[Q] Can we downgrade to older ROM ?

I have a good question to ask, currently my friend Legend is at latest firmware, as follow:

Can i downgrade back to older firmware by flashing the older firmware ?

[Q] GT P3100B russian firmware version

Hi guys I just bought GaIaxy tab 2 in ThaiIand but it carrying not multilingual ROM and there is no way to add additional languages and locales, only way is to install a proper rom.
I've tried to update ROM using Kies but it is saying that modeI GT P3100B des not support installing...
I've search Internet but didn't found any roms for my device...
Is there any Multilingual Firmware I can download to install on that device?

I read that http://forum.gsm.mk/threads/firmware-update-за-samsung-galaxy-ace.18220/ and find out that russian Firmware codes contains XX, XW or XE
By that link http://samsung-updates.com/how-to-obtain-pcodesales-code/ i found that my current Firmware country code is THL
So now i am looking back to that list (http://samsung-updates.com/device/?id=GT-P3100) and base on my research the possible downloads are
GT-P3100 THL P3100XXBLH2 4.0.4
GT-P3100 THL P3100XXBLE3 4.0.4
So looks like i can't install android version above 4.0.4 because up versions are not existed for THL region ?
Am i right?
My current version of Firmware contain android 1.4.1 and its build number P3100BDCCLL2

Gt-i9105 Baseband i9105xxamc1

I want to install 4.2.2 on my sgs2 plus, but its not available for my phone's baseband. can i install jeallybeans 4.2.2 available for another baseband of same phone model i.e. gt-i9105 like I9105XXUBMH4 or I9105XXUBML1?
Kindly do let me know as I want to install kitkat 4.2.2 custome rom but it required bootloader 4.2.2 as currently there is jeallybeans 4.1.2 installed on my gt-i9105.

UCUFNI1 from 4.4.2 to 5.0

Model : Galaxy S4
Model Number : SGH-I337
Current : 4.4.2
Baseband : I337UCUFNI1
Is there a way to update this to 5.0 on stock firmware? If not stock, then is there a way to update it to the closest version to the stock one.

The 5.0 stock firmware hasn't been released yet, at least not on AT&T. However, you can update to Android 4.4.4 i337ucufnj4 via the OTA updates.

Galaxy s4 I9505 Upadte (Baseband)

I do have a Galaxy S4 LTE I9505 on H3G, now my phone is on the CM 5.1.1 lollipop and I want to turn it back to the official rom, I find two ROM's one to the baseband I9505XXUHOD7 and the other to I9505XXUGNJ3 which is my current one.
Now i want install the official ROM with the baseband I9505XXUHOD7 because its on the 5.0.1 and the other original is on the 4.4.2. So my question is if I can install the ROM with the baseband I9505XXUHOD7.

Yes, but you will have to reflash the lollipop firmware one second time if the flashing method don't update the bootloader.
