One of the installed tools on my HD is consuming a lot of energy. But which one? Is there a tool to measure how much capacity a tool is consuming?

scratch that, it's great for getting a grip on cpu etc but the powermodule doesn't work properly on the HD

you wont find anything that can tell you how much battery power an app is consuming. the best you can do is monitor the battery usage based on the number of apps running, if you see a spike in usage when you are running a particular app then you have found your culprit.

Hey ive been looking around but cant seem to find some info I need. I keep seeing people posting about how much battery their builds are using. Just curious is it a app that shows that info or is it android itself?

It is a widget from the android market called currentWidget
install it .. then add it to ur home screen, it w'll shows u a live battery usage measured by mA
About the battery life and other cool stuff...I highly recommend HD2ONE 0.3.6 [SD] .. It is the most stable BUILD, I've been using it for more than 3 weeks under a daily-use basis with out any problem
Also Battery Monitor Widget is another program.
Not as simple as Current Widget but it has graphs and a few extra bits.
3mA or less while in standby is good consumption.

The rom i've found to be best on battery life is Royal Ginger. I've gone 2 days and a few hours on it with moderate use.

I was at 36 hours with wifi on for at least 24 of that. And I plugged it in with 10% remaining.
Edit: Make sure to calibrate your battery though. Don't judge the ROM off of the first 1 or 2 days.

I have great battery life on CM7. There are a number of things that affect your battery life that all need to be taken into consideration.
ROM
- Find something by a reputable team like CyanogenMod and Team Royal. Their ROMs don't have HTC's SenseUI overlay and aren't bogegd down by the extra framework and overhead needed for Sense.
Kernel and CPU Clocking
- If the ROM supports changing the CPU clock speed, you can have your device run at lower clock speeds when idle (such as when the screen turns off), theoretically saving battery during those times. There are some great kernels by faux123 in the Development section.
- You can also try an undervolted kernel. Performance is no different than a stock voltage version of the same kernel, it just uses less battery to do the same functions.
The Screen
- This eats up battery like a beast. I don't use automatic brightness as most of the time a low setting is good enough (i.e. indoors).
- Gaming and other graphic-intensive activities will chew up battery
- I also use relatively dark-colored backgrounds because I think (can't prove) that it's requires less effort for the screen to show darker colors. Somewhere I read that it's easier to read light text on dark than dark text on light, so there's that too.
Connections
- GPS takes lots of power to use, so keep it off until you need it.
- Wi-Fi and bluetooth will continuously scan for connections while they are on, so leave those off while you aren't using them.
- In areas with poor network signal strength, your phone uses more energy than in areas with great signal strength.
Apps
- Be selective about which apps you install and run, especially ones designed to run all the time. I like to have something that can monitor CPU usage so that I can see when something is hogging system resources. Kind of like the Task Manager in Windows.
TasKillers - DON'T USE THEM!!!
- TasKillers cause more problems than they solve. Android is better at closing idle/unnecessary tasks than any TasKiller app.
- Killing tasks with TasKillers also adversely affects the stability of your device.
- Many of the things killed by TasKillers end up restarting anyway because they're needed for something, so you're repeatedly killing and starting the same apps over and over again. Guess how much battery that saves (hint: less than zero).
- If anything, use AutoKiller Memory Optimizer. This doesn't kill apps, it changes settings in Android that determine when to start closing apps to free memory.

The biggest deal that has to do with battery life is how hard you push the phone. It has nothing to do with ROM or kernels...
If you truely wanted to test a ROM to see how the the battery life stack against each other you'd have to have x amount of devices with the SAME EXACT settings within the given ROM. Each phone running a different ROM. I ran a Sense ROM over the weekend and got HORRIBLE battery life. but other claim Cyanogen is the pits.
I'm running into a strange issue where my tablet will be running fine then all the sudden battery life will start to suck and when looking at my batter usage it shows "Android OS" will show something like 70% of usage where normally display and wifi are well above that on the list.
I don't know what Android OS is so I'm looking for an app to give me a good granular view of what is running and how much of the CPU it is using. A battery usage app that gives a more complete list of battery usage by app would also be helpful. Spare parts has this functionality but it force closes when I try to use it.
Anyone else having this drain or have a good app for tracking app/battery usage?
I've used BetterBatteryStats from the Market ( https://market.android.com/details?id=com.asksven.betterbatterystats ) Though not free it helped me find the app that was eating my battery. My phone would drop to 30-40% in a day with little or no use. Now with the same use it at 70-80% so I can go 2 days easy unless I use the phone alot.
According to the reviews for this app is is apparently available free for XDA members. Any idea where to find this (or another app that the review might be referring to)?

I use SystemPanel. With the long battery life of these tablets (and the fact that the screen chews through the battery faster than anything else for me) I keep it monitoring at all times and every now and then check up on what's taking the battery.
I can't remember if I purchased this or not, I don't believe I did but could be wrong. I am pretty sure there's a free version of it.
Battery monitor widget all the way
So I've been testing out this app for a while. I have Ultimate and I've been trying many different things. So far the conclusion I've came to is that this app does NOT save battery, at least for my usage.
I've done my testing using the 'balanced' state. I think it's because the app spends more battery turning on/off data and doing all of its things than it saves by having data off for a while.
What results do you guys have? Have you actually noticed any improvement on battery life?
If you want to help, please use GSam Battery Monitor and take screenshots of full battery cycles - one with JD and one without it. This will help us understand if, and how much, JuiceDefender actually helps.
JuiceDefender is real and the concept of it is real as well but it hasn't been updated in a very long time and is very unlikely to work nicely with Android 4.0 and above.
It's better in the end to just turn off the things you don't use manually.

I am rooted - may I ask what's the difference for JD?
In any case, I would still like to get help if people are willing to actually test this, since I've been getting reduced battery life with Balanced JD (I've started testing myself).
Basically when your rooted juice defender can change system settings, when i cannot when you are not rooted.
I use an free app called "wakelock detector" and remove or disable any apps with high wakelocks, basically they keep waking the phone up when it is asleep and using the lowest power level, like over night.

after I overclocked my device and used custom ROM to reduce lag the battery was drains fast and overheat and I used the factory image(in android 4.3) to get the stock kernel and stock ROM my device not overheat anymore but still drains fast and the charger sometimes when my device is on charges slooowly and sometimes while it plugged in it don't charge it decrease 1 percent and stop charging while playing any game and the charger smell like burnt and it charge first while my device is off but that didn't happen to me before the overclock,
I want to know I there are way to increase battery life and fix the charger problem,

A Few Apps For Battery Life
There are a couple things I would do, first is you need to monitor what is draining the battery. One thing to note though is your OC is obviously going to drain the battery quicker than stock and your governor setting could also affect this a lot. I am guessing your custom ROM has a non-stock kernel with it, if not I would recommend Franco's Kernel (r75 is the latest) and he even has an app that will keep you updated and flash for you (https://play.google.com/store/apps/details?id=com.franco.kernel&hl=en) there is also a free version of that. Franco's paid app has a built in power settings option that lets you adjust power usage per app that could be extremely useful in your case. However I would do some monitoring first and make sure a live wallpaper or a hardware monitor is not draining more battery than you think it is.
I've used these two apps and both do a great job of letting you know what is using the battery most during load/idle/sleep:

Just restart your N7. The battery draining issue would go away for about 5 days. This trick works for me
