Make sure you are running the GAPPS posted in the download links for Pure Nexus. Some of the other GAPPS distributions like OpenGapps has broken hotword enrollment.
Thank you yea I'm running full gapps for 7.1 from the gapps site selecting my own

That happened to me. From what I recall, I finally enabled it quickly then backed out of the setting before it turned off. It took several tries to be fast enough. Then I rebooted. It seemed to take.

So I downloaded purenexus again with newest recommended dynamic gapps .
Formatted system /installed /pn /installed dynamic gapps/ deleted delvix rebooted.
Noticed pixel launcher took over then had google assistant. Went into the google voice tried activating it . it went back so I tried again and went to train voice quickly. I did that and after I had voice working turned off screen said OK google and it had popped up.

So today I got my first warning about having more than 10 devices authorized to my Google play account. This is due to the fact that I'm constantly flashing ROMs and every time I re-download play music on a new ROM, it thinks it's a new device therefore attributing to the device count. The downside is, you can only remove 4 devices per year.. is there any way to stop Google play from reaccounting the same device over and over again? Any help would be appreciated, thanks!

Titanium Backup has a nice feature that lets you revert the device id to its previous value if you have backed up Settings. That way you can keep the same id across flashes.

I had no idea that this feature existed until now. I see the option in TB to view your Android ID, as well as create a new random ID or restore the ID from a backup. How exactly do I back it up?

My nexus 7 is completely missing the NFC chip settings under wireless and network- more - NFC and Android Beam. my nexus 7 is not rooted . the problem is not any apps I installed as in safe mode the problem persists. Attached is 2 screen shots of what it should look like and what it does look like. The photo with the setting in not my screen shot.
No screenshots. How are you sure it is not an app that is causing the issue?

this is the file. I could not get it to attach from the web on mobile. Safe mode(no user apps run) won't fix it.

I have the same problem. I use nfc tags . Now after Latest android update my NFC setting disappeared. and app say that my device Google Nexus 7 not support nfc.
I think it is a bug in update.
Anyone else have this issue?
Help Please.

im sorry but the only thing that fixed it was to factory reset te devise. so back up your data, and factory reset!
So I was hanging up on a call and noticed that in the "ongoing" notification, it said"device management - downloading software update, please do not" and had a little notification icon on the bar of 2 arrows facing opposite directions grey/blue one red. I tried to click the notification but got nothing, so I long press and looked at app info. It said AT&T software update Version v42_1_1303_5_1. I have tried searching this exact version number but nothing comes up on here or on google. I shut the phone off until further notice so I can see if this update is going to screw me in any way. Right now I am just rooted w/ TWRP recovery, but I don't want to do anything that locks this phone up. 32gb AT&T S4.
Thanks
EDIT: scratch that, i had written down the version number incorrectly, it is trying to download v42_1_1303_5_1 (not _0_5). Still, does this mess things up bad? trying to read that now.
Also, the watch on app out of nowhere is now putting its remote in the notification pull down at start up without me even touching the application. I like the app and use it from time to time but I havent touched it in a few days and now it is auto-starting on its own, strange.
Hey, I noticed the watch on app doing the same thing on mine. I didn't realize I got an update but my phone did do an unexpected reboot and watch on was running in my notification tray also.

It's just a theory, but it sounds like "Samsung Push" services might be doing some updating for you.
Ok, this is really starting to annoy me. My notification light is stuck on blue ALL THE TIME. I have no notifications and restarting doesn't fix it. Whenever there's actually something for to be notifying me of it also pulses the colour it should be and mixes with the blue light. It's weird. I'll upload a picture in a minute.

my Wife's phone has the same problem. I have yet to figure out what is causing it. I've done everything except a factory reset since she doesn't want me to do that. I did notice when I installed the last update from Google while it was rebooting the blue light stayed on.

No, I don't want to factory reset either... Might try reinstalling the entire 4.3 factory image without wiping my personal data. Tell me if you figure it out

OK, last night I updated a whole lot if apps and this morning the light was finally off. I can't see how the apps could have been the problem because the light stayed on even in recovery mode.
Anyway, I'm happy now because it's gone.

I intentionally turn off OK Google detection so my phone is doing one less thing, but it still is working and the options are disabled. I've only recently started to notice this. Tried to enable and disable the options again... no joy.

This may be painfully obvious, and I'm not trying to sound sarcastic at all, but:
Have you tried saying OK Google to see if it's actually working? How about just removing the widget from your home screen and replacing it with one that isn't voice activated? Or perhaps both..

Yes, it does work when saying OK Google. Also, would removing it prevent the mechanism on the backend that's listening from working also? Or would the service still be running?
I know that when I removed it, there didn't seem to be any listening going on. I think it uses this process in Maps as well as a couple other GApps, so after removing it you can try it in there/disable it in there as well. If you have root, you can always freeze it with TB. I completely removed it from my phone, so I don't have it to play with to try to find these things out. That's always the first thing I do, so I know very little about tinkering with system apps without root.
You can enable OK Google in settings.
try disabling your google account in settings.
