If you are rooted use GravityBox with Xposed. If not then you cannot do it.

There is no easy way to add it to toggle. Maybe you can try the following and see if it's working for our note 3 as well
http://forum.xda-developers.com/showthread.php?t=2594659
Else just just exposed if you need to use torch during screen off

Can this be done now with root?
Yes i did it using xposed framework and wanam module. There is a setting in Wanam to do this. Also you can enable tethering and other cool enhancements. Its makes it like a custom rom with all the setting you can tweak

Conference call also works.
On the top right there are 3 vertical dots.
Pressing that gives option to Add call for conference.
Xposed framework replaces Add Caal with Record.

Yes. There is an option. Check the screenshot.
Flash the xposed file in the twrp & install the installer file. That's it. Google the file names & download them.
Don't forget to download the uninstaller file also. There will be bootloops if the xposed file is not flashed correctly.

Try this at your own risk. I will not be responsible if anything happens to the phone. Like bootloops Tec. Backup your data first. Just a caution.
