It looks like Android 9.0 has a new very annoying "feature" where network writes are throttled after a short delay after the screen turns off. If the screen is turned on, the throttling stops immediately. This happens both on the official Pixel XL 9.0 ROM and the LOS 16 unofficial one.
This causes major problems for my own VoIP app (like skype but only audio), where the audio dies until the screen is turned on. I've searched google and can't find anything about this new screen off/standby change to android 9.0. Using a partial wakelock doesn't help. The only thing that I've found to work is using a full wakelock where the screen is on the whole time.

I don't know why my excite AT300 is having a problem switching wifi on
It's on stuck ROM, not rooted yet!
on android 4.0.1
although I can turn blutooth on\off as I like , the wifi still have this message "Turning Wi-Fi on.." and it lasts for a long time without turning it on and the switch can't go back to off
now I have factory resetting my tab already and the problem still going on!! and lasts several hours on this stage between on and off until I shut it down

Some Android devices have wifi issues. Not much that you can do.
just wipe it if the date is coming or came out
or send it to the store to fix it..
Is this a necessay biproduct of always on listening? I have Google Now Everywhere enabled for all screens except the lockscreen. I did this in part for security and in part because CloudyG3 now supports full knock code for the vs980. The following screen shots were this morning after about 7 hours of idle screen off time (overnight). I do have high accuracy enabled in location with both reporting options enabled. I also have the Disable Services app but froze it just to see what would happen to battery life and what wakelocks appear. Basically I like Google Now a lot and want to use it to its fullest... yet at the same time I want to see what can be done to minimize the impact on battery life. What do yiu guys think?

It's not considered wakelock if the program is always running, as you have requested.

Try to disable wi-fi scanning, turn on smart power and update your software. Which model are you using?
Try calibrate battery - there is a few app with root on play store
Less coffee for your device.
I first tried paranoid android then tried evolution x and havoc os. I experienced the same issues on all of them. Could it be firmware related? Any help would be appreciated, been dealing with for months. I'm hoping someone has experienced this.

1. BT.... When I connect to my car or any other speaker /earbuds my phone seems to enter a phone call which in turns mites my music. On my car it either shows my own number or a random 100000000 number. I have to hang it up then I get music back. It doesn't happen every single time but way too often.
2. After a few days my phone will stop waking up. When I double tap the screen or push the power button nothing happens. I have to force reboot the phone. I know it's not "frozen" as I'm still active on wifi.

So far I haven't found a way to disable the pull down quick settings panel (wifi, bluetooth..etc) on the lock screen. I was hoping that at least the lockdown mode was gonna do that but it doesn't.
What's to stop somebody from turning my wifi off while I'm downloading something? That level of control shouldn't be available on a locked phone..
Last week a friend enabled the wifi hotspot on my locked phone and started watching youtube videos on their device. I am not sharing my hotspot password with them again. I can't afford that with my evil monopoly megacorp of an isp..
Disabling the pulldown settings should be an option or at least integrated into lockdown mode imo. I'm quite sure this issue exists on a lot of android firmwares and not just lineage
