Where was this "released"?
Here. It's the german support website, but I thought that o2 provided it to all other customers as well.

Knowing O2 it is likely to be a badly put together cooked ROM that is waaaaaaaaay surpassed by Bepe's.

On startup it shows

It's CE OS 5.2.1623 (Build 18129.0.4.5)
So nothing revolutionary.

Apparently it's just a minor maintenance update fixing various smaller problems e.g. with the radio. Another improved area are handovers when roaming nationally (since Germany's o2 uses the T-Mobile network in some areas). In the linked forum (german) a comparison of the old and new version is given:
New:

Video performance presumably remains unchanged and from what I could gather so far, this update did excite absolutely nobody..
Hmm, wasn't the 1.58.25.14 Radio the one which caused
most troubles with the Bluetooth dies, not connecting to WLAN and
others. Thought I had seen something in several threads, and
most did not recommend to use this one and better use the
1.64.08.21 And now it is used in official
upgrade ?! Hmm, maybe the same as with the Murata Radio...
Same build no., other content?

This is not exactly true. The Murata Radio read 1.58.21.23 on my Polaris whereas I remember the original Radio to be 1.58.23.21. So apparently the Murata Radio is older than the Radio the Polaris initially shipped with, at least the o2 Xda orbit 2 version from the companys German offspring.

I DO have .23.21...
Also earlier, I got confused when giving people Radio-ROM recommendations because I recommended .23.21 (which was my original) and I usually got answers asking me if I meant .21.23. Over time, this was very confusing, now with the new Radio I checked and I do have .23.21.

Never heard about a .23.21 version
But... anyway, this doesnt affect the circumstance, that the
new one (.25.14) is exactly the one, you claimed, to make problems
with reception, WiFi and so on. And now it's official O2 radio

Now that there is a official ROM available for the guarantee cases.
It's time for me to try some of the cocked roms here!!
Finally, I can turn my Orbit 2 into English version!!

At flashing a pda i'm a newbie
but recently I flashed it to the wwe 0.67 rom bye bepe, and i like it alot, faster than standard rom,...
but I sometimes have some reception problems now...
And after reading some of the threads here I now understand that some radio roms work better with a certain rom.
So my question now is: which radio rom works best together with the wwe 0.67 rom by Bepe?
I currently use the 1.58.21.23 radio rom.

Hi, I use 0.67 Bepe too. Alright Radio rom is 1.64.06.04
Pls do further reading on radio rom post. You are advisable to used radio ROM 1.58.xx.xx or 1.59.xx.xx depend on OEM driver. You can do trial and error on this two version radio without any harm. Better don't used radio 1.65.xx.xx for newbie

i suggest to start your try and error test by the Murata Radio:

I had some freezing problems with WM6.5 and changing radio rom solved it, but the real problem was to find those radio rom...
So I decided to collect the radio rom and upload them as one collected file (38 mega).
