I noticed my back camera lens is slightly lower than center and sometimes it moves to center.... I understand OIS must be the reason but it's unacceptable when camera is off. OIS and consequently camera slight movements must be active when you use camera!
Has anybody else noticed this?
So...do you have a real problem with the camera when taking pics ... or not?

Well i live in Turkey so i couldn`t try it on 3G network, but when i use coolcamera app. i see that the picture is very very fuzzy (i couldnt even understand where it shows on the screen) and it is rotated 90degreed as default. Is that because of the under quality front camera that htc uses on hermes or is it that my front camera is broken?
It is (both the quality and the rotation).
The pictures shouldn't be completely fuzzy. It should be relatively sharp depending on the lighting. The issue is probably the focus mode the lense is in.
On the back of the phone, next to the camera lense, is a little slider with a dot and a picture of a flower. You might have it in Macro mode. Adjust the slider so that it is next to the Dot instead of the Flower. Macro mode is for taking pictures of up close objects.

I just re-read your post and noticed you are talking about the front camera, not the back camera. Sorry!
I have this weird spots in the front camera of my S4 that make it impossible to use the camera because they make it lose focus and every picture comes out incredibly blurry. Is there any way to fix this without opening the phone and cleaning it or taking it to service?

The camera on my Note 4 has real problems focusing, in any light conditions. It continually focuses and refocuses, making it very difficult to press the shutter at a time when the image is actually in focus. I've wiped the lens with a micro-fibre cloth, and it looks clean. I've also tried switching metering mode to Spot, which helps a little but doesn't get rid of the problem.
Has anyone else had this problem?

I am experiencing clicking noise when I shift between front and rear camera, changing between modes for rear camera. It's a fairly loud noise, at least the loudest I have heard for all the smartphones I have owned since a decade ago.
This is weird because the noise seem to start on my 2nd day of owning the phone. Don't think I notice it yesterday.

THis is completely normal. It's just the aperture opening and closing quickly.
If you look closely at the middle camera while switching between front and rear camera (just swipe up on the screen while looking at the rear camera), you'll see the aperture quickly close then open again. That's the sound you're hearing. Nothing to be worried about.

If camera aperture closes n open hundreds of times per day will it cause physical damage? As it has physical components?

And whenever i open snapchat it ll open close the aperture shutter.
