Fire HD 10 (2019) 64-Bit Question

I'm thinking of purchasing a Fire HD 10 soon, but am not pleased with the fact that it is running a 32-bit OS. Since it has a 64-bit CPU, is there any way to install a custom 64-bit OS?

64-bit ABI or ROM for Fire HD 8 Plus tablet (Gen 10 / 2020)?

The Fire HD 8 Plus tablet has a 64-bit CPU, but has an Application Binary Interface (ABI) of armeabi-v7a, which means the tablet is limited to running only 32-bit applications. This issue is affecting millions of Amazon customers that purchased the Fire HD 8 Plus tablet. In 2022, most current and emerging mobile apps in development are designed for 64-bit mobile devices, and will not install/run on 32-bit devices.
Is it possible to install a 64-bit ABI (arm64-v8a) to enable the Fire HD 8 Plus tablet to run 64-bit applications (as well as legacy 32-bit applications)? The full potential of the 64-bit hardware should be used. If possible, does anyone have the 64-bit ABI files available for install?
If that isn't possible, is there a 64-bit ROM compatible with the Fire HD 8 Plus that can be installed to enable the use of 64-bit apps?

Question Can I run windows 8.1 on my old tablet?

I have got a very old 2011 unmodded samsung galaxy tab 10.1, is there any way that I can run windows 8.1 natively on the device. Even better if I can dualboot it.
IMO you can't because the system requirements aren't met.​Windows 8.1 system requirements are as follows:​
Processor: 1 gigahertz (GHz) or faster with support for PAE, NX, and SSE2
RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit)
Hard disk space: 16 GB (32-bit) or 20 GB (64-bit)
Graphics card: Microsoft DirectX 9 graphics device with WDDM driver
