Calls Filter Program

Hey, as we all know, WM doesn't have a real and stable built-in voicemail program, due to hardware restrictions. I know you can't record the incoming sound (unless its on speaker), but I'm looking for a program that will do the following:
1. If I don't do anything when a call is received, I want the program to do nothing, meaning the call would go to the regular voicemail.
2. When I get a incoming call, I want to have 2 options: Answer or Filter. If I press filter, the program would answer the phone call, and automatically play a message (same as voicemail). Now I can't record the incoming voice, but I can listen to the caller and decide if I want to answer or not. This would give me the big advantage of a built-in voicemail and bypass the hardware restrictions.
So, to sum up, if I can't answer a call and can't listen to it at the moment, I won't lose anything, but if I want to filter my incoming calls, its a great way to do that.
What do u think, is there a program like that already? Is it possible to create one?

Disable incoming callerID

Is there a way to completely disable incoming callerID on the DroidX either via an Ap or by tweaking a rom? I'm working with a law enforcement program that requires all incoming calls to be completely anonymous. We have talked to our telco extensively and they are unable to turn off the incoming caller ID signal so I need to be able to remove the function from the phone.

I've seen the ability to block yourself from showing up when you make outgoing calls, but never the ability to hide incoming calls.
You might have to get this specially tweaked for you by a dev.

Notification sound in voice calls - Oos 5.0 Oreo

How I can disable notificacion sound in voice calls? It's annoyed. I tried with tasker but It doesn't work. Maybe, will I delete the file?

Notifications during calls

Is there a way to automatically disable notifications during calls? When I'm on the phone and someone sends me messages over Messenger I can barely hear the other person. I'm using Android 7.0, EMUI 5.0.1.

Dunno if it's possible on EMUI 5, but on LineageOS they're getting disabled automatically and other ROMs (like AospExtended) has an option to enable/disable them during calls. Maybe you can do a workaround with Tasker app.
