I am looking to purchase this phone but can it be updated to Oreo and can it be rooted?
Is it better to update to Oreo first before unlocking the bootloader and installing twrp? I have a brand new Zenfone 3 5.2 inch

You'll unlock the bootloader unofficially & will be upgraded to Oreo (warranty will not void & you'll receive OTAs)

how can i possibly downgrade to android pie version ASJG, I have the asjg files on my pc but via odin it doesnt let me downgrade, if its to do with an updated or newer bootloader how can i downgrade, do i need to downgrade to an ealrier version of android 10 then to pie? or?
It depends on your bootloader version. Android 10 is bootloader 2 and 3 while Android 9 is bootloader 1 and 2. If you're on bootloader 3 already there's no going back. You would have to be on bootloader 2 in order to downgrade.
