US Cellular XT1768 Moto E4 - Bootloader is Unlockable, and other info - Moto E4 Questions & Answers

Edit: My original post is contained below. I have edited since I now own the US Cellular variant, and want to share some information about it, and to help clarify some of the rooting process. I ran into some snags that may be obvious to the pros, but for the noobs and novices, a little more detail can be helpful. Also, this information should be useful for either USC or Retail variants.
First, the USC Moto E4 appears to be very much the same as the Retail Unlocked E4 being sold for $130. It has the same SKU of XT1768, can be bootloader unlocked, rooted, and appears to work with most carriers out of the box. I picked up my USC variant for $50 on eBay, and, as of this post, USC has them for $20 plus $35 for 1 month of service. Quite a deal if you can get one.
My thoughts/experiences are:
1. The USC Moto E4 (XT1768) appears to be fully unlocked*.
A. Out of the box it worked with my Tracfone AT&T sim for calls, text, and data WITHOUT having to configure anything.
B. It passed IMEI checks for Page Plus , Verizon, and Tracfone Verizon.
C. It passed IMEI checks for Ting GSM.
D. It, however failed for Tello, which is Sprint only.
EDIT - Thanks to @shogunreaper. He says the phone is compatible with Sprint & Tello once you ask Sprint to add the imei to their list. See here.
* Conclusion: The US Cellular E4 is almost fully unlocked. The retail version says it’s compatible with Sprint, but the US Cellular does not appear to be. It seems that it would/should work for all the other carriers. There is speculation that Moto may have not yet released IMEI numbers to Sprint yet, thus the reason the IMEI is failing for Tello/Sprint. Apparently this was the case for previous unlocked Moto phones. Not a problem for me as I will likely never use Sprint.YMMV.
2. BOOTLOADER UNLOCKING
I followed these instructions.
Unlocking the bootloader will cause the bootscreen to display "Bad Key" when you turn on the phone. THIS IS NORMAL. It will boot normally and your phone will work fine. Currently looking for a method to replace the bootscreen so "Bad Key" isn't displayed.
3. Flash the US Retail Stock Firmware
I did this to see what would happen, if anything, and to de-brand the phone as much as possible. To be fair the USC E4 only comes with 4 bloat apps and a modified Boot Animation with the US Cellular logo. The Retail Stock firmware removes all that. THIS IS OPTIONAL. To flash the retail firmware:
A. Download RSD Lite. This is similar to Odin, for those that have/had Samsung phones.
B. Downloaded firmware. I used the “Retail” version.
C. Unzip firmware to separate folder, install RSD Lite, & put phone into fastboot mode, & connect to PC. In RSD Lite, search for folder with firmware and select the “Flash” file. Process should take about 10-20 minutes.
4. Installed TWRP
A. Used the TWRP image from @squid2. I permanently flashed it with twrp-perry-3.1.1-r2.img
B. It wasn’t obvious to me, but the TWRP image should be placed on your PC, in the same folder you run ADB from, meaning put the TWRP img to be flashed in "platform-tools" for ADB. I originally placed the TWRP image on the phone’s SD card and it didn’t work. Don’t be dumb like me!
C. When you enter the command fastboot flash recovery twrp.img, make sure the twrp.img part matches the file name you downloaded, such as fastboot flash recovery twrp-perry-3.1.1-r2.img or fastboot flash recovery twrp-perry-3.1.1-r3.img.
D. Flashing TWRP to your phone will cause the bootscreen to display "N/A". THIS IS NORMAL. Currently looking for a method to replace the bootscreen so "N/A" is no longer displayed.
5. Root
Followed @KyleBryant guide (bottom of Post #1).
A. Download pph’s su zip.
B. Download no-verity-opt-encrypt.zip.
C. Flash both Superuser & No-Verity in TWRP.
D. Reboot the phone and INSTALL phh’s SUPERUSSER FROM PLAY STORE.
@KyleBryant says to format data in TWRP, reboot to TWRP, then flash the zips. I wound up doing this because after flashing the zips, Root Checker said I didn’t have root…but I think that’s because I didn’t install the SuperUser apk. DUH! Also, formatting data wipes your phone clean. Wasn’t a problem for me as I was doing this on a new phone. So…decide if you want to format data or not. For a new phone it’s not a big deal. If you’ve been using the phone for a while and have all your data, etc…, backup what you need first before formatting data.
6. Remove N/A on boot image
Thanks to @mikaleee, we now have a template to replace the logo.bin. Guide is here.
7. Disable/Remove Increasing ringtone. I posted the procedure here.
Hopefully this helps.
ORIGINAL POST
On another forum, it is mentioned that US Cellular also has the E4 for $20, and reported to be SKU XT1768. Comparing the specs on US Cellular (features tab) to GSM Arena, it appears to have the same bands, specs, etc... However, it has US Cellular bloat. The one user with the US Cellular E4 confirms that his phone works with AT&T WITHOUT sim unlocking. Unfortunately, nobody can confirm if the US Cellular E4 can be bootloader unlocked. I contacted an eBay seller that has several for a really good price, but he can not confirm about the boootloader either. So...does anyone have the US Cellular Moto E4? And does it qualify for bootloader unlocking?
I went so far as to order one from US Cellular, but was rejected because my mailing address is not in their service area.
Thanks,

I don't have a US Cellular E4, but a couple years ago I was messing around with E2s, (Moto e 2015). Started with a Sprint version, which was bootloader unlockable but not SIM unlockable. Switched to USC version, which was also bootloader unlockable, and also is running on AT&T. There was a little trickery required to get it to see the AT&T SIM iirc, but it's been a while since I've messed what it / used it as a phone. Still sees regular use as a media player.
My guess is the USC one will be unlockable. I looked on USC site, can get it here, but it appears I have to sign up for a month of prepaid service too for another $35. If I can find one for $20 with no commitment I'll grab it and test.

If it is an XT1768 and the bootloader is unlockable, you can flash the retail version firmware which supports AT&T out of the box.

I have a US Cellular version that worked with no tweaks using a GSM BYOP TracFone SIM. Activated immediately.
I'll try and unlock the bootloader tonight and let you know.

yes it is I had one a few weeks ago and got the code from Motorola if you go to settings>about phone>tap build number 7 times then go to developers settings then you sill see allow oem unlock

That would be awesome. I ordered one from eBay for $50. Figured it was cheap enough to take a gamble on. I should get it tomorrow.

Sweet! Did you follow through and root as well?

I haven't rooted yet it seems like things are still in the early stages but will once things start looking more built together this is still a new device so things are going to be a little rough but I will root eventually

I just unlocked the bootloader. It's a go!
(bootloader) Bootloader is unlocked! Rebooting phone

Do you want to say that it's factory unlocked?
Could you try with another GSM SIM card and confirm?
Thanks!

Deleted. Was just a rehash of 1st post.

The only reason I said to format data is to wipe encryption so you can mount the system. Nice guide too, thanks for the mentions.

Can you explain the N/A on point 6? "Remove N/A on boot image."

It's an attempt to remove/hide the N/A that is displayed when bootloader is unlocked/TWRP is installed. If it works, you'll know.
EDIT - It did not work.

Sorry to hear that. But this would only possible an issue if you want to turn the device in for warranty purpose. Am I missing something? Also over at the Slickdeals, there are so many people debating on the band 12 for this phone. Do your carrier support that and if so can u test? Thanks

The N/A on the boot screen is a cosmetic thing. Once you unlock the bootloader through Motorola, you agree that you are forfeiting your warranty.
As far as band 12, that's a T-Mobile thing. I use AT&T, so I can not test.

How can I flash retail rom? I have a sprint version xt1766 and tried to flash retail and other roms many times, and every time it fails to flash bootloader and gpt.bin, boot.img. I really would like to have a rom without all sprint bloatware....Do you think sprint version is flashable with retail rom? what am I missing? Many thanks!

@fountain1
1. Is it bootloader unlocked?
2. Does it have the fingerprint reader as well?
3. How are you attempting to flash? RSD Lite appears to be the preferred method. See post #1 for link.
4. It just may not be possible.
5. That's all I have. I can't be of any further help.

Yes, bootloader is unlocked, I am trying to flash it with fastboot cmd, rsdlite doesn't detect my phone on my Windows 10...I am not sure if it has a fingerprint scanner, cannot find it in settings....

The only other GSM SIM I have to test with is a micro while the E4 takes a nano. Sorry, but I can't test that.

Flashed Verizon RUU, cellular radios, GPS, and camera now broken

Hey all,
So, a little backstory: I got this HTC 10 from Sprint not too long ago, and little did I know that I would be stuck with Sprint unless I reflash the phone firmware. (after research, asking HTC and Sprint, I received misinformation from reps stating that the phone would work on Verizon with just a carrier unlock issued over the air). Moral of the story: don't rely on customer service :silly:.
Fast forward to now, and I have rooted (temporarily to run Sunshine), S-OFF'd (using Sunshine), changed the CID (for Verizon), and flashed the newest Verizon RUU that developer Dottat kindly posted here.
That worked, full LTE, but then whenever the camera or GPS were accessed by any application, the phone would freeze with a black screen (though it seemed something was still running in the background, as notification sounds would still play, and I could exit by pressing the home button and waiting about a minute). After this, I tried flashing the Viper ROM just for kicks, but then the cellular radios only functioned with 3G coverage (no LTE in a coverage area), and GPS was still broken (the camera issue was fixed with this flash for some reason).
Unfortunately (or maybe not), I am pretty sure /system has been wiped multiple times. I also ran
Code:
htc_fastboot erase modemst1
htc_fastboot erase modemst2
after each install of a new ROM, then performed a factory reset from recovery (just a factory reset, nothing more).
Now I went ahead and used an official ROM from HTC's website in an attempt just to get full functionality working on any carrier. I flashed the USA unlocked variant (and changed the CID to BS_US001. MID is still 2PS650000), but now I am experiencing more missing functionality. The camera and GPS are still missing, and now the SIM card is not detected (when entering the access point names dialog, a message pops up stating that there is no SIM, or SIM error when I am using an activated AT&T SIM). When I enter the test menu (*#*#4636#*#*) and select any option for network mode other than what is default (LTE/CDMA), the new option won't 'stick' (it returns to default after a few seconds).
This sounds to me like there is stale firmware on the device from a previous flash, or that the firmware for these core peripherals is corrupt. Is there a way I can get these devices working again? Or am I now stuck with a bricked device ? I do still have a backup I took of what was installed stock by Sprint (all except for /data...but I don't need that partition, right?)
EDIT: Mods, I am terribly sorry! I meant to post this in HTC 10 Q&A. I don't see a way to delete a thread, so hopefully we can move it.

A MOD should move it soon.
I am not the best here, but hopefully can be of some help.
I would just superCID, save a step for flashing RUU's.
So, when you flash the Verizon RUU, does camera work?
(if you RUU and only have 3g, wipe the modems to get 4g back)
If your trying to use the phone on Verizon I would do the following:
1) Change your CID to Super, 11111111
2) Flash the US Unlocked RUU, http://www.htc.com/us/support/rom-downloads.html#unlocked
3) After it fully boots, reboot into the bootloader & flash the Verizon radio, http://forum.xda-developers.com/verizon-htc-10/how-to/vzw-how-to-unlocked-model-vzw-t3376743
4) Make sure the Preferred Network is set to Global, Settings>Mobile data>Preferred Network
5) Get to the secret menu *#*#4636#*#*, and set the preferred network type to "CDMA/EvDO/GSM/WCDMA/LTE Auto"
I use a Verizon model with the US Unlocked firmware. As far as custom ROMs, some work with Verizon's network and some don't. I'm sure theres a workaround but I've stuck with the US Unlocked firmware, and just use Xposed for any tweaks/mods.
If your trying to use it on AT&T and the radio from the US unlocked RUU should work.

How to Full carrier unlock Verizon S8+ with Stock SM-g955u1 bloat free

DISCLAMER: I AM NOT A DEVOLPER AND MAY NOT BE ABLE TO HELP YOU ON YOU DEVICE. UNSUCCESSFUL ATTEMPTS TO FLASH FIRMWARE ON THIS DEVICE CAN AND WILL BRICK YOUR PHONE. BACK UP EVERYTHING IN EVRY CONCIEVABLE WAY.
After days of trying to do this with all the outdated guides and miscommunications and edits in post i decided to try and make a streamlined guide to help others.
NOTE: If your are looking for anything else other than a stock bloat free unlocked firmware then look elsewhere.
Also if you are using rev 1 booloader then this will ireversablly upgrade you to rev 2 bootloader not a real problem just a note
Download 3B's patched Odin 3.13 https://drive.google.com/file/d/17wH1YHcGsOCxbDGYDoy9VlnqO_Xi6IOm/view?usp=drivesdk
Download samfirm.exe
https://drive.google.com/file/d/1XdboeTqk8pSZyJQVt-IHVHFfznJ9eOQk/view?usp=drivesdk
Thanks to @zxz0O0
If you can't find your own drivers don't do this
1. Extract B3 Odin
2. Extract and run samfirm.exe
3. Make sure auto is checked use SM-G955u1 as model number and XAA as country code then search. It should find you the absolute latest firmware
Hit download and choose file destination. This can take a while.
4. extract firmware.zip
5. Run 3B's Odin and add file to there respective locations. I.e. Ap file in Ap slot etc. Use the non home CDC
6. The only thing you need ticked in Odin are already set by default
7. Boot phone into download mode power+bixby+volume down while the device is off
8. Read the screen that pops up very carefully and decide to continue at you own risk by pressing volume up
9. Connect phone via USB 2.0 port do not use a USB 3.0 port it will not work
Make sure Odin recognizes device if it doesn't then u have a driver issue
10. Press start and wait patiently
11. Phone will reboot it self setup device and insert sim card. You will probably get a notification say phone not allowed a quick call to the service provider you trying to use is all that's in order here
12. Enjoy your carrier unlocked stock SM-G955u1 on your preferred network
I AM NOT RESPOSIBLE FOR ANYTHING YOU DO TO YOUR OWN DEVICE YOU WERE WARNED.
So this gets rid of all bloatware?
From my knowledge, Verizon does not, and has not ever carrier locked their phones. Seems like a lot of trouble just to debloat.. Am I missing something here?
Any idea why it stucks at "SetupConnection.."
This worked GREAT! My Verizon S8+was working fine on AT&T before I did this, but I was stuck on Android 7.0. So thank you so much for this. There's only one thing that bothers me is in my drop down menu there's a notification that says "Sprint OMADM Checking Device Status." Which really isn't a big deal, it's just annoying. Another thing I worry about is, i'm using it on a GSM network, is it actively searching for a CDMA network at the same time and draining my battery? Any input would be appreciated, and thank you again!

The method will be similar just need the proper firmwares for your device
This being quite an old post I was wondering ...
I am currently on G950USQS5CSB1 with CSC XAS/XAA/VZW.
Currently I have no carrier bloat (good), I am on Mint with no issues (good) and I get prompt OTA's I assume for carrier VZW but I lack wifi calling which I would like (bad).
I have downloaded G950U1UES5CSB2 for G950U1
Will this work using the 3B modded Odin as described without having to flash the combination files?
normal and Prince Comsy Odin both failed.
Thanks
edit: Took the dive .... worked great thanks, now on G950U1 and have wifi calling and VoLTE
This is great, minus one thing, it installed facebook on my phone, which I didn't have before and never wanted and it won't let me uninstall it..
I'm hoping you are still monitoring this old thread. I have a Verizon Galaxy S8 and followed your instructions exactly (except that I downloaded the files for SM-G950U1 (my current model is SM-G950U). When I start Odin, it gets stuck at "SetupConnection" and never goes any further. Thoughts?

This would be great if it worked. However I have my doubts. You would first need to have the phone be from Verizon or be on another carrier and *unlocked* first before changing any CSC using the US OPEN firmware which allows you to simply put a sim card in and switch carriers by swapping sims and letting Samsung reconfigure the phone. The BEST setup is a SPRINT phone.. unlocked.. then converting to U / U1 firmware. You then have every possibility when it comes to carriers sitting at your finger tips!
Good Luck

Your post dont even make sense. The Verizon s8 at the time came sim unlocked. All you had to do was swap the csc. But worked unlocked out of the box. Why would a sprint device be the best setup. All the us s8s are identical. Sounds like you come from LG which is true on devices and versatility. Not Samsung.

[Q] Moto G5 Plus Stuck In "Limbo"?

As of this point the warranty on it has long since expired (for both Motorola and Target, the place where it was purchased) so we're pretty much willing to try anything to get it working
I've got with me here a G5 Plus XT1687 that, at best, I can describe as being in a state of "limbo". Its bootloader mode can only be set to flashing_unlock and flashing_lock. We've obtained the unlock key from Motorola's tool and have tried fully unlocking the bootloader multiple times following the guide on XDA, but it seems to not want to accept the command fully and remains on flashing_unlock. When I try to relock everything to start over, it gets stuck on "flashing_lock" and won't go back to fully locked. When it's in the flashing_unlock state I am able to flash ROMs and TWRP builds, so technically it's unlocked.... sort of. I'm unable flash SOME things, like new bootloaders or gpt partition tables, but other things will work just fine, albeit with the occasional "invalid signature" message following flashing. But this right here is only the start of our problems.
Having purchased the US retail XT1687 model, it was supposed to come carrier unlocked out of the box. My friend who got this didn't have a SIM when he got it at the time, so he just used it as a WiFi-only media player sort of thing. When he finally got a T-Mobile SIM and put it in, it asked him for an unlock code. This of course doesn't make any sense, because we didn't get this from a carrier, so why would it be locked to anything in the first place. It was tried with multiple different SIM cards, running multiple different ROMs (and even stock firmware) all with the same result: the phone seems to be network locked to nothing at all.
I tried calling Motorola and they said they can't make an unlock code for us since it's the carrier that decides what algorithm to use for network unlock codes... but this phone didn't come from a carrier, so I don't know what to do.
Fixing the bootloader thing would be nice, but my main goal here is to try and remove this nonsensical network lock so my friend can actually use it with T-Mobile. At this point he doesn't want to send it back (since we'd have to pay for the repairs, and he got a cheap LG to use as a primary phone anyway). That being said, we're pretty much willing to try anything to get it working. Any suggestions?
EDIT: just want to mention as well, we've never had a problem with the IMEI being set to 0. It's always been what it originally was

Need help getting my AT&T sim card to work on my T-MOBILE ONEPLUS 6T

i know I posted earlier about a different issue, sorry for spamming the board.
I have a T-Mobile 1+6t with 9.0.15, i have been searching and tinkering all day and am still very confused about how to do this. From what I've seen, it is definitely possible, and every guide i've looked at is very simply laid out but i keep running into issues. Firstly, I have successfully converted to international version using the MSM tool. I thought this would be enough for my sim card to work but it is still not working. Now I am reading a bunch of other things about sim unlock and bootloader unlocking. Sorry but I am a noob at all of this. Can anyone point me in the exact direction in order for me to get my AT&T sim card working in my T-MOBILE 1+6t?
So my information is : TMOBILE 1+6t converted to International, running 9.0.15, and need to get AT&T sim card working.
What Ive done so far: converted to international.
What am I missing?
Before the conversion, you needed to get the carrier unlock code from TMo.
If you have not done that, you need to convert back to TMo firmware, get it unlocked from TMo, use the unlock app to unlock. After that you can flash the international firmware.

is there a way around that? before i converted, i did see the unlock app and tried to use it but it said the device is not eligible. I called t-mobile and they said they'd send me instructions to unlock. But i am not totally sure if the phone is paid off, it was my gf's ex's phone who i don't know and she doesn't want to talk to
Right now i am trying something else - from the guides i've gathered, you need to be on 9.0.11 to unlock the bootloader and need the bootloader unlocked to unlock the sim, so:
I am downloading the files to downgrade to 9.0.11 international, unlocking the bootloader after that, then using this guide to unlock the sim. will this work?
There's no workaround.
If someone stole my TMo op6t and tried to use it in another network, he or she can't unlock it, as I own it and it may not have paid off.
Actually you can follow this guide ( https://forum.xda-developers.com/oneplus-6t/how-to/guide-sim-unlock-t-mobile-version-type-t3915269 ) to remove the Sim lock. In essence you'll convert it to international, erase the two modem files containing the Sim lock info, revert it back to the TMO version. Apply to OnePlus for your unlock token, wait a week to get it, then unlock bootloader. End result is a fully bootloader and Sim unlocked phone. Or if you're not interested in unlocking the bootloader you can skip the last part. You'll still have an unlocked phone.

Hey I actually successfully followed this guide last night and am now typing on my 1+6t international w/ unlocked bootloader + sim unlock. I unlocked the bootloader using a different guide. One question: will updating my phone affect this sim unlock? Because I know you need 9.0.11 to unlock the bootloader, and you need an unlocked bootloader to use this sim unlock guide. I know there is an update available, Is it safe to update?

The Sim unlock sticks permanently, I've updated several times after doing the SIM unlock both on the TMO version and the international version and have had no issues at all. I flipped back and forth between the two trying to decide which I wanted to run. Stuck with the international just for the more consistent updates.

Network locked V35

Hi. I recently bought the LG V35 supposedly unlocked; however, I am unable to activate on T-Mobile.
Backstory: After purchasing the V35, I followed the instructions on cross flashing to get rid of the AT&T bloat here https://forum.xda-developers.com/lg-v35/development/bootloader-unlock-root-instruction-t4052145. The firmware I downloaded was from https://lg-firmwares.com/lg-lmv350ulm-firmwares/; however, the AIO and the USA versions are both the same. I flashed one of the firmware and all is fine, except now I get "Network locked" after I insert my SIM card from T-Mobile. I went AT&T's site https://www.att.com/deviceunlock/#/https://www.att.com/deviceunlock/#/ for an unlock code; however, I do not get a prompt on my phone to enter the code. This is after I flashed the phone.
My questions are, which version of the firmware was I to use so my phone is network unlocked AIO or USA? If they are both the same, how do I get the phone to be network unlocked so I can activate the V35 to T-Mobile.
TIA

You need to be on AT&T firmware to use the carrier unlock code. If you cross flash to different firmware before carrier unlocking you are out of luck. EDIT: see posts below where new information has emerged.
Obviously your V35 was not carrier unlocked/SIM card unlocked, in spite of what the seller said?
Unlike with the LG V30 series, flashing carrier unlocked firmware does NOT carrier unlock AT&T LG V35. You need to use carrier unlock code prior to cross flashing different variant firmware.
Perhaps you can contact someone with Octoplus box and get back to AT&T firmware to use carrier unlock code. AT&T doesn't publicly release KDZ for their firmware, but some dealers with Medusa and Octoplus boxes still somehow have it.

My understanding is that if you flash the firmware for south america, when you boot it with your sim card, a pop up will appear asking for an unlock code. Haven't done it myself but it sounds like in your situation it wouldn't hurt to try...
Of course, if u don't get a pop up, try the code that supposedly brings up pop up to enter code.
follow this link for the MIA version that should work.
cheers, let us know if you try it the results.
Thread Cleaned and it will end here regarding this back and forth, take care.
Hi OP, use LGUP to flash Mexican region kdz, insert your T-Mobile sim and unlock window will pop-up upon reboot and you can use the unlock code to unlock your phone. Good luck.

Guaranteed? Well, as stated by those mentioning it here, I don't think we've actually done it, only repeating that others say it will work. So again, guaranteed? I couldn't guarantee it, but it seems unlikely that people would say it does work, and be lying about it?
Here's a GDrive link to the kdz you'd want to flash to try it. It's the latest Oreo for the south american region. Aside from using LGUP to flash it, you'd need an unlock code.
The md5 sum from this LG Page should match, to verify legitimacy.
Let us know if it works.

So I just flashed my phone from the link you provided and no dice. I reflashed, factory reset, insert the SIM card after completing set up, insert SIM card after factory reset the second time, etc. with no luck. I am not getting a pop to ask for the unlock code.
EDIT to add: So I found a set of instructions when I don't get a pop up asking for the network unlock code (below)
Second option (device doesn't ask for an unlock code with an unaccepted SIM)
1. Start the device with an accepted simcard (example LG V35 ThinQ was bought in Orange you need to insert an Orange card)
2. Go to the dial screen and press “2945#*model number#” (the same way you enter a phone number)
Example: the device is a P999 you need to enter “2945#*999#” or for KU990 you need to enter “2945#*990#” etc…
So far I am getting closer. Now I get a message saying SIM not provisioned. I will continue to research and troubleshoot. If I continue to run into a another roadblock, I will post here. Thank you all.
Okay, now I fracked up something else. I went from V350EM10h_OPEN_SCA_OP_118.kdz to V350ULM20f_00_NAO_US_
Okay now I am stuck at the LG Life's Good splash screen. I went back to LGUP and did not see it was defaulted to Refurbish going from V350EM10h_00_OPEN_SCA_OP_0118.kdz to V350ULM20f_00_NAO_US_OP_0218.kdz. I went back and reran LGUP with Upgrade chosen; however, the phone is still stuck at the splash screen. Help!

So you've tired to reflash ulm and have an issue there. But did you get it sim unlocked?
here's also some instructions I found re unlocking sim if you don't get a pop-up
UNLOCK LG UNLOCK INSTRUCTIONS
ONCE YOU HAVE RECEIVED THE UNLOCK CODE EMAIL, PLEASE FOLLOW THE FOLLOWING INSTRUCTIONS CAREFULLY.
1) Insert a SIM card that is not from the original carrier in your phone and power on the phone.
2) Once finished loading your phone will ask you for the "SIM Network Unlock PIN".
If your phone does not prompt for a code, please dial 2945#* [model number] # to bring up the prompt
For example LG G4 D851: Dial 2945#*851#
3) Enter the LG Network Unlock Code.
If your phone asks for the "SIM network unlock PIN", use the NCK code.
If your phone asks for the "SIM Service Provider unlock PIN", use the SPCK code.
---------------------
But now you have an additional issue, you say you used 'refurbish' mode for both flashings? To the S.A. one and then back to the ulm one?
To my understanding, that should have worked. But whatever the case may have been, you're stuck now, from what I understand. If that's the case, all I can suggest is trying 'DL' mode for the ULM and select all partitions, OR maybe try 'Upgrade' (if you did refurbish" or refurbish if you did the other.
Sorry to hear you're having trouble, I guess, if you followed the procedure and it didn't work, then this is an indication there IS NOT a way to unlock the sim if you failed to do it on ATT OS.
Let us know if you're able to make any progress / got it sim unlocked or not. We'll have to start relaying the results so others don't have the same issue.

Actually, I was able to get the phone to be network unlocked. I mistakenly went from S.A. version to NAO as Refurbished instead of Upgrade on the LGUP.

Well that's not good. I can only suggest try doing a partition D/L? I don't know if that would help or not, but not sure it could be worse than it is now? Certainly don't try the other options like chip erase etc. Those are not for a situation like this, they will certainly make things worse!

You did not ready the whole thread. I was able to network unlock my device after using a South American firmware. In my haste, I used LGUP and flashed the NAO firmware as a Refurbish instead as Upgrade.
