There is no official 5.1.1, its only a betta version wich you can install manually.
there probably will not be any official 5.1.1 build for the P8 L09, because in few days, the first beta of 6.0 is going to be released

So basically im unable to upgrade my phone to marshmallow because it needs B170 build and i cant find the official rom for my region ( C185 ) should i wait or there is an solution ?

Try to upgrade first to b188, then to b560.
If you have balong bug, install update.app from folder custom/vendor via local update.

in firmware finder is new FW FRD-L09C432B418 . I flashed successfully via Hurupdater.
Android security patches is from 1.august 2019 its emui 5.0.4 android 7
