After spending long nights of investigations, I here present the solution for those LG Quantum users like who want to get onto Rogers Canada Network.
So far I have done 2 LG Quantums and all works fine for both data and MMS.
Here are the steps:
1. Download the attached LGC900KB_100927_MP.zip and extract it somewhere. You will get LGC900KB_100927_MP.dll.
2. Goto nasirahmed's post regarding LG Quantum's original firmware thread. (Great job, nasirahmed!)

Download the LG C900K Australia version firmware and of course "LGDP2 V36 UMTS Setup" tool.
3. Follow the steps in nasirahmed's instructions to flash the LGC900K firmware. When you are asked for "DLL Selection", pick the one you have just extracted.
4. If everything goes well, you should have the C900K firmware pre-nodo version.
5. Start Zune and let it upgrade your firmware all the way to Mango. Be patient, it's a long process (about 1 hour).
6. Now you should have C900K mango on your phone, go to dialer and dial ##634# to install the MFG tool.
7. Disconnect USB and connect Wifi. Goto MarketPlace and download LG's Network Setup(In the LG App Store section).
8. Start the Network Setup tool it'll say something like "setttings changed, has to reboot". Let it reboot.
9. Then start MFG tool, password "277634#*#", "Engineering" -> "Other Options" -> Pick Registry editor.
Change the following key to 0.
LM_LOCAL_MACHINE\Software\LGE\DYNPROV\XMLList
Key = "RGS_CA_302_720"
Type = DWORD
10. Exit the MFG tool. Then run Network Setup again, it will reboot again.
11. Now you should have the Roger's Profile everything set up including the MMS.
12. Enjoy!
p.s.
The reason why it has to be C900K:
Only the C900K has the required the application lge_dynprovapp.exe to do dynamic provisioning. The Bell and AT&T ones doesn't include the file in \windows.
The reason for my DLL:
The original DLL for C900B or C900 or C900K will not let you do cross model flash. My version will let you flash across C900-C900B-C900K.

Unfortunately flashing to different firmware didn't fix my issue. C900 is not accepting SIM, but repeatedly prompt for PUK code. I'm almost ready give my money for Octopus or similar tool, after trying unlock codes and flashing with different firmwares...
This worked great for me once I figured out the nuances to Nasirahmed's instructions but there are a couple of areas that I got stuck on.
Here are Nasirahmed's instructions from http://forum.xda-developers.com/showthread.php?t=935605 with some notes in red so you don't waste time uninstalling and reinstalling drivers and software like I did trying to get this to work:
1. Download LGDP2 V36 UMTS Setup and extract, go to LGDP2_31_INCLUDE_LGDP1_Setup folder and install the exe (use serial number). Now copy all the files from DOWNLOAD folder and paste on C:\DOWNLOAD (overwrite if needed).
2. Install LG United Modem Driver, connect the phone to PC through USB cable and let the drivers to be installed. USB 1.1 is recommended. (note: phone has to be in Emergency Download mode at this point to get the drivers to install.. power off phone, then press Volume Down, Camera, and Power Button at the same time to get in Emergency Download mode.)
3. You'll need firmware in DZ format and the correct DLL for your model.
(note: Unplug phone from USB)
4. Open LGDP2_V36_UMTS from C:\DOWNLOAD, select UMTS in Division and click OK.
5. Select port (check Device Manager for LG USBModem Port number), you can set a range from easy select or select manually. Select DLL and select firmware in Downlaod Configuration. Click OK. (note: You need your phone plugged into USB in Emergecy Download mode to find the port number in Device Manager... otherwise, just click ALL under easy select. Also, don't worry about the "Can't find Monitor Port!" warning )
6. Click START in main window and connect the phone to USB cable in Emergency download mode(VOL+CAM+PWR). (note: Make sure phone is not plugged into USB before you click start, then plug it back in AFTER after you click start. The update will then start automatically and is finished after the phone reboots into Windows.)

Not sure if this will help you much.
As far as i remember, most of the indian provider's profiles are already in the stock rom. You just need MFG app to set the correct one.

I have an unlocked quantum and have followed along with no problems untill I need to get the LG network setup tool. I can't find it or access it anywhere. I tried marketplace after i did the firmware update to the australia rom. I found a place to get the tool .xap file but cant get it onto the phone. Anyone can help?
Oh and I'm in Canada trying to get the quantum on Rogers.
did you folks on the flashed telstra ROM get the wifi tethering update notice too?
edit, flashed the ROM myself, yes, you do get the tethering update.
Does this flashing to Australian ROM solves the problem of Caller ID on rogers network for LG quantum?
Caller ID is more important for me than the MMS, i only want to do this if it fixes caller id.

Might be a reasonable way to get the wifi tethering update. I just got a reply back from LG Canada saying:
"Unfortunately we have been told that the phone will not support tethering and this cannot be added through an update."
I guess LG Canada figures the quantum can't get wifi tethering?

Would also like to know this. Does the Telstra ROM fix the caller ID issue on the Fido/Rogers network?
I personally don't use this specific phone regularly.
I did it purely because I promised my friends to help them to fix the MMS issue.
Just talked to them and they did mentioned about the caller id sometimes works and sometimes doesn't.
If you are talking about similar issue, then probably no.

I'd be really wary of doing this, there are some differences 1) capactive vs physical windows button, 2) hardware keyboard.
I agree. If you want to flash different variant of firmware on your optimus 7, i can probably help.

Hi bobzero, chinabull, and other Canadian Quantum users. I guess we all got the phone on Bell firesale. I unlocked it and moved to Speakout (Rogers) network now, but since I can't update all APN settings maps are not working. I'm not sure if you have similar problem. They load over home wireless but not when I'm using Speakout data.
My understanding is that here mentioned procedure would solve MMS issue so I was wondering would this help with maps issue too?
Issue is that I can't change all APN proxy values. I unlocked and moved one Android phone to Speakout recenty but since I had control over all APN settings maps are working great.
If this update doesn't help with maps is there any other way to update APN settings?
Edit: To clarify, when I open MFG I don't have any xml file to chose from under network configurations.

Yes, just confirmed the Time stamp issue is still there. But it seems it doesn't affect threading.

I had a problem with my korean version LG G2 (i messed up some system files and i was stuck at reboot), i had to reflash the original kdz system file, and then i had to hack the phone network, and doing this also fixed all the network connectivity problems i had previously, which i tough was hardware but apperently wasn't.
I had to make extended searches to restore my phone to a working state, so i wanted to create a small guide for anyone interested in completly resetting phone to original and change to international network, this might work with D802 or other models too, but i have no idea, so try at your own risks, i am sure it will work on all the korean versions of the LG G2
Before you start for safety make a complete back up of your system
but most important backup up your QCN and backup your modem.img modemst1.img and modemst2.img all three of them in a safe place, you might need them if you want to restore phone basebands to old state, and i highly reccomend you do.
Backup is a very important precaution, please don't make me responsible for lost stuff, your internal SD will be completly erased, so backup everything you need, this will wipe clean everything on your phone.
If you are interested in where to get kdz files

and write your phone IMEI after the = (found in settings or on the serial number of phone, under battery, korean version has battery removable)
Write down your imei because you are gonna need it again

You should be on 4.4.2 when you are done (unless there is a 4.5 lollipop OTA in the future, finger crossed)
anyway after flashing frimware, the phone will only recognize branded SIM cards of the korean networks depending on what version you installed.
So if you want your phone to be international, and with all the sensors working and so on, you have to root the rom, install a recovery with autorec from cloudyfa

after reboot give sometime for the mobile to find network, it will need 5minutes the first time, it did for me, after everything working perfectly

Not really the baseband i linked is based on the D802 but is heavily modified to have it work on all F320 models, also if you flash this baseband it will erase your IMEI, and you if you flash other basebands that other devs post here on XDA they won't work.
It's working very good for me i have no complain, wifi 3G 4G and calls even roaming

Of all the stuff I googled, this is by far the page/site that provided the best and most helpful information. I will start the story by stating I am jealous of a friend of mine that has the LG G3. Seeing his Android Operating System made me drool. I wanted it. I rooted my phone and flashed the OptimusG3 v1.4.1 rom without making a backup of anything on my phone; no EFS backup, no IMEI backup, no modem/baseband backup, nothing. My previous experience rooting and flashing my HTC EVO gave me a false confidence in rooting the LG G2. When OptimusG3 booted I somehow lost the network, APNs, baseband; thus I couldn't make any phone calls, send text messages, or send or receive any internet data. My first reaction was to revert back to the stock firmware. I could not find a kdz file that matched my phone and would work; an LG G2 F320L on the LG U+ network in South Korea. I tried multiple versions of the LG Flash Tool to try and flash the stock firmware back on the phone. I eventually found a tot file that worked, but I ended up losing my IMEI in the process. I tried taking the phone to get repaired by LG techs and they couldn't figure out how to fix it. They wanted 281,000W, about $281, to fix the motherboard. I tried getting a replacement phone and the LG employees tried to get me to renew my contract and purchase a new phone and SIM card, around $480 for that route. I ended up buying an older LG F160L and placing my SIM card in that while I attempted to repair my phone.
On to the good stuff, the tot file got me to a working version of 4.4.2 Android but it was not stable and constantly rebooted, showed up with errors, no wifi, no keyboard. I found 4 different kdz files that were various versions of 4.2.2 and 4.4.2. It took me awhile to find a way to flash the kdz file properly. I used LG Flash Tool 2014 Build 03/07/2014. I had to change the Type to CDMA and Phone Mode to CS_EMERGENCY before doing a CSE Flash. With those settings I had 4.4.2 on the phone running F320L21V. I rooted the phone, flashed F320L_EDGE-4_42_V2 *AND* KK_Baseband_F320L, before using the above fix to restore the IMEI on the phone. As of right now the phone is on F320L21V, I can make and receive calls, send text messages, the wifi hotspot works, and I can send and receive internet data. However, there are still a few issues: knock-on doesn't work and in the notification bar it states there is a software update is available. Every time I install the update the phone boots into TWRP. I have to hit Advanced, Terminal Command, Select and enter in the following two commands in the shell to get it to boot:
dd if=/dev/zero of=/dev/block/platform/msm_sdcc.1/by-name/fota
dd if=/dev/zero of=/dev/block/platform/msm_sdcc.1/by-name/misc
I have since made an EFS backup, backed up the modems, and made a TWRP backup. Is it safe for me to flash another rom? Should I try using the LGMobile Support Tool to restore the firmware to F320L21y, to which I'm sure there isn't a root method for?

Is this working with latest 30D Firmware Lollipop 5.0.1?
I was working great on Kitkat firmware but seems to be not working good on Latest 5.0.1.

You can safely flash clodyG3 and have a phone almost identical to the g3, that is the ROM I'm using, it's stable and looks fantastic, and I have decent battery also with original kernel.
It should remove the update requests and the other problems you are having, just don't flash the basebands that come separated from the ROM, keep the basebands posted in the OP, or reflash it if something doesn't work.

Let me know if it works, I guess if it does let me know, because I want to flash the new update too, if not let me know too so I won't flash it...
If it doesn't work just download a 4.4 or 4.2 kdz and then flash the modified basebands and whatever ROM you'd like over that, I reccomend cloudyG3 if you want a G3 look.
And restore your imei with the OP instructions.
If the v3 doesnt work when there will be a lollipop version it will be posted in that drive in the OP.
I think we'd better wait still for updating to lollipop kdz or roms, I myself will attempt the update just after the clodyg3 ROM will be updated, and that will take sometimes, since they are waiting for a D803 official update...

I tried to flash CloudyG3, Optimus G, and CloudyFlex 2.7 all for the F320L. All of them did not work properly. I had data, I couldn't make phone calls or send text messages. I think the APN settings were incorrect and I tried changing the settings to match LG U+ and tried to change the build.prop file. They all made the com.android.phone cause a force close. To fix the knock on/off I had to go to the dialer, hit 3845#*320# > HW Device Test > Touch Test > Touch Firmware Upgrade.

I simply flashed the stock kdz file and everything is working fine. I lost root which at this point I am fine with.

I like lollipop. It's something fresh and new. I was really tired of the old keyboard and the UI was getting stale. I just wanted something new and different. Lollipop has been working flawlessly and had it come out two weeks ago I would probably wouldn't have bothered with rooting the phone to begin with. For some people it wouldn't be worth updating because I'm pretty sure there isn't a root method for it yet. For someone who doesn't care much about rooting the phone it would be worth it. When I get tired of lollipop I'm sure I'll be back on here looking for root options.

I tried flashing it on lollipop but networks doesnt seems to be stable sometime whole day i dont have any problem sometime they never come.I am also not using U+ sim thats why I also need that hack to work on my phone. Now am again back to cloudy g3 rom and waiting for any updates regarding newbasebands for lollipop too.

Are you still on Kitkat or using Lollipop???
These basebands are not working on lollipop and because of which I couldnt able to have taste of stock lollipop roms.
Networks works good in 30E latest firmware but not a single sensor is working after flashing this basebands on latest firmware.
If you got any solution for new basebands do share with us.
No lollipop baseband that i know of sorry....

Hey guys !!! I fixed the network on Android 5.0 (f320l)
I am from Kazakhstan, and do not speak English use a translator .... so sorry.
1) First you need to install stock rom (I used f320l21y_00.kdz) (LG Flash Tool 2014)
2) Install Root (I used Stump-v1.2.0.apk)
3) Install Recovery (I used F320L_AutoRec.apk)
4) Then you need extract TWRP.rar to Internal Storage
5) Reboot to TWRP and tap to "Restore" => 2014-12-06--02-11-08 KOT49I => swipe to restore => Reboot (decided sim card)
6) Restore IMEI (post 1)
7) Then i install CloudyG2_3.0 (5.0) and I have all worked on Android 5.0
TWRP.rar can use for f320l and f320k (f320s not sure, but you can try)

You have any idea if it got netherlands language? Otherwise it's useless for me to flash

I think I have bricked my phone. I received a H870DS witn TWN rom and decided to flash a CIS rom, so I followed the guide referred in this thread.
The procedure seems to happen happily but fail at some point with a nice error : LGUP 0x2BC, Invalid command response code = 0x80000202. At this point I can restart the process.
The phone is apparently only able to boot in Firmware Update mode (or am I missing something ?) What are my options to try to resolve the issue...?
Note: the error message is displayed usually after 50% in the upgrade process. It always happens somehow when the phone stops to display the COMXX port in green as well as the blue progress bar (as if it has encountered an error while flashing and restarted, I saw briefly some red text displayed at the bottom)
Any ideas ?

Did you flash the dual sim version? Otherwise you could brick.
For example i got the lg common.dll file and the hk-twn rom in folder that could be flashed with lgup to H870DS..
i once bricked my device with accident to debloat and reflashed twn rom.Afterwards it could start to bootloop and you will have to try to get in recovery to reset and data and afterwards it could start up just fine.

Yes I flashed a DS rom, this is the one I tried to flash : H870DS10d_00_OPEN_CIS_DS_OP_0418.kdz
Anyway, I tried one more time the HK one (same as yours) and this time it completed (I tried first the CIS, it failed, then I tried the HK and it failed, I uninstalled and reinstalled everything on the PC, force restarted the phone, tried the CIS and it failed again, tried the HK and it passed...)
I guess I will stop messing with it, not sure if flashing the CIS rom will give something more appropriate to the actual region the phone will be used : France. The two things I noticed are : country issues with LG Smart World (but who cares) and the phone doesn't pick up my 5GHz ac Wifi (channel 36 used) whereas it sees the 2.4GHz just fine. I have not tried to put a SIM in this baby yet, so maybe there will be some surprise here as well.
Great you could fix it Maybe the cause of a corrupt install is from what i catch up,if you flashed a rom with lgup you should reinstall it again when you would flash a other rom. I did not flash the HK rom because i dont know what will happen with future OTA if it will update or not if it get netherlands language.most of europe got that problem,lg smartworld i debloated because it connect from a korean server.im fine with twn rom

Did you use Uppercut? I did, and flashing CIS OPEN went flawlessly. Got less bloat, correctly shown ststusbar icons and better battery life. Living in Sweden.

No I have not. Only LGUP with the dll extracted from the kdz file...
I have not tried again to flash it. Where have you downloaded the CIS ROM ?
I'm not sure I'll flash it again. My only concerns was for the Wifi (I can't see my 5GHz Wifi network on the LG whereas every other AC devices can...)
What do you mean with "correctly show statusbar icons" ? The icons for the cellular network (3G 4G etc...) or is it something else ?
I did try CIS rom (v10d-global-com)over my TWN (v10c-twn-xx) and lg bridge was a problem to identify. Instead of h870ds it identify as g6 and udate was v10c only while CIS got v10d also april patch installed. While i try to recover tru bridge it got twn again. So i keept original TWN

5GHz wifi will be enabled after you put in a simcard. I don't know why but that is the way to activate 5GHz.

I have no issues with 5 GHz networks.
On the HK firmware I had double 4G icons when not connected to WiFi. One on it's own and one inside the signal bar icon. Not a deal breaker, but annoying. On CIS OPEN I'm getting an LTE icon next to the signal bars, and nothing else. The reception itself is also better now.

No, no one does as of yet, as far as I'm concerned. We've yet to get cold, hard evidence that there's an anctual July update rolling out for the H870DS.

Incredible ! Indeed, I put my SIM card in it, at first nothing came up, but when I disabled and enabled the Wifi, then it found my 5GHz network...
After shutting down the phone, getting out the SIM, once rebooted it still recognize and connects to the 5GHz Wifi network, so really putting the SIM does activate something (some things) regarding Wifi (and who knows else)

Ok I see what you mean. Actually I do like the double network id, this way I always know the kind of cellular network you are connected to.
So I'll leave it on the HK rom, as this is a present for a birthday on august 1, I better not break it . As it is I can't see any differences regarding cell reception or performance with my Samsung. It's really a nice phone (I bought a H870DS only because it is the only way to get a blue one with a black front)

Is your cell notwork reception strength get stronger?
Currently i have 10c seg firmware, my network strengths is suck inside my house though network problem is actually there.
Today i compare with Xiaomi mi3.... got 10-15dbm higher signal.Which makes me surprise 4years old phone get more cell reception.

I didn't compare dBm before and after flashing the 10d. It's the overall perception when actually using the phone that tells me that the reception has improved.

I did. It wipes your phone, so make sure you have a fresh backup.
I have latest cis firmware over Asian Sea10c...but I can't receive 4g+..only 4g...someone encounter this?
So I've got the TWN model with the latest update where Volte is supposed to be supported however there is nothing in the settings or elsewhere. D/L and install latest CIS and have major issues with reception on SIM 2 (I think it was 2g only) and no volte settings within the menus and it's supposed to have them. Reinstall again from clean boot and still no volte and reception issues. Has anyone got the HK version running on a TWN model with volte etc? Or am I doing something wrong in the process of cross flashing?
Now I have tried cross flashing CIS, HK and SIN and the results are not good. I keep getting the update 10f, 10e with global-com firmware. It does update however each one has the issue of the second sim going to 2G and not 3G and no Volte settings in any of them. I then go back to TWN and its all okay apart from not having the Volte settings. Yes the upgrade is with a clean boot and through LGUP. The strange thing I don't get is the Refurb option but as I led to believe as long as you reset it should be okay to select Upgrade. It appears that the region settings cannot be or altered through this process. One thing I did notice with Global-Com is that there are settings for Mirrorlink so you use LG Drive if you wish however this is not as important as the twin sim and volte for me. Any one any other suggestions on this topic?

I wanted to get back to stock ROM yesterday, so I tried to get it back by LG UP and UPPERCUT.
I've installed 20j firmware but then my G6 stuck on LG logo screen.
I was trying multiple firmware version.
I asked admin of lg-firmwares website to help me choose the right one.
After I send him my IMEI he told me that: "Model is LGH870, Region is NEU, Latest version is H87020i_00_OPEN_EU_OP_0322.kdz".
This version didn't work so I've installed the latest version of Nougat for the region NEU - "H87011i_00_OPEN_EU_OP_0108.kdz".
Now I have no signal all the time, tried to install another ones but every single one of them shows no signal. Even if I change LTE to only GSM or WCDMA.
How to fix this? What causes the problem?
EDIT. I have unlocked bootloader if that matters.
EDIT 2. If I check adb it shows H870DS - but I don't have dual sim:

I tried, it flashes without issues but it didn't fix my problem with signal.
Im currently on 10L, tried to flash 10L modem.img.
Any other option?
A little while ago I got the brilliant idea to flash the unsupported korean F800K firmware to my American AT&T H910 model V20. In similar genius fashion, I skipped making a backup figuring, if it broke, it broke. I even failed to put TWRP on it. Well, it broke, in a way. The phone works fine, except cellular data connection and usb tethering of a wifi connection. Does this mean there are different USB drivers between these models? I was using the patched LG UP software with uppercut, and ended up getting an error afterward with the recognition of the device model.
Please let me know if anyone has any ideas to get me off the Korean software image of android 8.
