Edit: [SOLVED] So, based off of what Alexs posted here's what you need to do.
Create a shortcut using File Explorer. I don't think it matters what it's a shortcut to initially.
Once you have made the shortcut, use Total Commander and go to the shortcut's properties. Once in the shortcut's properties, go to the "Shortcut" tab at the top of the screen. In the "Target" field, type what Alexx said "ctlpnl cplmain.cpl,4". Then, rename the shortcut to whatever you want the link to say in the start menu and move it to whatever Start Menu folder you want it in. Or, if you're cooking it in, just add an app.dat that makes your shortcut go wherever it is that you want it.

I know the Main screen is cplmain.cpl,4, but how would that look in app.dat form.
Say if I wanted to place a link to that in my Tools folder, fill in the blanks:

Would it be:

Need functions of DLL

Hello guys,
I actually own a windows ce 6 device called "Zune HD". There's an application made for it that allows to run cab files from windows mobile, but you have first to get some libraries.
So here's my problem: I tried to install Opera mini 10.3, but a DLL named "Cellcore.dll" is missing in order to run it.
So you guys have two options:
Give me a download link to cellcore.dll
Create me a dummy DLL with empty functions to pretend to be cellcore.dll

First of all download the M10 Editor from here:

And 7-Zip from here:

Then open the app and point the 7-zip as showed
Push load file and search for the extracted Idlescreen_Base.apk open it!
Then goto tab "m10 files" select as stated in the picture the blue accented line. Don't forget the checkbox Decode Images and press Decompile/Show.
So now goto the line as in the picture and select that. You can see on the rightpane the line as pointed change the number from "1" to "0" and your done!
Repeat that for the following Operator/Time/AMPM/Date
When your finished you go to the Start tab on the top left. Press on save and voila if you get the following screen the second below click close don't do anything with that!
When your looking for your file it can be found in C:\Users\username\AppData\Roaming\M10Editor\Idlescreen_Base

let's change the image first
Open framework-res.apk using compression software
Open the folder res / drawable-nodpi, find platlogo.png
Then use your png image to replace it
Ok,The second step,Edit text in the image
Open framework.jar using compression software
Extract classes.dex
And then decompile it use Apktool
Open the folder to find classes\com\android\internal\app\PlatLogoActivity.smali
open it with Notepad2 or Notepad++
Search text in the image,Then change it
Note: The text is not too long
Then compiled using compression software to replace back

there are many limitations for notepad++'s user defined language. i could not get many tokens to highlight correctly, or as well as ultraedit or the highlighter used on this blog. perhaps a full lexer plugin could handle it. if you write one or make improvements to this xml, let me know.
