We have root, and with root we can use flashfire to flash things, i.e ROMs, Xposed.

You can't root 950u you can still root Oreo and pie. So you are correct there, but you only stated Oreo and pie

You can install it on non-rooted snapdragon; just use flash with sd card or adb tools.
