Not without root.
With root you can try this.

It working on note 3 but when i tap on + to creat new memo, it show unfortunateky and meno stopped.
How can i get it works.

There's tool called csc decrypt or you can download from custom rom and use it

Thanks I managed to decode it now.
The problem is that when I add it again on the phone, and add
"<CscFeature_VoiceCall_ConfigRecording>RecordingAllowed</CscFeature_VoiceCall_ConfigRecording>"
It has no effect, And in addition it disables other features, such as antispam.
Do you have an idea ?
