unlocking the bootloader is entirely different from unlocking the sim
likely need to call Verizon about that

Don't know what that means. All I know is Verizon does not lock LTE phones to their network (since FCC agreement in 2012), to get more LTE spectrum). You can stick in any SIM card and it should work, as long as the phone has the bands your carrier has.

This policy has been in effect well before the Droid Turbo 2. If it matters to you, the Droid Turbo 2 was a premium "postpaid" device for Verizon. It was never sold under their "prepaid" program, which does allow locking for a period of time. The DROID TURBO 2 is not and was never "SIM locked".
