i need help when i try to flash custom recovery i see this message only official release binaries are allowed to be flashed

Flash Stock and enable OEM unlock in Developer settings before flash a recovery
is a problem from the bootloader itself, the most common form to avoid that is flashing the old bootloader(aka the one of 6.0 firmware) and flash the 7.0 firmware.

Please I own a SM-910H version of the Galaxy Note 4. I tried to flash the N5 ported Sixperience rom but I was experiencing a bootloop because my bootloader wasn't a lollipop 5.1.1 bootloader. I downloaded the 5.1.1 bootloader (910HXXU1COH4) and for some unknown reason I'm not able to flash via odin. It fails whenever it gets to "sboot.bi". I tried flashing the stock firmware, both lollipop 5.0.2 and 5.1.1 but they all fail when it gets to "sboot.bin". But I'm able to flash Recoveries and 910HXXU2COJ4 bootloader.
I reverted back to stock kernel and recovery and still didn't solve the problem. I tried to flash CyanogenMod 12.1 via recovery it also didn't work.
Please I need help to fix this problem because I'm afraid it might affect me in the coming months if I want to flash android 6.0 Marshmallow.

I have the verizon note 3 developer edition running on android 5.0 rooted OF1 firmware
I tried to flash a custom recovery ,Twrp and philz recovery because my bootloader is unlocked I guess but it fails flashing the custom recovery via Odin .so it tried flashing it via the apk (flashfy) it flash it but when I reboot to the custom recovery, I got a message that [recovery is not seanable enforcing ][secure download :failed ]
So my question is ?
Does verizon relocked the bootloader for the developer edition note 3 on the lollipop update or I didn't flash the right custom recovery ?
Please I need a details?

I'm GUESSING but since you flashed the retail firmware...I presume you also flashed the retail bootloader...which is locked.
I know there were many things you couldn't do on the DE and one of those was to use the retail OTAs or firmware.

There is no a specific firmware for the Note 3 DE ,due to both DE and retail have the same model product which is hltevzw ,but my firmware support multi-csc. And also there is no knox warranty.

hey guys i am new here need help so bad
i tried to flash 7.0 on moto g4 plusand i did it and after few days because of heating issues i though i should downgrade to 6.0.1 ... and i youtube it how to do it. and flash stock rom 0f 6.0.1 it couldnt flash properly because bootloader is locked and i forget to click allow oem unlock option i cant go to devloper option now because maybe modem problem because of wrong flashing .... please help
As per my knowledge: Unlocked Bootloader or to toggle Allowing bootloader unlock isn't required to flash stock...
May be you just did wrong flash... Now download correct firmware and follow link below... See post 4 for flashing stock...

How to do it? I have official Nougat. I've unlocked bootloader and installed twrp.
I've tried twrp, but can not find debloated flash rom. Some of guys are making downgrade with fastboot over youtube, but they downgrade back only previous version of android, for example from nougat to marshmallow, or from marchmallow to lollipop.
