Since your phone is unlocked, I would try to flash a full Google image using the included flash-all.bat (instructions are on the same page as the image downloads). Not being able to access recovery mode may indicate a more serious problem.

Too early to tell. Google intended the image files to be a foolproof way to "reset" the phone to factory stock. This is the first thing you have to try. Set up ADB/Fastboot on your PC and use it to communicate with, and send commands to your phone.
I've gotten myself into the same situation a few times and flashing the full stock image with flash-all.bat command has always gotten me out of it so far. After I'm back on stock I just start from scratch again and flash recovery, custom rom and root.

fastboot FORMAT (not erase or wipe) userdata, cache and system capturing the screen (or text from each command). Try flash-all.bat again. Which image are you flashing?

No. Fastboot FORMAT the 3 partitions (for the 3rd time). Capture the response from each of these commands:
fastboot format userdata
fastboot format cache
fastboot format system

ok i try tomorow and i tell you the Result
From the day I first flashed lineage my wifi stopped working. I have tried changing roms... Tried most of the apps on play store... Tried wifi fix... Nothing helped. I believe it is a software problem. I have also tried going back to MIUI. Please help, I'm on RR currently. I have also attached a video in a reply for you to understand what my problem exactly is.

I have already tried doing that by recovery mode.. Will it make any difference if I flash it using edl mode?
Recovery mode? Twrp or fastboot.

1. Go into fastboot
2. Like when flashing twrp (minimum adb fastboot) folder open cmd and type 'fastboot oem edl'
3. Flash global stable with miflash
It'll take a bit longer than flashing in fastboot

I found a better way... Go to TWRP and select data fix or whatever that option is, it really works, but make sure you do that just after the problem starts.
Hi, I have moto E4 XT1760, I tried to install custom rom on the phone but even after successful installation it didn't boot. After trying to reinstall it got stuck in a bootloop and now I am not even able to enter fastboot mode even after holding for 2 minutes. Help me and thanks !!

A custom rom can't really do that to your phone. Maybe trying to flash the wrong firmware with fastboot can. And if you did that, there is no fix.

it was TWRP recovery for perry. Whenever it has charge it starts looping so, is there an way to get into fastboot mode?

Did you finish all the other root steps? If you flashed twrp, what else did you do?
you should still have fastboot
So it seems you took some other steps as well. Flashing twrp wouldn't do that. Were you able to boot to twrp after flashing it?

1. I flshed the lineage os 14 rom, for that I cleared dalvik cache, system, data, cache partitions but the os didn't start so I repeated the steps again
2. The data partition was not able to format so I changed the format to ext2
3. I also used ''fastboot flash boot <boot.img from lineage os rom>"

Where were these steps advised? Ext4 is the normal internal format if not using f2fs but that in itself probably wouldn't have caused your current woes. Step #3 seems the likely culprit...either image not compatible or a flash gone bad.

If it let you choose to format to ext2, you probably could have formatted to ext4.
But that aside, can you still boot to twrp?
Maybe pull the battery.

No, the phone powers off after pulling the battery out but when I press power off and volume down simultaneously it start looping. I also tried pressing power off and volume down for 2 minutes but it didn't work.

XT1762 is mediatek right and you flashed a Qualcomm twrp I assume? I would say try to find an sdcard unbrick method for a similar mediatek device if one exists like there is for some Qualcomm devices. I don't know much about mediatek devices but if you can get at least the bootloader written to an sdcard so it will boot to it when started, then pull the sdcard and flash twrp again (make sure it's the correct twrp). You just have to make sure you pull the sdcard or it will flash twrp to the card, not the phone. Probably your best bet. I've unbricked Qualcomm devices this way that were completely dead and wouldn't do anything.
Edit: you'll want to make sure the bootloader you write to an sdcard is the same or newer version as what you have now or it may not boot it.

Don't know what caused it, maybe it's some ccleaner-type app (from google play)
I tried to flash it with MiFlash and it says (remote: device is locked. cannot erase)
When I try via fastboot command promt "fastboot oem unlock" and it returns "remote: oem unlock is not allowed"
I don't want to wipe out/factory reset, in my own rooted MI A1 (not the one I opened this thread for) I managed to fix bootloop with MI A1 without deleted..
Any advice?

You need to unlock the bootloader before you start flashing using mi flash tool, follow this guide :
Keep in mind that you'll lose all your data on your phone!

How can I follow this video if the phone is stuck in bootloop ? I can't go to settings and check "unlock oem" or do anything except activate fastboot/recovery mode via vol up/down+ power combination
When I click unlock it stops at 50% and in the log file it shows the same error it shows in fastboot command and MiFlash - (remote: oem unlock is not allowed)

wouldn't the vol up+power >wipe out/factory reset work ? it's much more simple, oerhaos I should try it first or it will worsen the issue?

I've never tried edl mode before, but as long as you can get your phone to work, it's fine. Just try getting all your files/data off your phone through your pc (if you haven't already)
Can't install TWRP on latest Global ROM 10.3.11 Mi 9T
I've tried both versions of TWRP from the Development section. fastboot flash twrp.img work, but after fastboot boot twrp.img just reboots the system as usually.
Any suggestion?

Install russian twrp next? Same happend for me also(can't remember what twrp using first). First TWRP flashboot, but system start normally. Re start again to flashboot and use russian twrp. For me it works.
