I'm noticing just that! But even without any other app running. It's really annoying, makes web surfing unconfortable and exhausting for my eyes...
It just happen when using Chrome, Opera... Otherwise, scroll smoothness is ok.

firefox beta was choppy, not sure if thats because of the beta.. or whether firefox is always choppy.

Most of the time scrolling is pretty good except when swiping from on the launcher from the Google page back to the home page. 99% of the time this is very choppy and not smooth at all.

Scrolling is very smooth for me while using Yandex with AdGuard ad blocker app. Same goes for Chrome although it can be a bit sluggish there while a page is still loading.
