is the HTC tattoo overclockable or do you need root?
You need to be root.

I rooted my wildfire with unrevoked3 and flashed cm6.1 stable with cwm recovery.
But when I install some applications which need FULL ROOT, i found that there's no FULL ROOT access.
Therefore, I wanna ask, do CM6.1 stable have FULL ROOT access? If not, how can I get a FULL ROOT access? If yes, why my wildfire will have this error?
Wildfire doesnt have S-off yet, but the Alpharev guys are working on it

Well, you can downgrade to 2.1 but you won't downgrade the hboot, so you won't be able to root neither or install another ROM. You will have stock 2.1 unrootable.
Be aware of that.
Essentially, you are now stuck with your official 2.2 update. There is nothing you can do now. (Except maybe find someone with an XTC Clip)
My question is can you flash custom roms if you only have temp root?

No, because you can only flash custom ROMs from a custom recovery, which you can only install with perm root.
Understand. Thank you
i only want root access on my otherwise stock htc desire z from bell. is there a simple easy way to do it? superoneclick freezes for me
Follow the XDA Wiki Guide
If you have to downgrade, you can find some pre-rooted roms to flash so you can keep the stock rom.

Still have stock kernel. Can someone help to locate the compatible kernel for the purpose of overclock and/or unvolt. TIA
