I, and many others found it shocking that Huawei managed to fix the tether provisioning to where it will connect to your carrier, no matter who they are. That being said, if you do not pay for a tethering package, you will not be able to use it... Until now.
The irony here is that root wouldn't help you fix it, editing the buildprop yields no results, neither do any of the root apps like Wifi Tether Router.
I found a way to activate the Wifi hotspot without root and it works just fine. Here's what I tested it on :
Cricket
MetroPCS
EMIUI 4.1
1. Insert another active SIM(or removing the current sim and leaving it out might work too) and start the hotspot.
2. Remove the SIM tray and put in the active SIM card you would like to tether on.
3. Connect and enjoy the hotspot.
This does not mask your tethered traffic in anyway. Perhaps if you use Wifi tether router in conjunction with this FIX you will be able to mask your tethered traffic in the eyes of carriers like MetroPCS/T-Mobile. Cricket seems to not care a bit about me doing it though. You may not need another SIM card but I have not tested that yet. Hope this is helpful to those who use their phone as their main source of internet.

I am using the US 32GB model of the phone. However, this should not be a problem. I am on Cricket which runs on the AT&T network in the USA. And yeah it's funny. I go through all the trouble to try to enable hotspot and then thought about my MetroPCS SIM and threw it in and it let me turn on the hotspot. Surely it wouldn't allow the hotspot to stay on while I remove the SIM, right? Wrong. hahaha
I found a simple root method that works for Cricket and AT&T.Using Root Explorer,go to System/App/ and find a folder called ATT Entitlement,long press it and move it to external sd for safekeeping.Reboot and Voila!!! , Hotspot works perfectly fine.Happy Tethering.
In chrome on your pc just install user agent switcher and then pick from the list and provider will still see Android and do what you do on the interwebs.... That's what i have done for years now to use phone tethering to pc
I'm stock frd-L04 EMUI 5 using a AT&t Go phone sim and I can use portable hotspot without doing any tricks or rooting or anything. After setting up a password for the hotspot, I just turned it on found honor 8 on my laptop entered the password and it works just fine. Unless my prepaid Go phone plan comes with tethering and I'm not aware of it but I highly doubt it.
Interesting because MetroPCS doesn't restrict tethering on any but the Unlimited plans (the $50 plan has no tethering, $60 plan has 8gb tethering) any other plans allow tethering up to whatever their data cap is. Systems will automatically sker devices using illogical data amounts from the network and systems may allow it to continue for a bit then sker out devices causing network congestion.
I can't tether on L04 with EMUI5 on Straighttalk. Rooted and build.p.prop edits, etc. no luck! Anyone else on Straightalk and EMUI 5?

It works for me on L04 B360. Just keep sim tray out by 1 mm, activate tethering and immediately push back in the sim tray.

Unfortunately with Straighttalk it does not work even after rooting, editing build. prop and anything else I could find. No ATTentitle folder is present

Back before I obtained a samsung galaxy core prime, I had another samsung phone which didn't have a sim card, but at the same time still had a hotspot. Of course the hotspot had no internet, but I didn't care about that one bit. What I want is the same thing as I had on this phone, without having my hotspot activated through third-party apps, but through the activation switch in settings.
I have root and I have a custom rom, yet I still can not figure out a way to activate it as it keeps on saying the same thing; " Please install sim card in order to share your phone's data connection with other devices using Mobile Wi-Fi Hotspot or USB tethering for Internet access. "
I don't have a sim, and I don't plan on getting one.

That's not true. You DO need a Sim card to allow access to that device's Data connection to broadcast. Read and understand the question beforehand.... BTW, FoxFi ? was the application he needs to get around this issue

I can confirm this works on a Verizon Note 8, day 1 about 30 minutes fresh out of the box.
edit: This is on an old school UDP, as the new UDP's don't require any work-arounds.
This works for about 30 seconds then turns off mobile hotspot, any ideas ? I have a note8 for Verizon also.

have you tried the generic one? i know it works for me on sprint
but soft reset the phone or just reboot. as soon as its on, pull down the notification bar and hit hotspot quick.
if it turns on see if it stays on, if so then your good to go, but once you turn it off you'll have to reboot again to use.
Unlocked Note 8 grandfather UDP works fresh out the box with not sim eject bypass.
@ixcknyxi Do you have foxfi or any other hotspot apps installed on your phone?
Foxfi doesn't work for hotspot just BT and USC on note8. Unlocked versiom works like a charm I am sure.

I know foxfi wifihotspot doesn't work due to the firmware (7.0). I was just asking if you had it installed on your phone.

No, you can leave it installed.
Turn on (check) the activate bluetooth mode on foxfi then try the sim card bypass method, connect a wifi device while its on, then you can turn off the bluetooth mode on foxfi.
Let me know if that works. Im almost 100% sure it will stay on.
You can try with bluetooth or with USB mode on on foxfi.
Does anyone know if that method worked...debating whether or not to return the Verizon Note 8 to get the Unlocked one from Bestbuy.
I tried the Bluetooth option in FoxFi, nothing worked. The problem is the mobile hotspot doesn't stay on long enough to allow anything to connect. I haven't had luck with signal refresher Lite or Pro either. Any other ideas for the Verizon version of the Note 8?

-Try with it on and the phone plugged in with usb.
If that doesn't work,
Uninstall everything and clear cache. I had this issue with my s8+. The hotspot apps you installed are interrupting the hotspot and it shut it off in a few seconds. Remember, you must time it right

This method works 100%. I am with Verizon and I would recommend the unlocked version if you are a heavy hotspot user and if you DO NOT use wifi calling. Using the hotspot doesn't require the sim removal method, it can be a pain in the butt after a while.
I'm a tad baffled because my hotspot works just fine on my Verizon model. No SIM trick needed to activate it.

I've only seen this issue when the 4G LTE signal strength isn't great, I've tethered on my phone without issue using this method, no shutoff after 30 seconds. Not sure what's going on your end :-/

Hotspot/Tethering on old school UDP is not included unless you paid an extra $30/month for it, which is why this method (or root, or ADP, or an unlocked device) is required.
I found a trick that works to enable the hotspot if you have an unlimited plan with no hotspot included. It works on my Verizon Note 8.
You follow everything in the video, except you only disable the red "mobile hotspot and tethering " app. Not the others.
It helps if you have Wi-Fi and mobile hotspot in the quick swipe down menu of your phone. Once you set up the wrong passworded Wi-Fi all you have to do is toggle them in the drop down. It's easy and fast.

No go. I just get this error message no matter what when the hotspot is disabled - "All apps associated with this action have been turned off, blocked, or are not installed."
On mine I have Wi-Fi sharing enabled in the hotspot settings and also make sure you only disable the one app, not all 3 like the video. Hope that helps. Not sure if it'll make a difference.

I have a VZW N8 and nothing happens when I try to launch com.test.LTEfunctionality. I tried to modify the APN settings through ADB already, and that didn't seem to take either, so I think Verizon just has the APN settings locked up pretty tight.
Do you guys have carrier locked or unlock? I still have unlimited from 2009 and the hot spot works just fine without any of this on an unlocked version....

I'm on the locked VZW, but also still have the grandfathered unlimited.
If I knew that workarounds would be available for all the network specific features, I would have definitely preferred unlocked.
Though I would not have gotten anywhere near the deal I got for the locked VZW...
So in an effort to make this as convenient as possible, I made a Bixby quick command to perform the necessary actions.
First off, I had to install the app WIFI Prioritizer and set the wrong-passworded network as #1 priority, with auto switch on. My other wifi networks all have auto switch off.
Quick command as follows:
1- Turn off wifi
2- Turn on wifi
3- Turn on hotspot
4- Turn off wifi
The timing of Bixby's execution seems perfect, however, there's a big caveat...
It seems wifi-sharing is turned off every time after disconnecting from a wifi network (including just turning wifi off when connected to a network).
I have not figured out any way to have Bixby turn wifi sharing back on.
So basically, unless you never connect to wifi, the quick command won't work without also manually turning on wifi sharing.
If anybody has any suggestions to deal with the wifi sharing issue, please let me know!
I have the Verizon version of the phone. Which is technically unlocked but with the Verizon firmware. If it's like the vzw s8 then we should be able to flash the unlocked firmware to it and the hotspot will just work. But the Verizon firmware locks down the hotspot unless you pay, or find a hack around it.
Dr, so just to confirm you have the carrier specific locked version. That would explain why you need to do this work around.
I have a non carrier specific unlocked phone on VZW network which activates the hot spot just fine without any of this.
Only reason I'm posting is to help pin down who needs this mod.
Im also used to flashing the hotspot apps when I root a new phone, which is over of the main reasons I root however I don't need it with note 8.
Does an unlocked phone on Verizon still get throttled after 15GB of Hotspot Data? I had been using an S3 with Foxfi and never got a message about using Hotspot Data till yesterday. Was looking at possibly getting another unlocked Note8 to serve as a Hotspot if I wouldn't get hit after 15GB on Verizon's new unlimited plan.

Once I dl'd PDP from their page I could disable, but then I cannot select Mobile hotspot.
The best solution for Verizon phones is to flash the unlocked firmware onto your phone. Super easy and problem solved. The one downside is you will lose vvm and wifi calling, but I don't use those anyway. And you get rid of the Verizon bloat.

@Proweedsmoker: thanks for your post. i relied on it when i ordered my unlocked note 8. i have an unlimited data plan from 2004. the phone arrived yesterday; it "only" took 2 weeks to arrive. i went to verizon to get a micro sim card (since the sim in my note 3 is the larger version). they activated it and first thing i did was turn on the hotspot to see if i could get wifi on my note 3. it worked perfectly. huge relief; no rooting, flashing or potential brick-making procedures. i'm loving this note 8 so far.

It's a great phone but I keep going back to the V20 because of my 3 main reasons: Hi-Fi sound, Interactive 2nd Screen and the ability of picking up a call by bringing the phone to your hear.

The trick with ejecting the SIM card and then sliding it back and hitting mobile hotspot doesn't work on this phone as it only stays enabled for a second or two and then once the sim card is back in turns off.
1. What is the best option for enabling hotspot?
2. If it requires a custom rom, is there a stock based rom with this enabled?

You might have luck with some of the non-root roms. Otherwise, you might see if something like FoxFi is updated and working with Oreo. I used that in the past for wifi tether without root. If neither of those are options, a paid usb or bluetooth tether app on play store should work (granted it's not as good as wifi and most of the time requires a third party pc addon)
I would go with a stock based rom. There is only one oreo one right now from jrkruse that takes a moment to install but works really well out of the box.

I am running 8.0.0 CRE5 that I flashed about a week ago on my 930V and have no problem to enable hotspot. I was not able to use it before on a rooted rom, only USB tether. I can bluetooth tether now and hotspot. I cannot USB tether.

Just to be clear, the usb, bluetooth, and wifi tether are all built into Android as a whole. Verizon adds limitations to all three, checking the eligibility of tether against your current plan. IF you pay for tether or have their newer unlimited plan, all three will work. If not, you will need a third party ROM that has edited .prop files that tell the OS to not care. As far as I know, once it's enabled though via .prop edits, it works (including USB tether). For unrooted Verizon S7, even third party apps can USB tether but only via third party applications (and typically a PC program needed as well to make this custom tunnel).

I realize that,maybe it's because I am on the Verizon network thru straight talk and they do not monitor it like verizon.
Hi all. I am in the same boat as the OP. I have the S7E model SM-G935V. I have Oreo CRE5. I am grandfathered into the UDP. Foxfi no longer works for me. How can I get tethering back? I am willing to root and put in a custom ROM if necessary.
I saw someone mention a jrkruse ROM, but I can't find that anywhere. Please help. Thanks in advance!

I am planning on getting the unlocked version from Samsung and using it on MetroPCS service. Just trying to see if anyone knew the apn settings to enable hotspot.
I posted it on the Note 8 forum a while back. It should be similar with the Note 9. Just need to use adblock to change T-mobile's hidden tether apn from pcweb.tmobile.com to fast.t-mobile.com

After posting the link I tried it on my Unlocked Note 9 on T-Mobile and it worked fine here are the steps. Will need to have adb installed on your PC.
1. Enable developer mode:
a. Go to settings
b. Scroll down to about phone
c. Repeatedly tap "Build number" until developer access is granted
2. Get, and install ADB w/ drivers
3. Enable USB Debugging
a. Go to settings
b. Go down to developer options
c. Scroll down to USB Debugging and turn it on
d. Connect phone with USB to PC
3.) Enable tether bypass by disabling the DUN requirement by entering the following command within adb shell
settings put global tether_dun_required 0
4.) Overwrite the DUN APN
settings put global tether_dun_apn "Tethering data,fast.t-mobile.com,,,,,,,,,310,260,,dun"
5.) Not sure if this step is necessary, but helps if things change. If your apn is greyed out than create a new one and copy the setting from the default app. Just need to add, dun to APN Type line
Or you can use Settings Database Editor to add, and make the changes within the Global Table. Just need to enable write permission for the app using adb commands, see screenshot of settings.

Do you know if this allows the hotspot to work at full LTE speed? I think both the One plan and the Essentials plan have their hotspot speed capped (max 3g speed for the former, 600kbps for the latter). If this unlocks full LTE speed that would be awesome!

Well it solves part of the problem since you are using the same apn as you use when surfing on your phone. T-Mobile might have packet sniffers or methods to. Might need to use a User Agent Switcher within your browser. For me I see no throttling so I have now way to test it.

i am following the same steps but my settings wont stay for

it always reverts back to 1

delete the Value with the app "settings database editor"
T-Mobile, note 9. As soon as you activate mobile hotspot, it replaces "tether_dun_required 1" in my settings. I tried:
- setting tether_dun_required to 0, deactivate mobile data, activate hotspot (sets back to 1), active mobile data
- setting tether_dun_required to 0, activate hotspot with mobile data already active (sets back to 1)
- activate hotspot, set tether_dun_required to 0 (throttled)
- set tether_dun_required to 0, delete the tether_dun_required setting altogether, deactivate mobile data, activate hotspot (puts tether_dun_required 1 back into settings), reactivate mobile data
Every single time, the download speed gets throttle to ~0.5mbps.
Damn you t mobile.

For Verizon I got the open the sim card tray, close it and turn hotspot on procedure working.
well tried with shutting data off and leaving it on, but I keep getting the MetroPCS site saying I don't have hotspot.
Current setup
tether_dun_required 0
tether_dun_apn "Tethering data,fast.metropcs.com,,,,,,,,,310,260,,dun"
New apn with DUN added to the end
Even tried deleting the tether_dun_required all together and same thing

Well I never could get this to work, but now with the new rate plans including 5gb of hotspot and google one I switched over to that and will see if this will end up helping to have unlimited hotspot.
I got the same thing after the note 9 camera update. I use to be able to remove tether dun required line but now i cant, were you able to find a solution
I'm buying a note 9 next week. Should I get the unlocked or regular verizon one? I have grandfathered unlimited data. This SIM card trick is that where you remove it, activate hotspot and push it back in? Sorry for all the questions I'm still on a LG g4 just so I can tether.

It does, but I've had it run for hours and sometime it turns off right away. So it doesn't work as well as it did on my S7 Edge. Foxfi doesn't work on the note 9.
I purchased an unlocked note 9 from Samsung and compared its hotspot to my galaxy s6. With the s6 I can play an online multiplayer game whilst downloading a movie on my computer and it works perfect with no lagging or glitches.. On the note 9 I struggle to play online games and downloading a movie takes nearly four times longer and that's with only one device connected to it. Does anyone have a fix for the unlocked note 9? Any help would be greatly appreciated.
