I am just venturing to understand how to interpret the FCC SAR value results table for the Galaxy S8.

To begin with, do I understand correctly that if only the 2G/GSM band is enabled on the phone, the SAR values for head and body will be a maximum of 0.15/<0.1 (head) and 0.22/0.31 (body), depending on the GSM band used?
Secondly, does anybody know what the "Hotspot" and "Phablet" measurements represent?
Third and last; what does the orange markings signify?

For those of us who don't quite understand the technical details... Lower voltage = better power efficiency and a single light field = better viewing experience right ?
Is some days that in online stores i see some advertising about "bluetooth gps tracker" like this one: (see picture)
I am not an expert in rf field, but i know that bluetooth works close to wifi frequency and the property of this frequency doesn't allow long-range tracking.
My question now is: How this trackers work ?

FCC (in the US, I'm sure other countries have similar policies) require this information to be stated / published. So I can't imagine they are just making it up. Why?
