Just try to flash with older stock firmware using SP Flash Tool.
I had a similar problem and the older firmware gave it up unlock bootloader without any problem.
When unlocking with fastboot keep the order:
fastboot oem unlock
fastboot flashing unlock
fastboot flash recovery twrp.img
fastboot format userdata
Please change name of twrp-3xx....img to twrp.img

Hello.
Long story short:
I have a OnePlus2, I can boot in Fastboot mode and my PC does recignize the fastboot device.
fastboot oem device-info says that Bootloader is locked and when I try to unlock (fastboot oem unlock) it states "okay" but cannot boot into system because there is none installed. -> Bootloop
I cannot boot into recovery nor install a recovery due to the locked bootloader.
My Question:
Is there a way to unlock the bootloader in fastboot and/or install a boot.img?
I am happy for any help that I get.
Have a good day/night

No, but why you don't have system?
You have stock recovery download official signed full zip and flash it. Recovery.
Also unbrick guide using the one you need Qualcomm drivers

So after booting into fastboot and using the general bootloader unlock method using the commands "fastboot oem unlock" my phone is just looping and looping. I've tried to find factory firmware images from Motorola but there is literally nothing for the E3 2016 (yet). This is a bloody nightmare as I bought the phone today and now it's unusable. I've tried flashing the TWRP version for this phone, but that also doesn't boot!
What do I do? Please help...
Use command fastboot format userdata ...
Already tried that, just wiped the whole partition clean. Unrecoverable. Just got a replacement handset. This phone is not developed upon enough yet.
help having same problem
thx solved myself with spflashtool
Follow the steps below exactly in this order:
fastboot oem unlock
fastboot flashing unlock
fastboot flash recovery twrp.img
fastboot format userdata
* it is possible that you will have to change the file name to twrp.img
If that does not help - you have to upload stock firmware [ eg. Lenovo_XT1706_MT6735M_S135_161108 ] using SP Flash Tool.

Please don`t use the newest firmware! It`s not logical, but true
Use stock lastest firmware with unlocked bootloader:
XT1700 → S124
XT1706 → S135
...and now try fastboot oem unlock, flashing unlock, flash twrp & format userdata.
Regards.

hey ,
i want to go back to stock on moto e3 power xt1706. i think i was on s146 (dec. 2017 security patch).
is it safe to flash s135. i don't want my phone dead.
I rooted my G4 on 6.0 Now just flash back to stock rom and upgrade to 7.0 Build NPJ25.93-14. I also did "fastboot oem lock" to lock the bootloader. But it still comes up when I restart my phone.
Anyone has any idea how I can remove that unlocked bootloader. Now I can not use android pay for my Amex offer now.
What i had to do to get the bootloader to relock was to reinstall the stock firmware again. the worst part is, that the one that was from the Moto factory image site didnt work for me, so i had to use this https://androidfilehost.com/?fid=312978532265364350
Keep in mind that this will erase everything on the device, so make sure to backup your data.
just do this manually
Code:
fastboot flash partition gpt.bin
fastboot flash bootloader bootloader.img
fastboot reboot-bootloader
fastboot oem lock
fastboot oem lock
fastboot flash logo logo.bin
fastboot flash boot boot.img
fastboot flash recovery recovery.img
fastboot flash oem oem.img
fastboot flash system system.img_sparsechunck.0
fastboot flash system system.img_sparsechunck.1
fastboot flash system system.img_sparsechunck.2
fastboot flash system system.img_sparsechunck.3
fastboot flash system system.img_sparsechunck.4
fastboot flash system system.img_sparsechunck.5
fastboot flash system system.img_sparsechunck.6
fastboot flash system system.img_sparsechunck.7
fastboot flash modem NON-HLOS.bin
fastboot erase modemst1
fastboot erase modemst2
fastboot flash fsg fsg.mbn
fastboot erase userdata
fastboot erase cache
fastboot oem lock
fastboot reboot

Im not certain, but would assume no. that being said however, it looks like Moto made all G4 and G4+ varients use the same software, with the exception of the G4 Play. If you do decide to try this, dont flash the bootloader, gpt, NON-HLOS, and fsg, so that going back wont be too painful.
was able to get it working on another pc thanks
You can't relock BL - there isn't the newest flashable stock rom. Read again thread you linked and find in OP this:
"...then follow the above commands, but the following commands in place of the "lock" commands in the list above:
fastboot oem fb_mode_set instead of fastboot oem lock begin
fastboot oem fb_mode_clear instead of fastboot oem lock
..."
You can flash: 24.49.18-8 and after it install ota update.
I am trying to relock the bootloader in adb terminal by using command fastboot oem lock I get a message during boot stating that the system has been destroyed and boot loop.

use reflash tutorial from this site:
HTML:
https://xiaomifirmware.com/roms/download-official-roms-xiaomi-mi-a1/
. Just download tool, extract, then exctract downloaded rom in this tool folder. Conect A1 in fastboot and start flash_all_lock.bat file in folder with room (I used flash_all.bat). This is how I fixed my bootlops...
You need to reflash. There's no other way.
Did you have the original stock Oreo with January security patch?
I would also like to re-lock the bootloader but now I have read your post I am unsure if its safe.
Use this command in adb
fastboot oem relock (your unlock code if needed)

Maybe
I didn't try it but it may brick your phone
Developers should make clear that Re-locking the bootloader is not as easy as the unlock process and there is a high risk you will brick your phone.
