Extarcting ROM .BIN file

I have an Acer A1 official ROM file as .BIN that I would like to extract to look
for RTL multilingual support files/progs, obviously I don't have the device

Trying to download a voucher keeps downloading in .BIN what is the best way you folks use to change file format to open it?

Lookout for other rom images and scatter file. Problem is with the rom and device incompatibility. Mostly problem is because of scatter files.
