Yes, you can select the language(English, Portuguese or Spanish) on the dropdown menu at the right-top corner as shown on the 3rd pic.
And you can also choose to save so it boots the desired language from then on

TWRP Recovery for Xiaomi Mi 6 (sagit)
Hi all!
I would like to share with you TWRP for Xiaomi Mi 6, codenamed sagit, made by MIUI Polska Team. This is the zip archive containing TWRP image ready to be flashed using fastboot.
WARNING!!!
I have not tested this image. It is only for people who know what to do and what is it used for.
I AM NOT RESPONSIBLE FOR ANY DAMAGE YOU HAVE MADE TO YOUR PHONE. EVERYTHING YOU DO IS ON YOUR OWN.
How to install:
Make a full backup. Always!!
Reboot your phone into fastboot mode.
Flash using fastboot tools (ya know, fastboot flash...)
Reboot and enjoy.
After booting into recovery, TWRP will ask you to modify /system - don't allow it, otherwise your Mi6 might not boot.
Download:
This TWRP is hosted on MIUI Polska's AndroidFileHost profile.
AFH Download
All credit goes to MIUI Polska/Xiaomi.eu and it is only for sharing purposes. Let me know how it works.

It's an integrated launcher of that specific head unit. (Your picture says hal9k)
You can't install and use it on another device anyway.

This launcher is widely used by various types of Android headunit devices ( especially Chinese product ).
maybe you can add a screenshot showing about the device you are using.

Looks like you are using a RockChip RK3188 chipset based device, maybe you can add a launcher that can be installed on the head unit you are using, there are many choices, there are CarWebGuru Launcher, AGAMA Launcher or others. depending on taste.
Maybe you can dig deeper about headunits of your type here
