Can bootloaders be corrupted? - Nexus 7 Q&A, Help & Troubleshooting

I don't know how exactly Android works, but I thought that bootloader was sort of protected and there is some sort of integrity verification when updating the bootloader. So, I thought no matter how I mess up N7 with a custom ROM, I could always start to the bootloader and fix it.
I flashed the stock ROM using Google's "flash-all.bat". Then, I booted N7 to a custom ROM's recovery, ran a repartition script, which failed. So I tried to flash the stock again with "flash-all.bat". It finished but then it fell into a boot-loop. Power+Volume Down does not work. Power+Volume Up shows a dead Android robot with its chest open and an exclamation mark on a red triangle. What does this situation mean, is the bootloader deleted? How can I get the bootloader screen like below (found on Google image search)?

Cannot get into any custom recoveries

I just got a N7 and after one problem came another. First problem I was able to fix (not able to unlock bootloader) but now that I did that, I cannot get any custom recoveries running. I have tried 3 different recoveries and nothing works. I just get what you see in the image every time. Any ideas or solutions?

If you are fully rooted and have an unlocked boot loader, I would suggest trying to boot into recovery from the app, ie ROM manager for cwm, not sure what else. I know on certain ROMs, you can boot into recovery from the power off/ reboot menu.
Hit the up and down volume key at the same time - that should push you past that screen.

Just Sharing My Experience

It's been quite sometime now, since the Moto E has been released, and I am still not-rooted
But, today just some time ago, I tried to do something, that mostly people do to remove "Warning, bootloader unlocked!" message; yeah, flashing logo.bin via fastboot.
But here's the catch.
"fastboot flash logo logo.bin" will work even if you haven't UNLOCKED THE BOOTLOADER! So that is pretty dope, as we can try out our favourite boot logos (not animations) at ease WITHOUT VOIDING OUR WARRANTY.
Here are a few pics (flashed the new Stock M logo from the 2nd gen devices). I have attached it below if you want to download it (I love Stock ones) but also you may try the others, also available in our XDA! Cheers!

Р9lite Does not turn on

Guys, doing a rollback with nougats .. everything is fixed in place according to the instructions ... it was loaded on the stock approx. After blocked the bootloader itself through the HUAWEI Multi-Tool by the Team MT loader ... Well, here it got the inscription: Exclamation mark - your device has failed verification well, and 3 options for the standard action .. Everything is written in red. Below White: Your device is booting now ... this way the download is endless. I could not turn it off - restart with double vibration. It does not respond to any variants of the holding of the buttons. Trying to download something that is not, apparently.
Silence is complete, no fastboots not include nothing to do ... O.O The version that something happened with eRecovery and with the usual .. The P9lite VNS-L21C432 ...Sorry my Eng
