You were probably using either Resco Explorer, or the cab I attached below. It should also be possible to navigate to network folders using IE on the phone, and just putting "\\<folder path>" in the address bar.
EDIT: For your reference, another method for transferring files between PC and phone over the network is to use Wifi Remote Access, it creates a webserver on your phone that you can access through any browser on the same network:

Is it possible for my WM6.1 device to join my LAN Workgroup such that I can view the files on my PPC from my desktop computer and drag and drop files over to the PPC via WIFI? Kind of like using the PPC as a NAS device?

To my knowledge no. i believe that microsoft stopped allowing that feature within active sync quite awhile ago, but what i have managed to do is to create a computer to computer network (ad-hoc) where my PDA was the access point and my laptop could then connect to that.
I could transfer files using explorer on my phone to access my network drives on the laptop, then copy and paste from there, but i could not find my phone on the laptop due to it not having shared folders to my knowledge.
The things i would like to achieve is shared internet over wifi by using the phone as an access point and to figure out how to access files on phone on the laptop. Not the other way round.
When i created this computer to computer network i thought that if i had 3G connected it would automatically pick up the connection on the laptop but i was wrong.
Which means i am no expert on the matter, but im sure there is a way

if they got the correct rights to access shared dirs
it can access them and map them if one use programs like total commander
and know a bit about network in generals not really that user friendly i guess
It can be done, I use a program called WMFTP. Google it.

Some of it i get but others bits i dont. Like is it possible to set sharing rights to directory's on the phone? If that is possible great.
Also how do you find out the device name or would you have to use the ip address for mapping those directory's?
I have a touch diamond and would love to map the internal storage on my network, but have failed at that.
Still not figured how to share the internet connection of the phone over wifi either

Is it possible to either map a network drive to the HD2 somehow, such as you can do to map them in My Computer in PC Windows?
Also, is there a way to access network media library shares? Not sure of the technical term for either sorry.

I use Resco Explorer. You can connect the HD2 to you computer over Wifi and share files by mapping a network drive.

Put your drive name on the end and it goes straight in.

I didn't know PIE supported that. The HTC Network Plugin (which I posted a link to above) allows you to map and view network drives and access them via any file explorer or application. You won't have to type \\NAME in PIE every time.
When I have mapped a LAN network share (mine is requiring login/pass, dunno if this matters), I'm experiencing issues with opening Pocket Word or Pocket Excell (just to give an example). These applications seem to check the availability of the mapped shares at every startup, and it takes about 30 seconds for them to find out that they timeout and load the main window.
This is not happening when connected via WIFI to my router. But it is enough to have active GPRS connection (instead of WIFI) through which the app obviously cannot connect to my LAN share. Once I disconnect GPRS session, and keep the phone offline, they open normally again.
Anyone else is experiencing this?

I don't think you can make it as a shared resource in the network, but you can always share folders from the pc and access them on the phone (for moving files from the pc to the phone and vice versa in case you give full access to the folder).

PS: I use resco explorer to access network content over wifi.
Wifi remote access as mentioned above, or theres also Mochasoft FTP server.
But I don't know of a network drive/samba style server.

and use its files like modefing it or attach any of them to a mail and send it through my mobile

resco also allows FTP access, which is probably better, as the network share requires you to be on the same network (for example connected to your wireless network)
FTP can be accessed anywhere you have data connection but requires you to be running FTP software on your computer.
FTP is very easy to setup and use and will allow you to have access to any file folder that you choose on your PC (handy to have a choice of over 30gig of music to listen to )
Schaps Network plugin. Google it.

I have Resco Explorer 2010, paid for.
Also Total Commander CE, which someone mentioned.
GSFinder+ as well.
Yet, I cannot figure out how to do that.

I can't figure out how the HD2 can see the PC's files. Can anyone give me exact directions, using any of the tools mentioned?

At home, I can connect my HD2 to my home wi-fi network, and access the Internet that way.
I have my home computers set up for file sharing, so I can access the files of one computer from another, over that home network.
When the HD2 is connected to that same network, I would assume there is a way to do that with the HD2 as well, in both ways--
1) to access a PC's files from the HD2
2) to access the HD2's files from the PC
(Please note--I know one can do #2 via ActiveSync (USB or Bluetooth), or the "storage card as disk drive" option as well (USB). That is not what I am discussing here though. I am asking how to do that via wi-fi (no AS involvement at all), when the HD2 is connected to the home wi-fi network.) I assume it would necessitate setting up the HD2 somehow for file sharing, but I don't know how to do that.
Besides the default file manager on the HD2, I have three better add-on file managers--Resco (commercial), and Total Commander and GSFinder (both free). One would think that with one or all of those one could do #1, when connected (as the PCs are already set up to share), yet I cannot figure out how.

If you buy the most recent version of wifi remote access from the ms market place (and tbh i think julien needs the support) you can access an included ftp server as well. Also, wifi remote access will work over 3g/HSDPA if you set the option to allow it. It's all you need really.
