Yes but this tutorial is for rooted devices can you explain me how to do without unlocking bootloader or roting my device.

This has nothing to do with rooting. Rooting means loading an unsigned recovery to install an unsigned binary (SuperSU). This only works with an unlocked bootloader.
Reflashing to factory settings works the same way but you only use signed firmware files.

Factory reseting means erasing all data on data and e. g. Dalvik and cache and then flashing all firmware files.

They might work, might send your device into a bootloop.
Just make a backup.
Personally, I don't think they would work, but no harm in trying.
Frankly, I don't think that the Note 3's performance needs improving. I use it quite heavily and have never really encountered any lag.
Tested.
It does NOT work properly. When you substitute the Dalvik libraries the phone boots ok but some apps crash (Google and TW).

It'll only work with Google ROMs - TW framework is too modified for it to run (smoothly) on a Samsung device.

You can not access it? If you let into "Adb" mode, you can flash the Cwm and from this add a Rom.
