Here we go for Note 3 File Manager for our Galaxy Tab 3.
All credits goes to @android.zealot.fervor in his original thread.
I've just modded it a little as screenshots below:

It is a flashable zip, install through recommended last philz recovery(click on image in my signature)
Just in case before flashing it, use a root explorer, go to system/app and rename SecTabletMyFiles.apk in SecTabletMyFiles.bpk, then reboot and flash. If encounter Fc clear data in app settings and try again.
It is tested on my Tab 3 8", so should work even on others

i do not use odexed roms, so cannot answer, but i think will not until you will not create a .odex file for this apk(my knowledge on odex are nearly null infact, in my opinion no need to use them)

already test for stock rom Odexed and Work perfectly by deleting files "SecTabletMyFiles.odex"

So , is this mod for settings only , what about launcher icons ?????? I can help you by providing resources!!!!!!! I don't know how to create a flashable zip !!!!! But I know how to decompile & change the icons manually!!!!!

Nice Theme 2 questions
1.Is this working for tab 3 7.0 t210r
2.How do you flash this or do i need to flash these i have twrp

1.Only 3 or 5 icons themed.
2. Wi-Fi not turn on.
Result: Not flash.

Well, firstly... Thank you for being patient! Secondly... Sorry about that, but I couldn't find any possible way to decompress .qmg files to get the wallpaper files for you, just a boat wallpaper was the only one I found already extracted! But I (not sure) have two other possible solutions for you, either the .qmg files themselves and you do whatever you want with them, or the wallpaper selector apk itself so you choose whatever wallpaper you want to set? D:

Well that boat wallpaper is 1280x1280... So I dunno if you can extract then abs change dimensions or no.
EDIT: Try deodexing that .odex file (Google it) and play around maybe you'll find something good, if you don't really need the wallpapers (There's over million other great wallpaper over the Internet) just don't waste your time on it.

How to:
DON´T FLASH ON STATUSBARS WHICH COMING FROM THREAD ASC1977´S STATUSBARS !!!
THIS WILL ERASE YOUR STATUSBAR !!!
Choose icon what you want to change and flash zip file in recovery. After reboot your systemui.apk was changed and your phone
looks new like you want. You can flash step by step and change what you want to you have the theme you want createt by yourself. After
flashing on your Internal-SD is a folder createt called ASC1977-backup in which is a restore file. With this file you can restore your last step
with flashing this file in recovery or you can flash your stock systemui.apk from rom and everything is like the day you installed rom.
For some roms i put a flashable stock systemui.apk and some variations in this thread because some want wifi and signal on left side but the rom didnt
have so you can flash this systemui.apk from me as base.
