I think it started when I accidentally put the Wi-Fi setting panel/app into multi-window mode. I already had an app halfway at the top and even though it should filter apps that are not multi window capable, the wifi setting panel was available and tapped on it. It could not be placed at the bottom half though.
And/or I played with NFC tags and wrote my network onto a sticker then read it back.
Ever since, Wi-Fi is unavailable. The toggle just toggles the icon state, but no actual connection is made. When I swipe down from the status bar again, the Wi-Fi icon is enabled again. Second screen icon doesn't do anything. I can't get the list of available networks as it's frozen and empty. After a while it says "Wi-Fi isn't responding. Do you want to close it?" This seems to eat the CPU so much it drained the battery quickly. How to I reset this or bring back the normal behavior? Device is factory unlocked H990DS, 1 month old and not rooted.

The problem is that Background Data and Sync ignore the wi-fi policy meaning that the settings to disable wi-fi don't actually disable wi-fi, they just block applications from using wi-fi. The OS can still use it and it still drains power.
That basically means you can never disable wi-fi unless you go in and change multiple settings. The wi-fi policy when the screen is off is useless. Any toggle wi-fi widget you put on the page don't work.
Manually refreshing gmail shows 'no connection' - browser wont connect. But the OS can still get your email and download attachments. Relegating any wi-fi policy to a 'user stop function', not a 'data stop function'.
I have a toggle wi-fi widget on my home screen. I have wi-fi toggled off (also shows as off in settings) I *just* saw the widget flick on for a second, then flick back off. That's the Background data/ sync kicking in right there and that's my whole point.
Another point - if you have disabled wi-fi then turn it back on, it should be looking for the router and getting an IP address. It doesn't do that. When you turn it back on all it does is enable applications to connect. Meaning, when you disable it (via settings>disable wi-fi or disable wi-fi policy) all it does is make the software think you're not connected. It doesn't actually disconnect from the router.
It still shows in your routers wireless list (which it shouldn't if it's disconnected) and ping test will fail because it will refuse any incoming/outgoing requests that aren't from the OS (background data / sync)
If you wait for the background data/sync to connect, you can then ping your tablet and it will work. A security issue as far as I'm concerned.

An update. I can confirm that the wi-fi will never turn off for me. I have toggled it off and put it in airplane mode and I will still get email notifications.
Under battery power it even still shows wi-fi as taking 4% even though by all settings it is off.
The gmail application shows 'no connection'. If i refresh it, nothing happens. If i turn the screen off, eventually it will sync/connect and I will get email - even though I also have the wi-fi set to off when the screen is off.
So to sum-up - wi-fi never turns off. Ever.

From another location, send yourself an email
Wait for notification on your tablet or wait for about 5 minutes
Turn on your tablet, email should be waiting for you.

On the phone with acer support and they confirmed this is the case. They started to explain about Background data and Sync and I stopped them right there. This isn't a settings issue, this is an OS/Hardware issue.

Everything is confirmed with tier 2 and for what it's worth, it'll be pushed further down the chain and looked into.
I had to clarify with them that the issue was with the OS/Hardware and it's not software. If the wi-fi is disabled and I can go into gmail and it show 'no connection' and i hit refresh and it wont get email, then open the browser and it tells me I'm not connected, then the software thinks the wi-fi is off.
The problem is that the wi-fi isn't off as far as the OS is concerned. It is still draining power and Background data/ Sync are still able to connect (and/or override your settings). This shouldn't be the case. The wi-fi setting should superseed all other settings. If i set the wi-fi to off, it should be off for everything and not be draining power. To me this means that the disable wi-fi setting doesn't actually disable the wi-fi, it just locks out software from using it... which is *not* disabling it.
Same issue here, have to get a widget to turn of the wifi. How can they oversee such simple things?
Also sometimes the power button just randomly lights up when its in sleep mode, it's a small light but very anoying if it's dark in the room (e.a on your bed stand).
Okay - Good to hear it's not just me then. But not so good in general.
If you're reading this thread, try it out. Set the wi-fi to disabled when the screen is off then email yourself from another computer and wait for the notification on your tablet. Or get a friend to email you a minute or so after you've turned your screen off (with wi-fi disabled on screen off)
You can reset the policy after.
If you get the notification then your wifi didn't disable while the screen is off like the setting is supposed to do.
mine is NOT giving me issues, but I have found that it can take up to 10 minutes for the wifi to go off. I just used ping to test it. In some cases it took a while but did turn off. My battery doesn't really go down at all when in standby with wifi off when screen off.

I mean, I think it's an issue. If you set the policy to disable wi-fi when the screen is off in the OS it should override any apps - I shouldn't THEN have to go and disable sync and background data as well otherwise whats the point?

Hi, I just ran these tests and unfortunately I can't reproduce your results.
When I disable wifi, I don't have any data connection.
As for wifi sleep, I don't know if it's a bug or intentional but it seems to put wifi into an extremely low power mode, but not necessarily disable it or turn it off when using the sleep policy.
As someone mentioned somewhere in this thread, it looks like wifi has some sort of 'cooldown' period until it turns the chip and process off completely.
I have used Wifi sleep and played Pandora and had Pandora play for hours until it finally disconnected.

First of all, I have never rooted my cell phone, so I guess I am still using the original ROM? I have no idea how to change a ROM, how to root a cellphone, or how to even see what mine is, just so you know. This is why I created a new thread, the other ones solutions always reffered to "change your Rom" etc.
I currently possess a HTC/T-Mobile MyTouch 4G. The issue that I'm having is the following: Everytime I try to turn my Wi-Fi on, it takes a little while, turns on for a couple seconds and then turns itself off, without any command. And it keeps going on this cycle: turning on and off (it is so fast that it cannot even recognize any saved networks, and the wifi icon does not even show up in the upper bar), until I rapidly and manually click, when it is "on", to turn off. Then it stops the cycle, with the WiFi turned off. This means that I cannot use my wireless connection, and it has been lasting for more than 2 months by now. I can access 3G normally. I have tried to "soft format" the cellphone, but it has changed nothing. (By soft format, I mean the format option included on the phone. It formatted everything, deleted my contacts, apps, themes, configurations and etc, but it was made from within the phone). Also, when it is "on", and when I click in the "Wi-Fi settings" bar, it shows nothing and it freezes the phone for a while, some seconds. Then it turns to the "off" state and returns me to the previous page automatically.
The problem aparently appeared from nowhere, I have not made a single change in anything other than installing applications. I have had an issue regarding its battery, though, which made me substitute the battery. The problem also seemed to appear with the battery issue, but it is still occuring, even though I have substituted the battery.

My First android phone was a Motorola MB200. The WiFi never worked. Tried soft reset, flashing the stock Firmware via Pc and using wifi fixing appsbut it never worked.
Until i rooted and flashed cyanogenmod.
The Wifi miraclously started working.
Until now, i dont know why the stock rom couldnt fix that issue.
To cut things short, you could give rooting a try and it might fix your issue.
I have a stock unrooted Verizon Galaxy S5. For several months my phone has been plagued by several issues at startup. Whether I reboot the phone or start it up after the battery has died, it always enters an odd state immediately after loading and seems to get stuck in this state for an undetermined and variable amount of time (anywhere from a few seconds or minutes to hours or even overnight).
While in this state, this is what happens:
1. Screen stays on. Once I unlock the phone, the screen stays on. The side button doesn't do anything to lock the phone or turn off the screen. Holding down the button, however, still triggers the power menu. The screen timeout never triggers, even though it should turn off the screen after 2 minutes of inactivity.
2. WiFi and Bluetooth turned off. Even if they were turned on before I powered down the phone, they are not enabled when the phone first boots up. I can manually turn them on but the WiFi will not connect to a network, even if one is available. It may show it is connecting to the network, but it gets stuck at "Checking the quality of your internet connection" and continues to use the 4G network for data connectivity. This happens no matter what WiFi network I am within range of, so it's not an issue with the network or router itself. If I am not near a network at all I will still experience the other problems of not being able to lock the phone, etc.
3. Startup applications don't load. I have Tasker on my phone, but it doesn't load and show it's notification bar icon.
Otherwise, I can use the phone normally and open applications, surf the web, etc. It seems that loading some applications and using the phone eventually causes the phone to exit this mode, but I haven't been able to find a single particular application or series of steps to fix the problem. If I power on the phone and don't use it that just seems to make it take even longer to fix itself.
Once it gets out of it's weird state, the WiFi connection will become active (it will turn on WiFi if I haven't done so manually already) and it will connect to a known network if one is available, the phone will lock itself or I can do so from the side button, and things like Tasker and Power Save mode will turn on.
I am stumped as to what could be causing this problem or how to fix it. It seems the phone may be doing some kind of check, maybe related to Knox, that hangs during startup and prevents certain things from working until it straightens itself out.
Any clues into what this problem is, what is causing it or how I could further analyze this problem and determine its cause would be greatly appreciated.

Have you installed any official updates from Verizon at any point? I've heard of phones having phantom problems like this after receiving a bad update. I would definitely contact Verizon if you did update at any point. If not then like BigBot96 said, contact Samsung about the problem.
My wife's Note 2 did something similar when the battery died. I had to factory reset. Her phone was rooted/unlocked & running a custom TW ROM, though. May I suggest doing a complete factory reset and Odin. Backup data to computer or external sdcard since this will clear the entire device.
Edit: After rereading OP's post it actually sounds like an app is hanging at startup which could cause this behavior. A logcat should tell you what's going on.

I am having some problems after an update today. Build number is NRD90M.G935FXXU1DQE7.
The first thing I noticed is that it no longer connects to my WPA Enterprise (EAP-TLS) network. I was told the log on the RADIUS server is saying the client rejected the server's certificate. When I manually click on the network to force it to connect, the "Settings UI" would sometimes crash.
I then rebooted the phone and each time it would reboot itself seconds after unlocking, but just before doing so, you notice the top bar does not show up or stop rendering half way so I think some part of the system is crashing and causes the reboot.
I then then disabled wifi before unlocking which stopped the auto-reboot. (You have to click on the "Wifi" label in the drop down to get to the details page which shows you a wifi toggle switch. Click that switch and then unlock.) If I leave Wifi on and reboot then the boot loop returns so it's pretty clear it's Wifi-related.
I then "forgot" the WPA Enterprise network and subsequently the phone no longer crashes after reboot. Unfortunately, it still cannot connect to that network.
Another thing I notice with this update is constant CPU usage. If you enable "show CPU usage" in developer options, you notice the load average is constantly >6. This is very high for a mobile device and indicates something is probably stuck in a loop.
Is anyone else having similar issues?
Do a factory reset and set up as new phone do not restore our use backup settiings do install everything fresh this is what fixed multiple issues i had

I have tracked down the cause of my delayed/missing notifications to the FCM receiver not automatically re-connecting when I roam from one access point in my network to another with the same SSID. This behavior started after I did a factory reset and updated my 6T to OOS 10.3.2 from OOS 9.0.17 (whatever was the last version of Pie)
Does anyone know the setting to enable the Reconnect Manager for FCM? You can see the status by dialing *#*#426#*#* and turning on advanced view in the menu on the top right.
My notifications do not work when it is in a disconnected state. As soon as I turn WiFi off and back on the FCM service reconnects and I get all the notifications I was missing. I have waited over an hour and FCM never reconnects on its own.
I have searched on Google on how to enable this setting with no luck, I even tried the Heartbeat fixer apps for GCM but they do not enable the Reconnect Manager setting in FCM.
