are a few other points or solutions for this issue:
If your carrier is not Verizon, does your carrier whitelist the Nexus 6P or only phones sold through them?
Do you get an IMEI number in the Settings application? (don't put it here for privacy reasons) If you don't, then your issue most likely has to do with accidentally deleting or modifying the EFS partition. Try restoring an EFS backup. ALWAYS back up your EFS before you install something else or root your phone — and keep it in a safe location! Alas, that was not the case for me.
Have you tried turning Roaming on inside your cellular network settings or have a specific roaming plan?
Do you get decent reception when making calls in Qatar? Where do you have this issue most, indoors or outdoors? You should get 1x at least.
Try the field test mode (*#*#4636#*#*) in the phone application. Go to "phone info".
If you see "GSM service: emergency calls only" on Verizon, the GSM band is not connected which makes phone calls. Switch to Band 6.
Otherwise, if you see the same thing for GPRS, try switching to another band. I'm not familiar with carriers except Verizon or other US carriers (AT&T, T-mobile, etc.)
I've emphasized this a lot, but try a factory reset. Lock the bootloader and remove your custom mods to the system. It may just work for you.
The case may be that the phone service does not work in Qatar, your reception is weak, or you have a specific phone plan. It may be your carrier not being compatible with certain bands, like GSM.
If that is the case, try calling their support and ask them for any possible solutions to the problem.

You also stated that you bought your 6P from Ebay. Many risks can come from buying used phones off of there rather than the official websites. It's likely that someone messed with the EFS and IMEI numbers.
It could be a stolen phone too... in those cases, it would be illegal (in some countries, not sure if in Qatar) to change the IMEI number unless you have an EFS backup. Sorry, you may just be out of luck. Try another solution like Google Voice or Skype (paid) for now until you get it fixed.

Here in qatar, i have one friend having the same fone from amazon and it is working fine. Here no CDMA plus texting and data are working. If the efs is corrupt or as u say screwed, it would work data and text? Band USA and 6 re ok with data and text.. Band 7 dead.
In general, it may corrupt the phone function but texts/data may work fine.
Most carrier connectivity issues usually come up from a corrupt EFS or the service not being activated on your plan.

That might work, didn't affect my calls since I don't use roaming services.
By "Band 7 dead", do you mean that the service just won't connect? My issue came from messing with the bands to fix the LTE issue and messing up my phone.
Try to call your carrier's support — try getting a new SIM card or collect information about the Nexus 6P compatibility, if they don't have it on their website.
Was the phone working since you first used it? Have you rooted or done any system-level modifications to it? Also is your carrier Verizon, because I don't think they have strong roaming service in Qatar... I am in the USA right now using Band 6, working fine.

First of all I'm no verizon subscriber .. I just got the phone from ebay shipped to qatar .. that's all international buyer ..
well secondly, the service is activated. here is different than yours in activation process. Plus my sim card is working on all other devices, opo, op2, opx, mi redmi n2, moto g ...
I believe the problem remains in the piece I have now (nexus 6p) because im used to buy phones from the US and they work fine expect some missing LTE bands that does not really interfere with calling service.
If the EFS/IMEI is corrupt, will it register on the network normally? will data and text still work?
Band 7 dead means no text no data and surely no calls ... plus when I chose it, i always get called ended right after i press Dial a number
experience with other bands:
band USA: text and data working fine ... calls: when dialing, it keeps dialing until the network fails and returns again like reconnect (the bars disappear and return again) and when i hang up, it respond quickly and execute the action but on,
Band 6: text ok data ok , calls no .. but when dialing, it keeps dialing normally till it gives me (call ended ) and if I try to hang up after few seconds, it freezes the phone for like 10 seconds till it execute the action of hanging up ...
so the USA band is the most responsive band in terms of hanging up ..
when I dial *#4636 .... , and access phone information to change preferred network, it is usually set to LTE/CDMA/GSM (PRL) >> if i try to change it to LTE/GSM (PRL) because no CDMA here, it usually return to the default after restarting the phone .. it does not really change the network if, for example, I choose GSM only .. I still see LTE on the bar .. moreover, when i try to choose 2g from cellular networks from settings, it does not reflect and I still get LTE working .. weird ..
** in all cases, FYI, I always see the carrier name in the top left corner of the screen.
*228 does not work as Im not verizon .. plus any USSDs are not going through as it gives error "connection problem or invalid MMI code"
when I try to access caller ID, it gives error " network or SIM card error".
I tried to call the carrier but they could not do anything. I'm still expecting a call from their back office team who ( i assume ) has more experience
getting a new sim would not help because I have tried different active sims different numbers and I also tried the second carrier here in Qatar (vodafone) and the problem persist.
the fone never worked since i reached Qatar. It was not rooted. I only unlocked BL and flashed the first factory stock rom (fully including the radio), yet nothing
wait wait please don't lose hope
one friend here is also giving me ideas and solutions to get over my isssue, he suggested i flash chroma rom bcz it has more bands. I will flash it and give a feedback.

Thanks everyone for helping me resolve my issue. biggest thanks goes to @@scoobysnack who helped me greatly to get over it.
Installing Chroma ROM solved the issue because basically it was a problem of bands. Chroma had more bands that work in Qatar. and I could return back to stock rom again without any problems ( but don't mess up with bands in phone information )

I told you chroma would solve your problems. it has different bands to select and I figured the "AUS" bands would work.
Any advice for those of us operating on Verizon's extended network? I'm using my device on the Appalachian wireless network (with whom Verizon has a network sharing agreement as part of it's LTE in Rural America program), and I'm constantly getting the roaming indicator, even though I know I'm not roaming. I've never dealt with this on any other device, and I've used 4 different devices encompassing both Windows Phone and Android. If I switch the CDMA roaming indicator to "Home", the roaming indicator disappears and the usual LTE indicator appears, but I'm unable to make voice calls. If I switch the roaming indicator to "Automatic", I can make voice calls but the roaming indicator returns and the device tells me I'm roaming inside the test menu, even though Verizon tells me I'm not incurring roaming charges. If that's true, then the roaming indicator is just an annoyance, but it's there constantly (even when on WiFi) and for me it's a significant annoyance. Is there anything I can do, or is this just something I'm going to have to live with?
