Do u have any other app markets installed? Like apkpure? If so, uninstall em and it will work
Try wiping cache in recovery
You can try to clear cache and uninstall updates for "Google", "Google Play services" and "Google Play Store" and restarting phone.

Have you tried going into Setting/Apps and then clearing the data and cache of the play store?

You should try flashing a factory image. It'll completely wipe your storage so if you do try that remember to backup anything you might need.
Did you try wiping data and cache from Google Play Services?

maybe clearing the playstore, google services and googgle account, if you go to settings/apps/all and clear all reboot and try again. if not i think a factory reset or reflash..

All Google apps? Does the play store work?
Play may have got stuck on an update. Try clearing cache and data for both services and store (or try one before the other perhaps - can't recall which one usually fixes it) then uninstall. It should just roll you back to the version that shipped with the phone. Reboot if necessary. Then try to launch play store and update your apps. It should update to the latest version without a problem and solve any issue you may have.
If that fails, I guess you can try sideloading the latest version from APKmirror.

Hi, do you have a working solution now?
This has been happening to me for months. Nothing I have done has fixed it. Clearing cache, data, installing a new play store, new GPS, clearing data from all google services apps. It keeps coming back and it is the most annoying thing about this phone. I am rooted but stock otherwise.
I'm on stock with no mods, unlocked bootloader, or camera2api enabled. I'm on bone stock pie Feb patch. Anyone could help me?
If this is not affect you, ignore it. If yes, unlock bootloader and install magisk.
Just clear the play store apk cache, and google services apk cache and reboot your phone. Everything will be perfect ?

Once I had the same issue. Try to reboot the phone after deleting data and cache.
